Phenomenon Description: In drive test time found problem with handover between cell and band.

Between cell (one BTS) handovers is normal, but between diferent sites 90% of ha ndover is fault.

Alarm Information: In Ant pilot have alarms "Handover fault". Statistic in Ant pilot very bad 90% of handovers is rejected.

Cause Analysis: 1. Check BSC paramiters 2. Check Hardware instalation quality (BTSs) 3. Check trafic statistic (BSC) 4. Check alarms in BSC and BTS 5. Check synchronization

Handling Process: 1. After check BSC paramiters, is normal 2. After check Hardware instalation quality (BTSs) , is normal 3. Traffic statistic analysis. In this part found: high call drop ratio and high unsuccessful HO rate 4. After check alarms in BSC found, so many sites have "Clock reference abnormal alarm" (more than 80% of sites). MSC part have alarm "High Bit error rate" in o ne E1. 5. After check synchronization link found High Bit error rate (between MSC and PSTN ). After change main synchronization link to another (between MSC and PSTN ), problem is soved.

Suggestions and Summary: Main problem in this case is bad main synchronization.
