Construction of Guadalupe port underway, says Rep. Mercado

TACLOBAN CITY The long-awaited construction of the Guadalupe Port in Maasin City has finally started this month, according to Southern Leyte Representative Damian Mercado. The cost of the project is P64.22 million. This has been in the works during the term of Mercado as governor of Southern Leyte. He said that officials of the province had been requesting the Department of Transportation and Communications to prioritize the construction of the new seaport, as Maasin is the capital and the center of commerce in the province. According to city Mayor Maloney Samaco, Maasin has been left behind by the neighboring ports of the municipalities of Hilongos and Bato in Leyte, which had been attracting many passengers bound for Cebu City. He added that the existing port of Maasin has problems with strong waves to page 2

Angaras bill proposes removing jail term for libel conviction

TACLOBAN CITY - Senator Juan Edgardo Angara has filed a bill removing the jail term for libel. Under his Senate Bill No.1218, a journalist who is found guilty of libel would not be imprisoned although a penalty ranging from P50,000 up to P250,000, depending on the discretion of the court, would be slapped against him. Under Article 355 of the Revised Penal Code, a conviction of libel carries an imprisonment of six months up to four years with a penalty of P200 up to P6,000. The penalty or fine must be sustained as we believe that libel must not go unpunished. But to imprison a person convicted of libel might preclude him or her in the future from digging into issues and concerns that with deep investigation might expose anomalies and abuses, Angara said. Angara clarified that his proposed bill does not intend to overlook ones privacy from public and malicious charges but only to protect and preserve the constitu-

tional rights of every Filipinos to free speech and self-expression. Various groups, to include in the media industry, have been pushing for Congress to decriminalize libel but the call remains unheeded. Although we recognize that socially relevant issues must have room for open debate and public discussion, we do not safeguard the very people who risk their safety and career in order to report events that have escaped our critical eye, Angara said.

In 1994, the UN General Assembly proclaimed 16 September the International Day for the Preservation of the Ozone Layer, commemorating the date of the signing, in 1987, of the Montreal Protocol on Substances that Deplete the Ozone Layer. Countries were invited to devote the Day to promote activities in accordance with the objectives of the Protocol and its amendments. The ozone layer, a fragile shield of gas, protects the Earth from the harmful portion of the rays of the sun, thus helping preserve life on the planet. The phase out of controlled uses of ozone depleting substances and the related reductions have not only helped protect the ozone layer for this and future generations, but have also contributed significantly to global efforts to address climate change; furthermore, it has protected human health and ecosystems by limiting the harmful ultraviolet radiation from reaching the earth.

P622-M projects listed under BuB are yet to be implemented

TACLOBAN CITY With less than four months left before the end of the year, 11 national government agencies in Eastern Visayas are still struggling to implement the P622 million projects for poor local government units (LGUs) listed under the 2013 bottom-up budgeting approach. Records show that several projects are still on preparatory stage, some funding have not yet downloaded, others are still waiting for proposals from local government units and three agencies have not yet submitted project updates. Department of Budget and Management Regional Director Imelda Laceras said 80% of funds have already been released by their department to implementing agencies but still a big chunk of the fund is unutilized. For the Department of Agriculture (DA), which has P368.52 million BuB allocations, some P28.91 million of projects may not be pushed through due to failure of LGUs to submit proposals. At least P125.21 million projects under DAs watch will not be realized since it is not matched with the 2013 work and financial plan of the agency. The amount accounts 20% of the total allocation for Region 8 under BuB for this year . Lets look at the 80% unused fund that were downloaded to agencies and thats equivalent to P496 million. Based on the report, only 10% of the budget transferred has been used, Laceras said. Department of the Interior and Local Government Regional Director Pedro Noval, chair of the Regional Poverty Reduction Action Team (RPRAT), said that project execution of other departments are moving slowly. As of August, the Department of Health (DOH) have not yet started 50 poverty-reduction projects worth P59.49 million for six provinces of the region. The Department of Education, which is tasked to carry out P19.45 million worth of projects, have not yet downloaded their funds. As of last month, 25 projects are still preparing for implementation. Also in the preparatory phases are the Department of Environment and Natural Resources with P9 million allotments and the Department of Agrarian Reform with P11.64 programmed amount. Of the 22 BuB projects

Prior to the 1980s, CFCs and other ozone-depleting substances were pervasive in modern life. But thanks to the work of individuals, businesses, organizations, and governments around the world, substitutes that are safer for the ozone layer continue to be developed for many ozone-depleting substances. Air Conditioners Then: CFCs were used as the coolant in house-

Now: HCFCs and HFCs have replaced CFCs, and still other substitutes are on the horizon that will not deplete the ozone layer. Computers Then: Solvents containing CFCs and methyl chloroform were used to clean circuit boards during their production. Now: Some companies have eliminated the need

to clean circuit boards during their production. Others use water or have temporarily switched to HCFCs. Air Conditioners Then: CFCs were used as the coolant in household air conditioners. Now: HCFCs and HFCs are among the alternatives replacing CFCs. Car Air Conditioners Then: CFCs were used as the coolant in automobile air conditioners. committed by the Department of Social Welfare and Development, 19 have not yet started. The agency has an allotment of P31.24 million. National government agencies assure us that budget for project implementation will kick off before the end of the year. Regional offices are ready to release funding as long as LGUs will comply all requirements needed before funding release, Noval said. Citing rules, Laceras said if LGUs are incapable of carrying out projects, concerned national government agencies should take over the responsibility. RPRAT is clueless on updates of P3.1 million BuB projects of the Department of Energy, P20.05 million of the National Electrification Administration and P3.66 million of the Philippine Health Insurance Corporation. These agencies were told by the DILG regional chief to report updates. BuB is an approach to preparing the budget proposals of agencies taking into consideration the development needs of poor LGUs as identified in their respective local poverty reduction action plans. For 2013, 55 LGUs in Eastern Visayas are recipients of BuB projects.

Leyte SP supports declaration of September as Peace Month

TACLOBAN CIT Y The provincial government of Leyte through the Sanguniang Panlalawigan supports the declaration of the month of September as peace month after they passed a resolution urging all local government units in the province to conduct activities or program that would center on promoting peace, like peace forum. September was declared as the National Peace Consciousness Month, which aims to promote a culture of peace and to raise public awareness and understanding of the comprehensive peace process. The resolution at Leyte SP was authored by Vice Governor Carlo Loreto and supported by members of the provincial board. The resolution is also a response of the provincial board to the current arm struggle that is happening in Zamboanga that had already taken lives of several government troops, members of the Moro National Liberation Front and ordinar y citizens which, according to Loreto, is no more acceptable at this time. Loreto added that the provincial government of Leyte must use all its influence in the promotion of peace in the countr y and condemn the use of arm struggle and if one is pushing for a better agenda it should be back with good arguments and not by using armaments. Armed conflict is not the solution to the problem that plagues our countr y, Loreto stressed. The 78th Infantr y Battalion stationed in the town of Burauen supports this move of the provincial government. Capt Ian Andres Fabellon, civil militar y officer of the 78th IB, said that they support this call of the provincial government as they in the militar y had been working to attain lasting peace for the countr y. Fabellon added that peace caravan and forums has been done by the militar y stationed in the province as part of the civic militar y operation to encourage more people especially those who are supporting rebels to shift their alliance with the government. he impending writing off of the P25-billion lump sum pork barrel allocation from the national budget, but the appropriations committee in the Lower House seems to be uncomfortable with the move. They still want to dip their dirty fingers into the budget by mulling over a proposal to allow them still the same power to identify the projects for implementation in the 2014 General Appropriation Act. Was this not the policy in the past that legislators do not dip their hands in the way the pork barrel or the renamed Priority Development Assistance Fund or PDAF, but merely to recommend and identify the projects, based on choices of their constituents? Unfortunately it has been discovered to be the source of graft and corrup-

tions / plunder that has enriched them no end, the reason why our countrymen want this abolished. The whole Philippine officialdom does not lack of public officials appointed or elected from the metropolis down to the barangays who can better identify what projects they really need. The P25 billion supposed to be congressional appropriation or legislators could be given to provincial governors, vity and municipal mayors to be coursed through concerned agencies for proper implementation. We suggest to redirect their vision, and conduct studies and researches that will equip them to implement better law-making processes which primarily is the main function of legislators anyway.

As a human resources manager, it is my task to scout for contractual employees and screen them according to companys standards. One of the screening phases that they have to undergo is an initial interview conducted by me. The protocol of interviewing is that I should know the basic information and family background of a potential employee. This will serve as a platform form for personality sketch and psychological preferences for eventual questions amidst the interview. In a year of doing this function, I have roughly estimated that 75% of my applicants have parents who have separated, have broken families or have public services and so on. The teams that are composite in nature have JO workers who opted to take the challenge in helping the city government in enforcing laws. These are complemented with trafc enforcers (Tomeco) that are deputized to carry out apprehensions. It has City Vet personnel that see to it the streets are free from stray animals. The City Treasurers Ofce is present to issue receipts and the Assessors Ofce is also a team member while the CSWDO takes care of the saturation drives against mendicants such as Badjaos and street children who are supposed to be in the classrooms. The team in itself represents the regulatory face of the city government in the eld.

There could be people who are probably complaining about the reinstatement or return of apprehensions on violations of jaywalking. People have the tendency to complain especially when their usual routines, practices and habits are suddenly checked or restrained. It is only later that they realize that it was for their own good, after all. Now, there are other regulations and ordinances being enforced such as the anti-smoking, curfew of minors, anti-littering, trafc violations and many more. These are being enforced by the enforcement team created by the city government that includes enforcement of other regulatory functions of various departments. With the creation of a team that will look into the enforcement of laws in the city, the streets and thoroughfares, including the communities will become more peaceful and

orderly. It will be noted that one of the complaints among commuters is the wanton disregard of trafc rules that result in untoward incidents or accidents. Imagine, an ambulance guring in a road mishap if drivers follow road courtesy. Drivers regard the streets as their turfs or personal territories. They act as if they own the place. So, if there are 2,000 drivers plying the streets every day, then that is the number of people who create disorder leaving the pedestrians at their mercy. The pedestrians are also partly to blame with the chaos in the streets; they cross anywhere at their whims and caprices, most of them uncaring. Another observation made on motorists is that they are so unmindful of the effects of their actions; they beat the red light or stop on pedestrian lanes while waiting for the green light. An incident happened last week where a man

THE HEALING OF A CENTURIONS SLAVE

When Jesus had nished all his words to the people, he entered Capernaum. A centurion there had a slave who was ill and about to die, and he was valuable to him. When he heard about Jesus, he sent elders of the Jews to him, asking him to come and save the life of his slave. They approached Jesus and strongly urged him to come, saying, He deserves to have you do this for him, for he loves our nation and he built the synagogue for us. And Jesus went with them, but when he was only a short distance from the house, the centurion sent friends to tell him, Lord, do not trouble yourself, for I am not worthy to have you enter under my roof. Therefore, I did not consider myself worthy to come to you; but say the word and let my servant be healed. For I too am a person subject to authority, with soldiers subject to me. And I say to one, Go, and he goes; and to another, Come here, and he comes; and to my slave, Do this, and he does it. When Jesus heard this he was amazed at him and, turning, said to the crowd following him, I tell you, not even in Israel have I found such faith. When the messengers returned to the house, they found the slave in good health.

I AM UNWORTHY
The Eucharist is the Sacrament of sacraments, for it brings on the altar our Lord Jesus Christ himself. However, as Therese of Lisieux said, Our Lord does not come from heaven every day to stay in a golden ciborium. He comes to nd another heaven, the heaven of our soul in which he loves to dwell. Truly worthy souls have experiences heaven in them after Holy Communion. Yesterday, wrote St. Gemma Galgani, on approaching the Blessed Sacrament, I felt myself burning and I had to withdraw. I am astounded that so many receive Jesus and are not reduced to ashes. If we always feel nothing special after receiving Holy Communion it is possible that we come unworthy to receive the Lord. The Christians in Corinth were quarrelling among themselves, ate and drank too much, so greedy that they would not share anything with others. Hence, to such unworthy recipients of the Eucharist, St. Paul wrote, When you come together, it is not for the better, but for the worse (1 Cor 11:17). We must all acknowledge our unworthiness as we come to the Eucharist and pray the words of the Centurion, Lord, I am not worthy to have you come under my roof, but say a word and I shall be healed. There must be an organization out there that can consistently and powerfully fight for the eradication of the malpractice of breaking a consecrated union. Forced evac ordinance now with mayors oce

TACLOBAN CITY Those who have complaints or protesting against the passage of the forced evacuation ordinance in the city of Tacloban which he authored should now address it to Mayor Alfred Romualdez as the ball is now on his hand if he will sign the ordinance or veto it. Councilor Jerry Uy, author of said ordinance, said that since they at the city council had already approved and passed it in the third and final reading, their duty is already done and it is now time for the city mayor to do his part, which is to sign the ordinance. Said ordinance is supported by the Of-

TACLOBAN CITY The provincial office in Samar of the Department of Science and Technology reported that they had already issued almost P5 million for small and medium enterprises in the first district of Samar. The bulk of this amount went to increase on productivity of aquafarm for bangus-prawn mudcrab poly culture through Technology Application and Promotion Institute (TAPI) venture financing, according to DOST Samar provincial director Roselia Gopo.

The aqua-farms that benefited assistance from the DOST-Samar office are West ERM Aqua Farm (P424, 015.98), Danny Aqua Farm (P486, 412.00), Raul Aqua Farm (P247, 100.00), SP Mica Aqua Farm (P312, 068.36), Gera Piscara (P628, 275), and Joel Jaropoop Aqua Farm (P374, 000), all are located in Sta. Margarita. Other part of the amount went to core funding for technology acquisition, packaging and label design technology training for Eden cakes and goodies (P245, 000), KC Agri Food (P380,000), Calbayog Fresh Tinapa and Marine Products (P125,000), Common Service Facility for Productions of Root Crop-based food item (P165,000) and Rosarios Kitchen (P500,600) all from Calbayog city; and Jimenez Bakeshop (P320,000) from Gandara. Gopo added that they also installed automated rain gauges in North West Samar State Univer-

fice of Civil Defense as it aims to save lives during times of calamities and disaster. The problem which the ordinance is facing right now is if it will be approved by the city

mayor or if it will be vetoed just like what he did in other ordinance authored by members of the city council who are from the opposition bloc in the previous composition of the city council. It is nothing for me if he will approve it or veto it, because I already did my part as legisla-

tor of this city, and this ordinance will help our constituents to save their life during times of calamity, Uy explained. He added that the ordinance was not intended for informal settlers but to all people in Tacloban that are residing in danger prone areas no matter what are their life status. He added that the concern from the caused-oriented group was also considered by members of the city council but they cant take the word force evacuation as it is necessary. (ROEL T AMAZO-

it can be credibly resolved they say. Senator Juan Ponce Enrile may no longer be around to witness the passing of judgment over this other crisis in his life considering his advanced age, they further enthused. The Philippines wheels of justice grinds sooooo slowly. The Marcos plunder has not been resolved yet, satisfactorily. The President died already but the heirs are once more enjoying the fruits of their suspected ill-gotten wealth. The former First Lady is congresswoman of Ilocos Norte; Ferdinand Jr. is senator and Imee, governor of Ilocos Norte. And now GMA is still in prison, albeit comfortably behind hospital bars at the Veterans Memorial Hospital. My beer barkadas could be correct!

Kent Nemenzo

And So It Begins
Usually when theres a discussion of gadgets and computers, those that have the smallest spark of interest get driven away due to all the techno-babble involved. Not to worry, we wont be going into the super-technical aspect. Ill try my best to come up with something entertaining to read, even for the newbies. My aim is to share some tech, gadget and gaming experience, and hopefully help you out with decisions on where you want to go if youre about to purchase that awesome piece of technology youve been dreaming of. One of the things Id like to do is help you guys out with any related questions as well. Need some advice on what to do with your PC? Need help deciding which game to buy for yourself or for your kids? Go ahead, send me an email, and Ill try and get your questions answered!. As the title itself says, youll probably see some slice of life as well, stuff unrelated to gadgets, personal experiences. I like to mix things up a bit, especially when one starts running out of tech related stuff to write about (HaHa!). Right about now youve probably noticed how different the flow is over here. I try to move away from the usual format you may be used to, so I hope you can bear with my style of writing. The most Ive learned from writing is from the ones I got from college, but I do hope I make sense. Sensible enough that we both get to discover and learn about games, gadgets, and life in between! To wrap things up, let me leave you guys with this: Learning is directly proportional to the amount of fun you have. - Bob Pike

As with all beginnings, I guess we should start getting acquainted. Welcome! Thanks for reading beyond the first two lines of the column. First off, what is a geek anyway? Searching for definitions via google come up with interesting results, one of them defining a geek as a carnival performer who performs wild or disgusting acts. Nope. Ive never performed in a carnival. So lets move on to the second definition, which defines a geek as knowledgeable and obsessive enthusiast. Right on the money. While I would consider myself as an enthusiast, I wouldnt dare say I am knowledgeable. I may know a thing or two, but fact of the matter is, the choice in the end really falls unto you. So what are you going to find on this area of the paper, you ask? Well, as the tagline suggests, Ill be writing about experiences around gadgets, gaming and anything else in between.
