The purpose of the EO Program is to provide equal opportunity for military personnel, their family members, and DOD civilians both on and off post and within the limits of the laws of localities, states, and host nations. The goal of the program is to create and sustain effective units by eliminating discriminatory behaviors or practices that undermine teamwork, mutual respect, and loyalty. 3. Commanders at all levels are the EO officers for their units and are personally responsible for their unit EO climate, developing and implementing their EO programs, and providing proactive and dynamic training focused on identifying EO distracters and prevention. Commanders and leaders will provide equal opportunity and fair treatment for all military personnel, their family members, and DOD civilians regardless of race, gender, religion, or national origin, and provide an environment free of unlawful discrimination, offensive behaviors, and sexual harassment. Additionally, leaders will act promptly to identify the cause and eliminate discriminatory and. offensive behaviors. 4, The chain of command will ensure that complainants and witnesses are protected from reprisal and retaliation.
