DC CLEAN RIVERS PROJECT

IRVING STREET GREEN INFRASTRUCTURE OVERVIEW
The District of Columbia Water and Sewer Authority (DC Water) is implementing its Clean Rivers Project for the District’s combined sewer system. The project comprises a system of tunnels and diversion sewers for the capture of combined sewer overflows (CSOs) to Rock Creek and the Anacostia and Potomac rivers for treatment at DC Water’s Blue Plains Advanced Wastewater Treatment Plant. The Clean Rivers Project will reduce CSOs annually by 96 percent throughout the system and by 98 percent for the Anacostia River alone. As part of medium-term Bloomingdale flooding mitigation efforts, DC Water is also reducing storm-water runoff by constructing Green Infrastructure to capture, infiltrate, and treat polluted runoff before it enters the sewer system. Work will occur along the Irving Street corridor between Michigan Avenue and North Capitol Street.

SCOPE OF WORK
  Installation of bioretention (similar to “rain gardens”) at 15 sites in median islands and the roadside along the Irving Street corridor, including the Wangari Community Gardens site Landscaping in and around bioretention cells

SCHEDULE
    Estimated construction start: November 2013 Estimated construction completion: April 2014 Normal work hours: 7:00 a.m. – 7:00 p.m., Monday through Friday Contractor may work at night or on weekends, dependent upon specific construction activities or inclement weather Temporary lane closures at certain times during construction are anticipated There will be increased truck traffic throughout the construction zone Residents will receive proper notification preceding the start of construction activities Noise levels will be closely monitored during construction DC Water will work to achieve minimal disruption to residents during construction operations Maintenance of Traffic Plans will be developed and approved by the District Department of Transportation (DDOT).

DC Water is currently working closely with multiple stakeholders to provide timely information about the project, to solicit input, and to ease the burdens of construction. These stakeholders include affected residents; Wangari Gardens; DDOT; District Department of the Environment, and Advisory Neighborhood Commissions. Stakeholders will receive regular updates.
