Members of Council Richard Bonde Mayor/Safety Director September 3, 2013 Back Flow Preventer Valve Grant Program
I am proposing that the City of Willowick establish a “Back Flow Preventer Grant” program to be funded from the Sewer Revenue Fund. I have made some suggestions below to be discussed by the Streets, Sidewalks, and Sewer Committee of Council. I have not considered a timeline when the program should end (if ever). I have also not established a limit for expenses. We should consider a line item in the fund and when the money runs out, the program ends.
BACK FLOW PREVENTOR GRANT PROGAM
1. The homeowner will make application to the Service Department and must have a passed dye test. In the event of any part of the residential system failing, repairs must be made to current ordinance requirements. 2. The homeowner must verify with the Service Department, that there were 3 or more substantial sewer back-ups from 2007 through 2013. Substantial is defined as 1 inch of back-up or more. Basement flooding is limited to sanitary back-up during a heavy wet weather event – not water through walls, floors, blocked laterals, etc. 3. The homeowner must take full responsibility for the maintenance of the valve. 4. Homeowner must present 3 cost estimates for the installation of the valve. The City of Willowick will reimburse 50% of the lowest bid and waive the Building Department fee ($60.60). 5. All contractors must be licensed and registered by the City of Willowick. 6. All work is subject to inspection and approval of the Willowick Building Department.
