On August 22, 2013, Oakland Director of Emergency Services was required to write the city's DAC surveillance system contractor SAIC to request a letter explaining whether or not the company was in compliance with the city's Nuclear Weapons Free Zone Ordinance. In response to the "explanation/justification" sought by Domingo, Scott Handly, a contracts manager for SAIC wrote the following response on August 29. Handley claimed that SAIC's contract manager Betty Kamara was unaware of the company's nuclear weapons contracts with the military and NNSA. Handley also contested the legal authority of Oakland's NWFZ Ordinance.
