Use SK fund to develop public elementary and secondary schools - solon
A lawmaker has filed a bill allocating 10 percent of the Sangguniang Kabataan (SK) fund for the development of public elementary and secondary schools. ep. !avini "ancho (#nd $istrict% &ulacan) said 'ouse &ill (001 provides for the utili)ation of a portion of the SK fund to develop public schools since SK members no longer hold office after the postponement of the SK elections this year. *+t is therefore imperative that the 10, allocation from the barangay general fund for SK be spent for the development of elementary and secondary where most if not all youth with benefit%- "ancho said. .he proposed SK /und for Schools Act seeks to authori)e the utili)ation of the SK fund for every barangay for the development of public elementary and secondary schools. "ancho said Section (#0 of the 1001 1ocal !overnment 2ode states that the 10, general fund of the barangay is earmarked for utili)ation of the Sangguniang Kabataan and shall be administered and spent by the SK for the purposes provided in ule 334++ of the + of the 1!2. .he + provides that the fund be spent to initiate programs designed to enhance the social% political% economic% cultural% intellectual% moral% spiritual and physical development of the members. .he bill provides that pro5ects for the development of public elementary and secondary schools to be charged against the SK fund may include rehabilitation and improvement of school buildings and sites% and purchase of additional books and other school e6uipment. .he Sangguniang Barangay shall% upon consultation with the local School &oard and school officials% promulgate the necessary rules and regulations to ensure the efficient implementation of the pro5ect and utili)ation of the fund% '& (001 provides. .he bill has been referred by plenary to the 'ouse 2ommittee on 1ocal !overnment for appropriate consideration.
