Demo on rice combine harvester operation held


TACLOBAN CITY- In its effort to encourage farmers and peoples organizations to use rice combine harvester for efficient farm operation, the Department of Agriculture-8 (DA-8) in coordination with the Regional Agricultural Engineering Division (RAED) recently conducted a demonstration on the operation of the combine harvester. The said activity was held in Abuyog, Leyte and was participated in by farmers of said town and by the members of the Leyte Seed Multipurpose Cooperative. Combine harvester is a machine that merges post-harvest activities such as gathering, harvesting, threshing, cleantials while the survivors of these retirees expect P2,500 each depending on the retirement ranks and years of active service but not less than 20 years. Per estimate, the government owes police pensioners a total of 3235 months of pension differentials under the ing and bagging of rice in just one field operation. This equipment offers a faster and more efficient way of postharvest activities. Moreover, this limits the labor force requirement since only three people are needed to operate. For those who only have small lots or backyards but are interested to venture into natural farming, Natfamco director Christopher Fadriga suggested that they do urban gardening. The method is similar, you only make use of the resources that is within your little farm, said Fadriga. He said this can be their entry to permaculture, which aims to redesign peoples way of life based on nature. Coop promotes natural farming


A GROUP of professionals and entrepreneurs in Cebu has organized a cooperative that promotes natural farming, the Natural Farming and Multi-purpose Cooperative (Natfamco). Natfamco director Dr. Shawn Espina said there is money in agriculture. Espina, who is a practicing surgeon, got into natural farming because of the growing health and wellness sector. He noted that doctors like him are constantly looking for healthy alternative that they can promote to the community to counter the rise of deadly illnesses like cancer. Times have changed. Back then, most of the patients diagnosed with cancer were in their late 40s but now the youngest cancer patient I handled is 23 years old. Cancer patients now are really getting younger, said Espina. He said diet and lifestyle are among the common factors that cause cancer. Espina said what Natfamco is promoting is a healthier lifestyle by eating vegetables and meat that is grown and raised the natural way. The establishment of this organization is more of an advocacy than a business, said Espina. Natfamco was established in July this year as a Cebu-based chapter of the Philippines for Natural Farming Inc. a non-profit organization registered with the Securities and Exchange Commission in March 2011. Natfamco has 15 directors and 13 active members. The organization said it is open for membership across the country. Natfamco has adopted the Korean natural farming system founded by Dr. Cho Han Kyu in the 1960s. According to Espina, Dr. Cho introduced an alternative way of farming that assures both high yield and good quality that are chemical-free. Davaobased Andry Lim, who was trained by Dr. Cho, shared that knowledge with thousands of farmers across the country. Dr. Chos natural farming method is practiced in underdeveloped countries and communities as livelihood to improve their living. Korea, Japan, Malaysia, Thailand, Vietnam, the Philippines, Mongolia, Congo, and Tanzania are some of the active countries that practice natural farming. Espina said they hope to attract more landowners in Cebu to engage in natural farming because agri-business is a lucrative venture. He said the reason naturalgrown products are expensive than those that are commercially grown is because only a few players are serving the huge market. Supply is quite limited because not all players have shifted to this industry. But there is a huge market out there that remains untapped, said Espina.

City finance committee proposes ordinances aimed to generate revenues


TACLOBAN CITY-- The committee on finance chaired by Councilor Cristina G. Romualdez is now proposing ordinances to generate revenues for development projects of the city government. In a series of public hearings conducted at the Balyuan Convention Center, the committee presented the following proposed ordinances: socialized housing tax; ordinance levying additional ad valorem tax on idle lands in the city ; an ordinance amending section 1-H of Ordinance No. 2005-9-63 and section 95 of the 1999 Revenue Code of Tacloban, referring to garbage fees. Jack Uy, president of the Tacloban Filipino Chinese Chamber of Commerce, Inc., who represented the business sector, made a counter proposal of 0.5 percent tax on idle land instead of the proposed 5 percent. TACLOBAN CITY -- In line with the month-long anniversary celebration of the National Statistics Office (NSO) 8, an on-the-spot poster making vontest was conducted here in the city.. Sixteen high school students from various schools in the city participated in the visual interpretation of this years theme. Neptune Pilapil from Sagkahan National High School bagged the first prize and Anthony Dacutanan, also from Sagkahan National High School, emerged as second while Alyka Sumapig of Sacred heart School landed third place. The three winners received P1,000, P700 and P500, respectively. The chairperson of the board of judges, Rodolfo R. Novillo, statistical coordination officer of NSO Leyte, judged the competition along with his fellow judges namely, Engineer Felimon Garcia Jr., SCO II, and Concepcion Superada, administrative officer V of NSO 8. Abolishing the SK

ast week, the House committee on suffrage and electoral reforms voted 11-1 to postpone the SK elections to the last Monday of October 2016. Also, the Senate passed on second reading Senate Bill 1186 that seeks to move the SK polls to next year. In both measures, incumbent SK ofcials wont be mandated to stay in their positions on holdover capacity. The problem with this initiative is that only a few weeks are left before the October 28 synchronized barangay and SK polls, so there is a need to churn the legislative mill a bit faster. The Commission on Elections (Comelec) has therefore urged President Aquino to certify the SK polls postponement measures as urgent. Its still not known what the Presidents stand is on this one. PNoy has earlier opposed calls to postpone the synchronized barangay and SK elections. But what the lawmakers

want postponed is only the SK polls. If the President certify the SK polls postponement measures as urgent and Congress is able to pass a reconciled version of these on time, then consider the SK as good as abolished. With the SK polls postponement, the various sanggunians wont have a youth representation for three years. This, if moving the SK polls to 2016 would be agreed. If it is postponed, we already can see whether the barangay can function without the SK. If it can function smoothly without the SK, we can dispense with the SK and we dont have really to hold any further elections. Of course, things are not that easy, as there will surely be opposition to the SKs abolition. Still, three years would be a long enough time to settle the debate on whether to abolish the SK or not.

Isnt it questionable why the COA cannot solve its own crisis? Then again, while it is undermanned, as it has been saying, it does not fill up its own vacant positions? What kind of thinking is that? That is not rational! That is insanity, if not mere stupidity! Last September 10, Senator Chiz Escudero has concluded that the COA is indeed undermanned although that constitutional commission has 40 per cent vacancy. Thus, Chizs office released the following statement on that same day which said in part that the COA is undermanned and their staff is overworked but the agency has a 42% unfilled position. At the agencys budget presentation today, Senator Chiz Escudero said the authorized COA staffing is 15, 219 but its filled rate is only 8,737. This leaves 6, 482 unfilled positions for 2013. Escudero, chairman of the senate committee on finance said this wide margin of vacancy is a cause for concern, which he said even COA itself is alarmed. The COA is doing its job. In fact the government has saved up a lot by what the COA does in terms of auditing services. With only 57% filled position, the senator asked the commission if it could have rendered more auditing services and could have detected the misuse of funds if it has more people to do their mandate. Heidi Mendoza, COA Commissioner who presented the

agency budget said they could have used more personnel to double their output than their current ones. Using connections in government, Napoles and her group allegedly gained billions from the Priority Development Assistance Fund or PDAF, more commonly known as pork barrel, through an elaborate kickback scheme. In GMA News and Public Affairs special report this Sunday hosted by veteran journalist Mike Enriquez, Bantay Kaban ng Bayan traces the anatomy of the scam. The Bantay Kaban Team goes on-groundfrom Luzon, Visayas and Mindanaoto physically inspect projects that were funded by the pork barrel and questioned by the Commission on Audit. In various provinces in Luzon, correspondent Joseph Morong and the team are met with ghost projects and overpriced packages given to beneficiaries. Marginalized farmers cry foul over the undelivered projects which were handled by the questionable NGOs being linked to Napoles. But among the 82 NGOs questioned by COA, only 8 are being linked to Napoles by her former employees. Bantay Kaban ng Bayan asks: who are behind the 74 other NGOs? The team uncovers at least 450 names behind these dubious NGOs and investigates the persons behind the top ten foundations that received billions in pork barrel. Aside from the dubious NGOs, the COA Special Audit Report for 20072009 also questioned infrastructure projects funded by the pork barrel. Region V (Bicol Region) was listed as having the highest amount of pork allocations questioned by COA. In Legazpi City, on-ground correspondent Maki Pulido investigates three road projects totalling more than 100 million pesos in cost. Instead of concrete infrastructure, she discovers dirt roads that appear unfinished and unused. And in Lanao del Sur, buildings worth millions of pesos are not buildings at allBantay Kaban arrives and sees only unfinished building posts. The much talked-about COA Special Audit Report only covers the period of 2007-2009. As more and more recordseven from recent yearsare examined, it appears that the misuse of pork did not stop in 2009. And while the congressional pork barrel already puts at least 25 billion a year in the hands of lawmakers, the fact is there are trillions worth of special and regular funds disbursed and possibly misused year after year.
