Douglas County Resolution “TomorrowWorld Festival”

Whereas, the Douglas County Commission recognizes the sovereignty of Fulton County to enact and enforce its own ordinances within its boundaries for the benefit and protection of its citizens; and Whereas, there are many more Douglas County citizens residing nearer the “TomorrowWorld Festival” than Fulton County residents; and Whereas, these Douglas County citizens experienced four sleepless nights due to the sound crossing into Douglas County (September 26th through 29th), having also experienced low-frequency vibrations rattling their homes, windows, and doors from the site of the “TomorrowWorld Festival”; and Whereas, these disruptive sounds started Thursday night, creating difficulty for Douglas County citizens and parents in getting their children to bed for school the next morning; continuing until 1AM on Friday; and Whereas, unofficial decibel meter readings in Douglas County far exceeded Fulton County ’s own noise ordinance; and that such readings as far away as four miles still exceeded Fulton County’s noise ordinance limits; and Whereas, Fulton County enforces curfews and sound limits for other venues within its jurisdiction where Fulton County citizens are impacted. Be It Therefore Resolved, that the Douglas County Commission respectfully requests that Fulton County acknowledge and appreciate the quality of life impacts on Douglas County citizens during this event; and That the same consideration should be afforded to neighboring citizens in Douglas County that is afforded to Fulton County citizens as hours of operation and sound level limits are imposed by Fulton County to benefit Fulton County citizens at other venues; and That Fulton County require the “TomorrowWorld Festival” production company to monitor sound levels reaching Douglas County on a real time basis and that they be required to adjust sound and frequency levels to comply with Fulton County ordinance; with direct and timely oversight of Fulton County staff; and That Fulton County require that “TomorrowWorld” producers investigate, design and install a temporary but effective sound barrier to deflect the sound traveling into Douglas County; and That the hours of operation be only on the days advertised – Friday, Saturday and Sunday and that the hours be shortened to midnight on Friday and Saturday and 11PM on Sunday night; and

That Fulton County at no time in the future allow additional events or days of operation for TomorrowWorld or similar production on this property or any other properties adjacent to Douglas County. Now Therefore, Douglas County requests that Fulton County enforce its own noise ordinance for sounds leaving the festival property line.
