Construction of Guadalupe port underway, says Rep. Mercado

TACLOBAN CITY The long-awaited construction of the Guadalupe Port in Maasin City has finally started this month, according to Southern Leyte Representative Damian Mercado. The cost of the project is P64.22 million. This has been in the works during the term of Mercado as governor of Southern Leyte. He said that officials of the province had been requesting the Department of Transportation and Communications to prioritize the construction of the new seaport, as Maasin is the capital and the center of commerce in the province. According to city Mayor Maloney Samaco, Maasin has been left behind by the neighboring ports of the municipalities of Hilongos and Bato in Leyte, which had been attracting many passengers bound for Cebu City. TACLOBAN CITY Twelve ecotourism sites in Eastern Visayas region took center stage at the ecotourism exhibit organized by the Department of Environment and Natural Resources recently. The Biri-Larosa Protected Landscape and Seascape in Northern Samar is one of the featured destinations, according to Purificacion Daloos, regional information officer of DENR. It has one of the awesome destinations in the region with its unique and amazing rock formations aptly named the Biri Rock Islands Rock Formations. Angaras bill proposes removing jail term for libel conviction

TACLOBAN CITY - Senator Juan Edgardo Angara has filed a bill removing the jail term for libel. Under his Senate Bill No.1218, a journalist who is found guilty of libel would not be imprisoned although a penalty ranging from P50,000 up to P250,000, depending on the discretion of the court, would be slapped against him. Under Article 355 of the Revised Penal Code, a conviction of libel carries an imprisonment of six months up to four years with a penalty of P200 up to P6,000. The penalty or fine must be sustained as we believe that libel must not go unpunished. But to imprison a person convicted of libel might preclude him or her in the future from digging into issues and concerns that with deep investigation might expose anomalies and abuses, Angara said. Angara clarified that his proposed bill does not intend to overlook ones privacy from public and malicious charges but only to protect and preserve the constitu-

In 1994, the UN General Assembly proclaimed 16 September the International Day for the Preservation of the Ozone Layer, commemorating the date of the signing, in 1987, of the Montreal Protocol on Substances that Deplete the Ozone Layer. Countries were invited to devote the Day to promote activities in accordance with the objectives of the Protocol and its amendments. The ozone layer, a fragile shield of gas, protects the Earth from the harmful portion of the rays of the sun, thus helping preserve life on the planet. The phase out of controlled uses of ozone depleting substances and the related reductions have not only helped protect the ozone layer for this and future generations, but have also contributed significantly to global efforts to address climate change; furthermore, it has protected human health and ecosystems by limiting the harmful ultraviolet radiation from reaching the earth.

P622-M projects listed under BuB are yet to be implemented

TACLOBAN CITY With less than four months left before the end of the year, 11 national government agencies in Eastern Visayas are still struggling to implement the P622 million projects for poor local government units (LGUs) listed under the 2013 bottom-up budgeting approach. Records show that several projects are still on preparatory stage, some funding have not yet downloaded, others are still waiting for proposals from local government units and three agencies have not yet submitted project updates. Department of Budget and Management Regional Director Imelda Laceras said 80% of funds have already been released by their department to implementing agencies but still a big chunk of the fund is unutilized. For the Department of Agriculture (DA), which has P368.52 million BuB allocations, some P28.91 million of projects may not be pushed through due to failure of LGUs to submit proposals. At least P125.21 million projects under DAs watch will not be realized since it is not matched with the 2013 work and financial plan of the agency. The amount accounts 20% of the total allocation for Region 8 under BuB for this year . Lets look at the 80% unused fund that were downloaded to agencies and thats equivalent to P496 million. Based on the report, only 10% of the budget transferred has been used, Laceras said. Department of the Interior and Local Government Regional Director Pedro Noval, chair of the Regional Poverty Reduction Action Team (RPRAT), said that project execution of other departments are moving slowly. As of August, the Department of Health (DOH) have not yet started 50 poverty-reduction projects worth P59.49 million for six provinces of the region. The Department of Education, which is tasked to carry out P19.45 million worth of projects, have not yet downloaded their funds. As of last month, 25 projects are still preparing for implementation. Also in the preparatory phases are the Department of Environment and Natural Resources with P9 million allotments and the Department of Agrarian Reform with P11.64 programmed amount. Leyte SP supports declaration of September as Peace Month

TACLOBAN CIT Y The provincial government of Leyte through the Sanguniang Panlalawigan supports the declaration of the month of September as peace month after they passed a resolution urging all local government units in the province to conduct activities or program that would center on promoting peace, like peace forum. September was declared as the National Peace Consciousness Month, which aims to promote a culture of peace and to raise public awareness and understanding of the comprehensive peace process. The resolution at Leyte SP was authored by Vice Governor Carlo Loreto and supported by members of the provincial board. The resolution is also a response of the provincial board to the current arm struggle that is happening in Zamboanga that had already taken lives of several government troops, members of the Moro National Liberation Front and ordinar y citizens which, according to Loreto, is no more acceptable at this time. Loreto added that the provincial government of Leyte must use all its influence in the promotion of peace in the countr y and condemn the use of arm struggle and if one is pushing for a better agenda it should be back with good arguments and not by using armaments. Armed conflict is not the solution to the problem that plagues our countr y, Loreto stressed. The 78th Infantr y Battalion stationed in the town of Burauen supports this move of the provincial government. The aggression made by the man is something that cannot be taken for granted. In the past, there have been similar incidents that showed how the public regard trafc enforcement. Enforcers were run over by irate drivers, insulted, punched or threatened with knife. If people will be left to do their thing unchecked, our thoroughfares will become arenas or killing elds. There will be confusion and disorder. No one will be safe anymore. Parents cannot trust their children to go to school alone. The proper agencies and authorities have to put stop valves so that people will be safe at all times and that the city will become safe for everyone. On the other hand, business establishments have to pay their taxes or the government cannot continue serving the public. It has to treat people equally and justly. Depending on the volume or bulk of ones merchandise, owners have to pay the fees. There could be people who are probably complaining about the reinstatement or return of apprehensions on violations of jaywalking. People have the tendency to complain especially when their usual routines, practices and habits are suddenly checked or restrained. It is only later that they realize that it was for their own good, after all. Now, there are other regulations and ordinances being enforced such as the anti-smoking, curfew of minors, anti-littering, trafc violations and many more. These are being enforced by the enforcement team created by the city government that includes enforcement of other regulatory functions of various departments. With the creation of a team that will look into the enforcement of laws in the city, the streets and thoroughfares, including the communities will become more peaceful and

orderly. It will be noted that one of the complaints among commuters is the wanton disregard of trafc rules that result in untoward incidents or accidents. Imagine, an ambulance guring in a road mishap if drivers follow road courtesy. Drivers regard the streets as their turfs or personal territories. They act as if they own the place. So, if there are 2,000 drivers plying the streets every day, then that is the number of people who create disorder leaving the pedestrians at their mercy. The pedestrians are also partly to blame with the chaos in the streets; they cross anywhere at their whims and caprices, most of them uncaring. Another observation made on motorists is that they are so unmindful of the effects of their actions; they beat the red light or stop on pedestrian lanes while waiting for the green light. An incident happened last week where a man

When Jesus had nished all his words to the people, he entered Capernaum. A centurion there had a slave who was ill and about to die, and he was valuable to him. The Christians in Corinth were quarrelling among themselves, ate and drank too much, so greedy that they would not share anything with others. Hence, to such unworthy recipients of the Eucharist, St. Paul wrote, When you come together, it is not for the better, but for the worse (1 Cor 11:17). We must all acknowledge our unworthiness as we come to the Eucharist and pray the words of the Centurion, Lord, I am not worthy to have you come under my roof, but say a word and I shall be healed. Another story, which I could not forget, was about a 21 year-old applicant and her 56 year-old boyfriend. I have nothing against age, but her relationship has gone so topsy turvy yet she cannot let go of him for some reason she declined to tell. All of them, all of these applicants have one common characteristic. They are the produce of a broken family. Broken families which have different reasons for being broken. Mother and father are separated because of third party. Father abandoned mother because of financial constraints. Both parents agreed to part ways to pacify their own parents. Mother simply fell out of love for the father because of attitudinal differences.

The long list of reasons continues. I know by heart that broken families have caused a negative impact on how young people think and act today. I know by heart that broken families have contributed to a lot of elements like crime rate, population, extent of knowledge and understanding, and attitude and belief. There must be an organization out there that can consistently and powerfully fight for the eradication of the malpractice of breaking a consecrated union. This has got to stop because we have gone so easy and so relaxed about this sensitive issue. I am on fire while I speak of this matter. This is because I have experienced this first hand. I empathize the three applicants and I empathize 75% of all my interviewees. I have undergone what the rest of them had undergone too, and speaking in that manner, in other vital aspects, life has become a death march because of this.

Usually when theres a discussion of gadgets and computers, those that have the smallest spark of interest get driven away due to all the techno-babble involved. Not to worry, we wont be going into the super-technical aspect. Ill try my best to come up with something entertaining to read, even for the newbies. My aim is to share some tech,gadget and gaming experience, and hopefully help you out with decisions on where you want to go if youre about to purchase that awesome piece of technology youve been dreaming of. One of the things Id like to do is help you guys out with any related questions as well. Need some advice on what to do with your PC? Need help deciding which game to buy for yourself or for your kids? Go ahead, send me an email, and Ill try and get your questions answered!.
