Bill to give foreign workers the right to self-organization
A lawmaker has filed a bill extending to foreign workers the right to selforganization while in the Philippines. Rep. Raymond Democrito Mendoza (Party-list !"#P$ a%thor of &o%se 'ill ()*+ said the right to self-organization is a %ni,ersal h%man and worker-s right and as an .nternational /abo%r 0rganization (./0$ member-co%ntry the Philippines recognizes the right to self-organization with the ratification of ./0 #on,ention 1o. 23 on 4reedom of Association. !he bill seeks to amend Presidential Decree **( as amended also known as the /abor #ode of the Philippines. Mendoza said the Philippines sho%ld adhere to the principle of e5%al treatment of migrant workers and national workers as regards to trade %nion membership and collecti,e bargaining. 6!he trade %nion mo,ement draws strength from the solidarity of workers and their organizations whether inside or o%tside the co%ntry or both 7 Mendoza said. "nder the meas%re all aliens nat%ral or 8%dicial as well as foreign organizations with ,alid permits iss%ed by the Department of /abor and 9mployment (D0/9$ may engage directly or indirectly in all forms of trade %nion acti,ities b%t only thro%gh normal contacts between Philippine labor %nions and recognized international labor centers. !he bill pro,ides that foreign indi,id%al organization or entities may gi,e any donations grants or other forms of assistance in cash or in kind directly or indirectly to any labor organization gro%p of workers or any a%xiliary s%ch as cooperati,es credit %nions and instit%tions engaged in research ed%cation or comm%nication in relation to trade %nion acti,ities.
