Electrical Contractor shall be registered with MEDC to carryout 11KV substation works. All equipments and accessories must be MEDC approved. Contractor shall obtain approval of their drawing indicating full details of the works from the Engineer and MEDC, prior commencement of the works. Contractor shall also arrange for MEDC inspection during the course of these works and obtain approval on completion. Contractor shall ensure that due account has been allowed in their Tender to include all item, accessories etc. which may be necessary to complete this work in full compliance with the MEDC requirements.

Emergency Generating Plant The Contractor shall supply, install test and commission an automatic start diesel generating plant with all necessary switchgear, free standing control cubicles, AMF panel etc. as shown in the drawings complete with all necessary accessories. The size of the set shall be same or next higher standard maximum continuous rating to the rating specified, when operating at the specified frequency, voltage, altitude, maximum ambient temperature and humidity. The Contractor shall be guided by the emergency power house layout details shown on the Drawings, but a final detailed and dimensioned layout suitable for construction shall be submitted to the Engineer for approval prior commencing the work. The design of the plant and its installation including all ancillary equipment shall be such that it minimizes the noise and vibration.

PROPOSED ADMINISTRATION BUILDING AT BAUSHER, AIRPORT HEIGHTS Operation of the System Starting a) The generating set(s) shall start automatically if the voltage of the normal supply made available to the control cubicle of the emergency set(s) as measured between any or all phase and natural, remains below an adjustable setting (60-90% of rated) for an adjustable period of time (setting 5 to 60 seconds). b) The emergency generating plant shall be designed so that it will come up to steady full speed from cold condition within ten seconds of the "start" impulse. It shall then be capable of accepting 50% of its prime power rating load under power factor variations of 0.8 to unity lagging with maximum transient voltage over, or under shoot of 3% maximum transient frequency variation of +/- 2% of nominal. It shall be capable of accepting its full size rated load within two minutes of starting up, provided that within this period it will be loaded to at least 25%. Stoppage After the normal power supply voltage made available at the control cubicle is restored to above 90% of its rated value on all phases for a new start. The plant shall in any case continue to run for at least three minutes after removal of all load. Failure Should the engine fail to start in 20 seconds following the 'Start" impulse, it shall come to rest for 20 seconds. Two further attempts shall be automatically performed with intermediate periods of rest. Should the sets not start after three attempts, an alarm shall sound and signal "Start failure" shall illuminate. Manual Operation It shall be possible to operate the set manually for testing and normal operation purpose. For this purpose the set shall be provided with a duty selector switch arranged for OFF/TEST/MANUAL/AUTO. Equipment General a) The engine-generator set shall be a complete package unit mounted on a rigid base suitable for skidding with the radiator mounted integrally with the set. b) The equipment shall include but not be limited to the items described in the Specification.

PROPOSED ADMINISTRATION BUILDING AT BAUSHER, AIRPORT HEIGHTS c) The design of set shall allow the easy replacement of major items subject to wear. d) A flexible coupling shall be fitted between the engine and generator to provide the drive and absorb the transmission of shock loads, and shall be completely shielded by a coupling ring and adequate steel guards. e) Complete protection from machine vibration is required for the building and all instrumentation and control equipment, including engine-mounted instruments. This may be achieved either by mounting the combined engine / generator unit to a separate sub-frame resiliently mounted on the main frame, or by mounting the entire main frame on anti-vibration mountings, and securing the machine instrument panel by its own resilient mounting. The mountings employed, method of mounting and floor structure and thickness shall be approved by the manufacturers and Engineer. Diesel Engine a) The engine shall be of the direct injection on pre-combustion chamber, four stroke, turbo-charged type with air after cooling. It shall operate on diesel fuel oil at 1500 RPM and shall comply with BS 5514 Parts 3-5 including capacity to withstand 10% overload for one hour in any period of twelve hours. The net power rating of the engine under worst site conditions shall be such as to deliver the net KW indicated for the alternator. b) The engine shall be constructed so that the rocker box cover is easily removable without disturbing fuel injection pipes or other components. It shall be possible to remove and replace all pistons and piston rods, liners, big and small end shells and caps without dismounting the engine. It shall be possible to bar the engine over by hand for spill timing check and adjustment purposes. If the engine is of the wet linier type a witness hole shall be provided between the loner sealing rings of each cylinder in order to permit early detection of coolant or oil leakage. Engines of six cylinders shall be provided with torsional vibration dampers. It shall be possible to measure with the aid of extra instrumentation, certain values such as coolant temperature at the lower end of the radiator, air depression after the air filter, air boost and temperature and any others recommended by the manufacturer. To achieve this, accesses shall be provided, normally sealed by means of threaded blanking caps. c) The engine shall be of the water-cooled, radiator type and shall be equipped with the following, Cooling System The engines shall be water-cooled and the water pump gear-driven. The cooling system shall be pressurized and equipped with a heavy duty radiator mounted integral with the set and cooled by a reverse flow fan. A fan cowl and hand protection guard shall be fitted. Coolant temperature shall be controlled by means of one or more wax-cartridge type thermostats.

Lubrication System The lubricating oil system shall be of the full pressure circulating type, complete with full flow lubricating oil filters with replaceable elements and a lubricating oil heat exchanger. Filter system shall be equipped with a spring loaded by-pass valve as an insurance against stoppage of lubricating oil circulation in the event the filters become clogged. Fuel System The system shall be complete and shall be capable of supplying the engine by gravity from a day fuel tank. The injection pump and injectors shall be easily removable and replaceable for servicing purposes. Engine shall be equipped with a built-in, gear type, engine driven fuel transfer pump, capable of lifting fuel against a head of 2500mm for supplying fuel through the filters to the injection pump at constant pressure. Fuel system shall be equipped with easily replaceable fuel filter elements. Exhaust System The exhaust system shall be complete with a dry type exhaust manifold with flanges, flexible exhaust expansion connections, exhaust pipes and residential exhaust silencer. The silencer, manifold flanges, and flexible connections, shall be properly sized to reduce the back-up pressure to a minimum, bearing in mind the required exhaust pipe length shown on the Drawings. The silencer shall be fitted with a drain plug at its lower end to permit excavation of condensed humidity. The Engine exhaust piping shall be insulated with asbestos tape with a total thickness of at least 10mm. Air Intake System A heavy duty engine mounted air intake cleaner shall be provided for the engine. Starting System Electric starting of the engine shall be possible either manually by means of push button or automatically by means of the automatic control panel. Starting system shall consist of a 24 volts lead acid battery housed in a tray on the set, and a suitable battery charger. The starting pinion shall automatically disengage when the engine starts. Governor An isochronous hydraulic type engine governor with external speed and droop adjustments shall be provided. Governing shall be class A1 limits of B.S. 5514 Parts 3-5. For this purpose the Contractor shall submit all the information listed in the above mentioned Standard. Governor shall be capable of providing accurate speed control within 1% of the rated speed.

All instruments shall be housed in identical 4" enameled square metal cases suitable for switchboard flush installation. Instruments shall be with linear scales and markings. Instruments shall be suitable for local climatic condition. Accuracy of all instruments shall be within 1% unless otherwise specified. Voltmeters Voltmeters shall be moving coil type with 2400 scales and a center zero adjuster. All voltmeters shall be fitted with rotary type 7 position selector switch permitting both line to line to neutral readings and an "OFF" position. Ammeters Ammeters shall be moving coil shunt operated type with 2400 scales and a center zero adjuster. All ammeters shall be fitted with a 4 position selector switch permitting line current readings and "OFF" position. Frequency Meters Frequency meter shall be moving coil transducer driven type with a frequency range of 45-55 Hz and a 2400 scale. Frequency meter shall be suitable for connection to a 220 volts power supply. Test Terminal Blocks The Generator's control board shall be fitted with test blocks to permit sitetesting of the 3 phase kWh meters, without interrupting the load circuit including all protective relays. Day tank and Day tank Lines a) Day tanks shall be of closed rectangular or cylindrical construction inclined by at least three degrees from the horizontal fitted with a drain-plug at the base of the lower end. b) The lines from the day tank to the machines shall be at internal cross-section at least equal to that specified by the manufacturer. They shall be provided with stopcocks at both tank and engine ends. c) The day tank shall be provided with a breather pipe with replaceable paper type air filter or with breather caps with air filters. d) Each engine shall be equipped with an anti air-lock breather, consisting of a length of steel tubing of at least 1 m above the top of the day tank and terminating in an inverted U. e) The day work shall be fitted with a float switch to control the solenoid valve. f) The installation shall include schedule 40 MS pipework with necessary valves etc. for connection and proper function of the generator.

Upon operation of the standby plant the charger shall be disconnected from the battery and from the mains. An ammeter to indicate rate of charge and battery voltmeter shall be fitted. Miscellaneous a) The Contractor shall calculate and build a reinforced concrete foundation block to support the generating sets. Calculation and detailed drawings shall be submitted to the Engineer for approval. b) The Contractor shall design and build all trenches, covers, railings, grating and the like required for the plant. c) A canvas duct shall be installed between the radiator and the louvered opening in the wall for radiator exhaust air. d) The Contractor shall supply and install all piping, cabling and other required accessories and items for a complete emergency generating plant. e) The contractor shall supply all the required standards and special tools for routing maintenance and normal overhauls, in suitable wooden cupboard. f) The spare parts required for normal operation during one year shall be supplied with the sets, and placed in a suitable cupboard. Priced spare part list shall be supplied with the Tender. g) Manuals and technical literature required for operation, maintenance and overhaul shall be supplied in English, in 3 copies. Fire Alarm System The Contractor shall supply, install, commission and maintain an automatic Fire Alarm System including all accessories, and cabling as per the drawings. The system should comply with the latest British Standards and should be approved by ROP Civil Defence. Equipments and accessories installed outside the building or near open area shall be weatherproof to IP67. Wiring inside the building shall be carried out by fire resistant cable fixed exposed above false ceiling in areas with false ceiling and inside concealed conduits in other areas. No joints in the wiring will be permitted. Fire Alarm cables shall not be routed through the duct used for other electrical wiring purposes. External Fire Alarm cables to be XLPE/SWA/PVC/cu. type and laid at least 150mm away from any other electrical cable carrying 240/415V and 300mm away from 11 KV cable.

Analogue Addressable Fire Alarm Control Panel The Control Panel shall be designed, manufactured and tested as per ISO 9001, this shall be modular type to readily accept additional input and output cards without modification in the panel. The door shall be fitted with suitable hinges to allow opening more than 90oC. The control panels shall be fully programmable and user friendly. This shall be provided with 4 loop fire alarm panel. The Control Panel shall have integral power supply unit comprising temperature compensated charging complete with heat monitoring device, voltage input sensing for 100-220V AC supplies, LED indicators to assist with fault diagnostics and the facility to connect additional supplies for increased load requirements. The Fire alarm panel shall be wired and inter faced with the existing fire alarm setup. The detector base shall be electronic free for ease of installation. Heat Detector Heat Detectors shall be surface mounting type comprising a base and a removable detector head. The detector should utilize a duel thermostatic sensor to monitor the surrounding temperature between –10oC and +60oC and provide analog and digital communication to the panel for rapid increase in temperature, instantly. Heat detector shall operate between 16-32 volts and shall have 2 nos. LED for identification of fire condition. Break Glass Units Break glass units shall be surface mounted type. The alarm button should jump out when the glass is broken. Units shall be inscribed in Arabic and English. Break glass units shall be fitted with an approved hinged plastic cover to avoid accidental breaking. Break glass units shall be suitable for analogue addressable communications. Alarm Bells Alarm bells shall be 6" diameter surface mounted type 24V D.C. operated, and of low current consumption and high sound output type. In the server room, each cable shall be terminated in the RJ45 patch panel. Full eight conductor connectivity to T568B pin outs is required. Building shall be interconnected together using fibre optic cable, fibres shall be terminated in the fibre patch panel using SC connectors. There shall be two wire organizers for each group of twenty four RJ45 patch panel outlets. One will be utilized for the patch panel, the other shall be kept free for future for active equipments. Recommended termination is SC for multimode, alternatives would be considered on their merits. Patch Cables RJ45 to RJ45 stranded copper, UTP cat 6, length would really need to be determined with reference to active equipment. Engineers/Employer’s approved system to be followed to identify each end of the cables ensuring easy tracing of each cable in future. Quantity to be equal to the number of RJ45 outlets in the building. Data (drop) Cables These shall be RJ45 to RJ45 stranded copper, UTP cat 6, cable of at least 3 metres length. Quantity to be equal to the number of RJ45 outlets in the building. Complete structured cabling works shall be carried out by a specialised SubContractor approved by the Engineer and Employer and all materials shall be approved by the Engineer and Employer before being used at site. Telephone cable shall also be category 6 and the installer shall be approved by the Engineer and Employer. The cable shall be terminated on a patch panel which is to be supplied & installed on the computer system rack & shall be coordinated with centre for information system & telephone department.
