New school classification index measures students progress
Hawaii’s public schools are now rated on a new accountability system that officials say will help schools better prepare students for success in college and careers. The so-called Strive HI system largely replaces academic mandates of the federal No Child Left Behind law that required schools meet rising reading and math proficiency targets or face sanctions. Hawaii in May was granted a waiver from key NCLB requirements by the U.S. Department of Education in exchange for adopting high standards and an alternative accountability system. STRIVE HI PERFORMANCE INDEX Schools can earn up to 400 points in the areas of achievement, growth, readiness and narrowing the achievement gap.
Achievement: Test scores in reading, math and science. Students in grades 3 through 8 and grade 10 take the state exam. >> Reading (0-40 pts) >> Math (0-40 pts) >> Science (0-20 pts)
Growth: Each student’s annual progress is compared with the progress of other students in the state with a similar score history on reading and math tests. >> Reading (0-50 pts) >> Math (0-50 pts)
Readiness: In elementary school, “chronic absenteeism,” or the number of students absent 15 or more days. In intermediate school, ACT Explore test scores. STRIVE HI STEPS The points a school earns generally determine where they place on one of five category “steps.” In some cases, certain triggers automatically assign schools to “focus” and “priority” status, including a low graduation rate or large achievement gap.

Majority (75-85 percent) of schools Remainder of schools following indentification of Priority, Focus and Recognition schools Next-lowest 10 percent of schools Low achievement, low graduation rates or large within school within school achievement or graduation gaps Lowest 5 percent of schools Persistently low achievement, persistently low graduation rates, or schools in School Improvement Grants Program Deputy superintendent, as chief academic officer, designates a subset of Priority schools into Superintendent’s Zone based on persistent inablilty to meet performance targest over time.
