WHEREAS, on October 28, 2013, life came to a close for Barbara Severin, an
outstanding civic leader whose great love for Fauquier County was evident by her tireless service
to improve and protect the quality of life of our community; and
WHEREAS, chief among Mrs. Severin’s civic participation was her dedication to public
library services, having served 24 years on the Fauquier County Library Board, with 20 years as
Chairman; and
WHEREAS, Mrs. Severin’s vision and leadership resulted in the opening of the Bealeton
and John Marshall branch libraries, the renovation of the Warrenton library, the Bealeton depot
and the transformation of the John Barton Payne Building into a handicapped accessible facility;
WHEREAS, during Mrs. Severin’s tenure, the number of library card holders doubled so
that today one out of two Fauquier residents has a library card; and
WHEREAS, as a tribute to her outstanding work on behalf of public libraries, Mrs.
Severin was named Library Trustee of the Year by the Virginia Library Association in 1999 and
again in 2006 by the Virginia Public Library Directors Association; and
WHEREAS, Mrs. Severin was also devoted to land preservation and effective land use in
Fauquier County and because of her contributions was named 2009 Scott District Citizen of the
Year; now, therefore, be it
PROCLAIMED by the Board of Supervisors of Fauquier County this 9th day of January
2014, That with the death of Barbara Severin, Fauquier County has lost a valuable asset to its
past, present and future; and, be it
PROCLAIMED FURTHER, That the Board of Supervisors extends its sincerest
sympathy to her son Kenneth, on her death; and, be it
PROCLAIMED FINALLY, That it is hereby directed that a copy of this Proclamation be
presented to Kenneth Severin as a token of our high regard for his mother’s work and her lasting
contribution to Fauquier County.
