SK POLLS RESET – Presided over by Speaker Feliciano Belmonte, Jr., the House of Representatives plenary, voted 185 - 12 on Monday, approving on third and final reading HB 2849 resetting the Sangguniang Kabataan (SK) elections to the last Monday of October, 2016. This approval came a week following the Senate’s passage of its own version of the SK postponement measure. The House measure was sponsored and defended in plenary by Rep. Fred Castro, chairman of the Committee on Suffrage and Electoral Reforms. Rep. Edgar Erice seconded the motion to approve the measure. Authors of the six original measures argued the postponement would give Congress enough time to review and consider appropriate legislative actions to ensure that the SK statute would satisfy the constitutional mandate of providing an institutional mechanism and level playing field for the development of the country’s youth as active citizens and as potential leaders in the future.
