The case against the participants in a scam that allegedly funneled billions from lawmakers' pork barrel funds into ghost projects may well continue into the term of the next president, the whistleblowers' counsel Atty. Levito Baligod said on Monday. "As a litigator, I know that it will go beyond the term of President Aquino," Baligod said after he and the National Bureau of Investigation filed plunder and malversation raps against those accused of being involved in the scam. He added that the next president would be crucial to seeing to it that justice is done. If the next President is "Napoles-friendly," he said, "siguradong walang mangyayari sa kaso na ito." The pieces of evidence involved, described by Justice Secretary Leila De Lima as being in the "truckloads," are 175,000 pages thick, Baligod said. De Lima refused to give details of the evidence, but Baligod said it includes special allotment release orders, memorandums of agreement, notices of cash allocations, legislators' endorsement letters, project proposals, receipts, and disbursement vouchers. These documents were gathered from the Commission on Audit, the Department of Budget and Management, the Securities and Exchange Commission, and implementing agencies of projects funded by lawmakers' Priority Development Assistance Fund (PDAF) allocations, De Lima said. At least eight senators and 30 others were hit with plunder and malversation charges recommended by the Department of Justice on Monday. Businesswoman Janet Lim-Napoles was recommended as co-conspirator. Napoles was tagged as the mastermind of an elaborate scam that supposedly channeled PDAF money into questionable NGOs for non-existent projects and split the funds with lawmakers.
