GENERAL DESCRIPTION 204,195 Total Existing Square Footage 1976,1976,1999,1999,2001 Building Dates 9-12 Grades 1,183 Current Enrollment 56 Teaching Stations 25.00 Site Acreage Turpin High School, which is not on the National Register of Historic Buildings, and originally constructed in 1976, is a 4 story, 204,195 square foot brick school building located in a suburban residential setting. The facility was originally designed as an Open Concept plan but has been converted to a conventionally partitioned design, and does not utilize modular buildings. The structure of the 1976 Original Construction contains brick veneer on a non-load bearing masonry wall system with a reinforced concrete interior structural system type exterior wall construction. The structure of the 1999 and 2001 Additions contains brick veneer on load bearing masonry wall type exterior wall construction. The overall facility has concrete masonry units, brick, glazed block, concrete, metal stud framed partitions with gypsum board, wood stud framed partitions with wood paneling and gypsum board and operable partition type wall construction in the interior. The base floor system of the overall facility is a concrete slab on grade type construction. The floor system of the intermediate floors of the 1976 Original Construction consists of precast hollow core concrete panels with concrete topping on a cast-in-place concrete column and beam frame type construction. The floor system of the intermediate floors of the 1999 and 2001 Additions consists of metal form deck on steel joist with concrete topping type construction. The roof structure of the 1976 Original Construction is a combination of precast hollow core concrete panels and metal form deck on steel joist type construction. The roof structure of the Gymnasium Mezzanines is steel deck on sloping steel joist type construction. The roof structure of the Gymnasium is steel deck on steel flat truss type construction. The roof structure over the 1999 Auditorium Fixed Seating Area is vinyl faced batt insulation with purlins on steel sloping flat truss type construction. The roof structure of the 1999 and 2001 Additions is metal form deck on steel joist type construction. The roofing system over the 1976 Original Construction is a combination of a standing seam metal roof system that was installed in 1976, a fully adhered EPDM membrane system over the Gymnasium and Athletic Entrance that was installed in 1992, a granular asphalt rolled roofing system that was installed in 1998, a modified asphalt built-up system with gravel wear coat that was installed in 1999, and a fully adhered EPDM membrane system over the Music and Technology Area C that was installed in 2013. The roofing system over the 1999 Addition is a combination of a standing seam metal roof system that was installed in 1999, and a fully adhered EPDM membrane system that was installed in 1999. The roofing system over the 2001 Addition is a modified asphalt built-up system with gravel wear coat that was installed in 2001. The ventilation system of the building is not adequate to meet the needs of the users. The Classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of 8,215 SF Gymnasium, 8,241 SF Natatorium, and separate Student Dining. The electrical system for the facility is generally adequate, but will not meet the needs of future system upgrades. The facility is equipped with a non-compliant security system. The building has a compliant manual and automatic fire alarm system. The 1976 Original Construction and 2001 Addition are not equipped with an automated fire suppression system. The 1999 Addition is equipped with a compliant automated fire suppression system. The 1976 Original Construction contains asbestos. The overall building is not compliant with ADA accessibility requirements, except for the 1999 and 2001 Additions, which are mostly compliant. The school is located on a 25.0 acre site shared with Mercer Elementary School adjacent to residential properties. The property, play areas, and athletic facilities are partially fenced for security. Access onto the site is unrestricted. Site circulation is fair for vehicular traffic and poor for pedestrian access. There is not dedicated space for school buses to load and unload on the site, and is not separated from vehicular traffic. Parking for staff, visitors and community events is inadequate. This High School was originally designed as an Open Concept plan but was converted to a conventionally partitioned design in the 1980s.

Description:
The existing system for the 1976 Original Construction is an electric fired heated water boiler type system, installed in 1976, and is in fair condition. The system in 1976 Natatorium is an extension of that found in the 1976 Original Construction. The existing system for the 1999 Addition is an electric fired heated water boiler type system, installed in 1999, and is in fair condition. The system in 1999 Auditorium Fixed Seating Area is an extension of that found in the 1999 Addition. The existing system for the 2001 Addition is a natural gas fired heated water boiler type system, installed in 2001, and is in good to fair condition. The heating and chilled water system in the overall facility is a 4-pipe system, with a capacity for simultaneous heating and cooling operation, which is compliant with the OSDM requirements for basic system type. The 1976 Original Construction is equipped with four (4) heated water boilers, manufactured by Peerless, which were installed in 1976 and are in fair condition. Heating water is distributed to terminal units consisting of air handlers. The terminal equipment was installed in 1976 with incremental upgrades and is in fair condition. The 1999 Addition is equipped with two (2) heated water boilers, manufactured by Weil-McLain, which were installed in 1999 and are in fair condition. Description:
The roof over the 1976 Original Construction is a combination of a standing seam metal roof system that was installed in 1976, and is in good to fair condition, a fully adhered EPDM membrane system over the Gymnasium and Athletic Entrance that was installed in 1992, and is in good condition, a granular asphalt rolled roofing system that was installed in 1998, and is in fair condition, a modified asphalt built-up system with gravel wear coat that was installed in 1999, and is in fair to poor condition, and a fully adhered EPDM Carlisle membrane system over the Music and Technology Area C that was installed in 2013, and is in good condition. The roof over the 1999 Addition is a combination of a standing seam metal roof system that was installed in 1999, and is in poor condition, and a fully adhered EPDM Carlisle membrane system that was installed in 1999, and is in good condition. The roof over the 2001 Addition is a modified asphalt built-up system with gravel wear coat that was installed in 2001, and is in good condition. There are District reports of current leaking in the south side of the Gymnasium Mezzanine in the 1976 Original Construction due to flashing issues around the exhaust fan. Signs of past leaking were observed during the physical assessment. Access to the roof of the 1976 Original Construction was gained by a roof access door and various exterior access ladders that are in good condition. Access to the roof of the 1999 Addition was gained by two access hatches and access ladders that are in good condition. Access to the roof of the 2001 Addition was gained by roof access door that is in good condition. Fall safety protection cage is required at the Stage of the 1999 Addition, has been provided, and is compliant, in good condition. There were no observations of standing water on the roof. Metal cap flashings and copings are in fair condition. Roof storm drainage is addressed through a system of gutters and downspouts, roof drains, and through-wall scuppers, which are properly located, and in good condition except where downspouts are no longer connected to gutters. The roof of the 1976 Original Construction is not equipped with overflow roof drains, though they are needed next to the stair tower where there is a raised parapet in the middle of the roof area. The roof of the 1999 Addition is not equipped with overflow roof drains, though they are needed over the Auditorium Entrance Lobby. The roof of the 2001 Addition is equipped with overflow roof drains, in sufficient quantity and in good condition. On the 1999 Addition, the existing sealer was not compatible with the original paint surface, causing it to delaminate from the surface of the standing seam metal roof system. Additional study will need to be done prior to repainting the standing seam metal roof system. Problems requiring attention were encountered with roof penetrations over the south side of the Gymnasium Mezzanine in the 1976 Original Construction. There are not any covered walkways attached to this structure. 2 Needs Repair The modified asphalt built-up system with gravel wear coat, a fully adhered EPDM membrane system over the Gymnasium and Athletic Entrance, and granular asphalt rolled roofing system over the 1976 Original Construction, as well as the fully adhered EPDM membrane roof system over the 1999 Addition require replacement to meet Ohio School Design Manual guidelines for age of system and due to condition. C. Ventilation / Air Conditioning


Description:
The majority of the overall facility, except for the 1976 Original Construction Gymnasium, Locker Rooms and the 1976 Natatorium, is equipped with an electric fired chilled water type central air conditioning system, original to each addition with incremental upgrades as late as 2002, and is in fair. The majority of the facility is supplied AC via a Marley cooling tower with Carrier chillers, which provide cooling air via air handlers. The overall facility is also supplied by a roof top condensing unit and deck mounted chiller, which provides cooling air via air handlers. Several other areas, including the Student Dining, are equipped with roof top and deck mounted ducted packaged HVAC units, which provide cooling air to those areas. The terminal equipment is original to each addition with incremental upgrades and is in fair condition. A window unit is provided in an Office location of the 1976 Original Construction. An isolated room system consisting of a pad mounted ducted packaged HVAC unit is provided in the 2001 Addition. The ventilation system in the overall facility consists of air handlers, original to each addition and in fair condition, providing fresh air to Classrooms, and to other miscellaneous spaces such as Gymnasium, Student Dining, and Media Center. Relief air venting is provided by air handlers and central relief fans. The ventilation system does not appear to meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall system is not compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systems are not required in this facility. The Art program is equipped with three (3) kilns, and existing kiln ventilation systems are inadequate, and in fair condition. General building exhaust systems for Restrooms, Storage Rooms, Art Rooms, and Custodial Closets appear to be adequately placed, but in fair condition. 2 Needs Repair Provide replacement of the air conditioning system to meet with Ohio Building Code and Ohio School Design Manual requirements. Description:
There are two (2) electrical systems provided to the 1976 Original Construction. Each is a 480 volts, 800 amp, 3 phase and 4 wire system installed in 1976, and is in fair condition. The systems in the 1976 Natatorium and 2001 Addition are an extension of that found in the 1976 Original Construction. The electrical system provided to the 1999 Addition is a 480 volts, 800 amp, 3 phase, 4 wire system installed in 1999, and is in good to fair condition. The system in the 1999 Auditorium Fixed Seating Area is an extension of that found in the 1999 Addition. Power is provided to the school by multiple utility owned, pad-mounted transformers located throughout the exterior of facility, and in good to fair condition. The panel systems, original to each addition with incremental upgrades, are in good to fair condition, but cannot be expanded to add additional capacity. The Classrooms are not equipped with adequate electrical outlets. The typical Classroom contains three (3) general purpose outlets, zero (0) dedicated outlets for each Classroom computer, and one (1) dedicated outlet for each Classroom television. Some Classrooms are equipped with as many as five (5) general purpose outlets, while others are equipped with as few as two (2) general purpose outlets. There are not any spaces that have no electrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are provided around the perimeter of the building. Only the 1976 Original Construction and 2001 Addition are equipped with an emergency generator. The unit is a compliant Kohler natural gas emergency generator, in good condition, however the unit is undersized to provide additional generation for the remainder of the overall facility. Adequate lightning protection safeguards are not provided. Stage lighting power system including control panel, breakers, and dimmers is inadequately provided, in fair condition and does not meet OSDM requirements. The electrical systems in the 1976 Original Construction and 1976 Natatorium does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys future needs. The electrical systems in the remainder of the overall facility does not fully meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be partially inadequate to meet the facilitys future needs. 3 Needs Replacement Provide complete replacement of the electrical systems in the 1976 Original Construction and 1976 Natatorium due to age, condition, lack of some OSDM-required features, and to accommodate the replacement of the air conditioning system. Provide partial replacement of the electrical systems in the remainder of the overall facility due to age, condition, lack of some OSDM-required features, and to accommodate the replacement of the air conditioning system. High School Special Education Classrooms are not equipped with sink mounted type drinking fountains. Special Education Classrooms are not equipped with the required Restroom facilities. Kitchen is equipped with the required Restroom, and fixtures are in good condition. Heath Clinic is equipped with the required Restroom, and fixtures are in good condition. Due to existing grade configuration, Kindergarten / Pre-K Classroom Restroom considerations are not relevant. Kitchen fixtures consist of 4 single compartment sinks, 2 double compartment sinks, 1 triple compartment sink, 1 dishwasher, 2 disposals, and 2 hand sinks, which are in good condition. The Kitchen is equipped with a satisfactory grease interceptor. The Kitchen is provided the required 140 degree hot water supply via a booster type water heater, which is in good condition. Concessions fixtures consist of 2 single compartment sinks. The school meets the OBC requirements for fixtures. Relative to LEED requirements, the school is not equipped with low flow type fixtures. Per OBC and OSDM requirements this facility should be equipped with 20 toilets, 12 urinals, 26 lavatories, 4 Classroom sink mounted drinking fountains, and 14 electric water coolers. Observations revealed that the school is currently equipped with 70 toilets, 29 urinals, 76 lavatories, no Classroom sink mounted drinking fountains, and 17 electric water coolers. ADA requirements are not met for fixtures and drinking fountains (see Item O). Custodial Closets are properly located and are adequately provided with required service sinks or floor drain sinks, which are in good to fair condition. Science Classrooms / Project Laboratories are equipped with required utility sink, gas connections, and safety shower / eyewash in good condition. Science Classrooms / Project Laboratories are not equipped with required compressed air connections. Biology and Chemistry Classrooms are equipped with PVDF acid waste systems and 1 neutralization tank, which is in good condition. Adequate exterior wall hydrants are provided. 2 Needs Repair To facilitate the schools compliance with OBC and OSFC fixture requirements, provide 2 new lavatories and 4 lavatory mounted type drinking fountains for High School Special Education Classrooms. Interior masonry appears to have adequately spaced and caulked control joints in good condition. Interior soffits in the 1976 Original Construction are of gypsum board and wood paneling type construction, and in fair condition. The window sills are brick and painted break metal placed over brick sills that had past leaking issues. Brick sills are in fair condition. Metal sills are in good to fair condition. The exterior lintels are a combination of galvanized steel and painted steel. Galvanized steel lintels are in good condition. Painted steel lintels are rusting and in fair condition. There are no chimneys. The facility does not contain entry canopies. Exterior soffits are of plaster type construction, and in fair to poor condition. The school contains two loading docks. The 1976 Original Construction is provided with an uncovered concrete conventional loading dock to facilitate the receipt of product, supplies, and foodstuffs. The dock is 256 square feet in size. The dock itself is in good condition, and is equipped with bumper pads in good condition. The loading dock is not code compliant due to lack of required safety railings. The 1999 Addition contains an uncovered loading dock for access to the stage area. The dock is 200 square feet in size. Description:
The 25 acre sloped site is located in a suburban residential setting with moderate tree, shrub, and floral type landscaping. The site is shared with Mercer Elementary School. Outbuildings include multiple athletic complex storage sheds. The district reports the site in general has a poor soil quality that has contributed to the overall ponding and erosion issues. A new asphalt paving section, in front of the school where the bus loop exists, has been provided but slight ponding on the asphalt still exists. Ponding was also observed on the northeast end of the site between the building and the athletic field. The site is bordered by lightly to moderately traveled city streets. Two entrances onto the site impede proper separation of bus and other vehicular traffic, and one way bus traffic is not provided. A dedicated bus loop is not provided for student loading and unloading, and student loading is not separated from other vehicular traffic. Staff and visitor parking is facilitated by multiple asphalt parking lots shared with the Elementary School, in fair to poor condition, containing 462 parking places, which provides inadequate parking for staff members, students, and visitors. Parking for the disabled is inadequate. The site and parking lot drainage design, consisting of sheet drainage, catch basins and storm sewers, provides adequate evacuation of storm water, but some problems with parking lot ponding were reported. A swale in the wooded area between the northwest end of the school and Bartels Road provides storm water drainage for the site. Concrete curbs, in fair to poor condition, are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair to poor condition. Trash pick-up and service drive pavement is heavy duty and is in fair to poor condition, and is equipped with a concrete pad area for dumpsters, which is in fair condition. The concrete dumpster pad area for the existing two dumpsters is adequate, however and additional pad is needed for one dumpster currently resting on asphalt. Exterior steps are provided where necessary and are in fair to poor condition. Exterior handrails are inadequately provided, and in fair to poor condition. A concrete cantilevered walk with railing is provided along the Gymnasium rear exit, and has apparent problems with concrete cracking and spalling. Site fencing is provided to separate athletic facilities from vehicular traffic, and is in good condition. Due to existing grade configuration, there are no playgrounds dedicated to Turpin High School. The site is equipped with sufficient tables and benches in fair condition. The athletic facilities are comprised of a football field and track with bleachers, three baseball diamonds, five tennis courts, and a practice field, and are in good to fair condition. Site features are suitable for outdoor instruction, which is enhanced through the Districts provision of tables, benches and a gazebo located in the front of the school. Due to the size of the shared site expansion is not recommended. The site is sloped and has a heavily wood area bordering the property and the adjacent street. 2 Needs Repair Provide for a dedicated and separated bus loading and unloading zone on the site. Several measures can be take however to prevent the impact on undeveloped lands or to improve previously contaminated sites. Appropriate location reduces the need for private transportation and helps to prevent an increase in air pollution. Developing buildings in urban areas and on brownfield sites instead of greenfield locations has economical and environmental benefits. Controlling stormwater runoff and erosion can prevent the worsening of water quality in receiving bodies of water and the impact on aquatic life. Once the building is constructed, its important to decrease heat island effects and reduce the light pollution on the site. (source: LEED Reference Guide, 2001:9) The amount of asphalt will contribute to a heat island effect for non-roofs (see SS Credit 7.1) and does not effectively maximize open space (see SS Credit 5.2). The size of the parking area does not exceed the amount required with 462 parking spaces provided and 584 spaces required for the shared Elementary and High School site (see SS Credit 4.4). Roof surfaces have low reflectance and high thermal emittance and will contribute to a heat island effect. Water Efficiency In the US ca. 340 billion gallons of fresh water are withdrawn daily from surface sources, 65% of which is discharged later after use. Drainage is predominantly sheet flow toward catch basins which converge into the city storm system. The overall facility does not contain any water-efficient fixtures or appliances to meet LEED requirements. The assessment calls for fixture replacement, which would include the addition of electrical flush sensors. In areas where electrical flush sensors could be costly and difficult to install, battery operated sensors would be best. Roof areas and drains are such that storm water retention / collection will be difficult to achieve. Energy & Atmosphere Buildings in the US account for more than 30% of the total energy use and for approximately 60% of electricity. 75% of energy is derived from the burning of fossil fuels, which releases CO2 into the Atmosphere and contributes to global warming. Moreover, coal fired electric utilities release nitrogen oxides and sulfur dioxide, where the former contribute to smog and the latter to acid rain. Other types of energy production are not less harmful. Burning of natural gas produces nitrogen oxides and greenhouse gases as well, nuclear power creates nuclear wastes, while hydroelectric generating plants disrupt natural water flows. Luckily there are several practices that can reduce energy consumption and are environmentally and economically beneficial. Not only will they reduce the air pollution and mitigate global warming thanks to being less dependent on power plants, but also they will reduce operational costs and will quickly pay back. In order to make the most of those practices, its important to adopt a holistic approach to the buildings energy load and integrate different energy saving strategies. (source: LEED Reference Guide, 2001:93) The overall facility is equipped with HVAC equipment that, due to age, condition, and inefficiency, does not provide appropriate energy controls or recovery to meet LEED requirements.
