Spring 2013 Section ( Public ecords !ommittee 1) $ission Statement: The mission o" the Public ecords !ommittee is to ensure that the student body o" *eTourneau +ni)ersity has timely access to in"ormation regarding the business o" Senate# The Public ecords !ommittee is responsible "or maintaining student access to the minutes and passed legislation o" Senate "rom years past and present# This includes maintaining the paper record/ Senate 0ebsite/ and the Senate bulletin board/ as 0ell as other mediums o" communication# 2) The Public ecords !ommittee shall be composed o" at least three members# 3) All members shall be Senators# .) The purpose o" the Public ecords !ommittee shall be to: a) $aintain the Public ecord; b) Assist the secretary as necessary; c) 'etermine the content o" the Senate Aeb Pages; d) $aintain the Senate Aeb Pages; e) !onsider matters in)ol)ing: i) The Public ecord; ii) The Senate Aeb Pages; iii) Any o""icial Senate ecord# 2) -nly matters adhering to its purpose may be sent to the Public ecords !ommittee# Section : (lection !ommittee 1) $ission Statement: The mission o" the (lections !ommittee is to organi>e/ ad)ertise/ and "acilitate the election process o" the Student %o)ernment (&ecuti)e !abinet positions# 2) The (lection !ommittee shall be responsible "or the "ollo0ing aspects o" the %eneral (lection/ including/ but not limited to: a) 1eri"ying !andidacy; b) !ounting ,allots; c) $a4ing election announcements d) !onducting 7nter)ie0s 3) The (lection !ommittee shall organi>e and per"orm all aspects o" any Special (lection# .) Spring 2013 a) Senate e)ents; b) Student %o)ernment ()ents; c) ecruitment o" Senators; d) A0areness o" Senate to the student body# 2) -nly matters adhering to its purpose may be sent to the ()ents !ommittee Section B :ormation and $anagement o" !ommittees 1) The PPT shall nominate/ in the Senate %eneral Assembly/ all members o" committees being "ormed# The nominations shall be )oted upon by the Senate ,ody and be appro)ed by a ma?ority )ote o" the Senate ,ody# 2) The PPT shall put "orth one nomination "or each committee chair/ "rom the members pre)iously appro)ed to be on the committee/ unless speci"ied other0ise else0here in the ,yla0s# The Senate ,ody shall be gi)en the opportunity to as4 =uestions o" each committee chair nominee# (ach nomination "or committee chair shall be )oted on indi)idually by the Senate ,ody by a secret ballot and be con"irmed upon a ma?ority )ote o" appro)al by the Senate ,ody# 7" the nominee does not recei)e a ma?ority )ote/ the PPT shall nominate a ne0 chair to be appro)ed as pre)iously described# 3) To resign "rom a committee/ the Senator shall submit a 0ritten letter o" resignation to his committee chair# The letter o" resignation shall be read aloud in the committee meeting and the committee chair shall "or0ard it to the PPT/ Secretary/ and 1ice6President# .) egarding emo)al "rom a !ommittee a) emo)al may be initiated only by the committee chair or the PPT# b) The committee member shall be remo)ed by a unanimous )ote by his "ello0 committee members and the appro)al o" the PPT# c) 7" a committee seat becomes )acant and is re=uired to be "illed/ the PPT shall nominate a replacement member in the Senate %eneral Assembly to be appro)ed in the manner pre)iously speci"ied# 2) !ommittee meetings are open to non6member Senators and the general public# -nly committee members may )ote on an issue# Any )isitor 0ishing to spea4 during a committee meeting must be recogni>ed by the committee chair# The )isitor must lea)e i" re=uested to by the committee chair# Article IV Secretary Rights Section A 1) The secretary may/ at any time/ correct article and section designations/ spelling/ punctuation/ grammar/ diction/ and cross6re"erences and to ma4e such other technical and con"orming changes as may be necessary to re"lect the intent o" Senate# 2) The secretary shall publish modi"ications made to all legislation 0ithin a reasonable time period# 3) The secretary shall in no case ma4e modi"ications to legislation i" the changes do not re"lect the intent o" Senate# Article V Financial Reports Section A 6

Spring 2013 1) The Student ,ody Treasurer shall present a current "inancial report "or the (&ecuti)e and *egislati)e ,ranches to Senate e)ery "ourth session o" Senate# 2) A representati)e o" *S$ shall present a current "inancial report o" *S$ to Senate three times a year: a budget presentation at the beginning o" the "all semester/ a presentation at the beginning o" the spring semester detailing ho0 the "all semester "unds 0ere spent and pro)iding a budget "or the spring semester/ and an end6o"6year presentation at the end o" the spring semester# 3) A representati)e o" CA! shall present a current "inancial report o" CA! to Senate three times a year: a budget presentation at the beginning o" the "all semester/ a presentation at the beginning o" the spring semester detailing ho0 the "all semester "unds 0ere spent and pro)iding a budget "or the spring semester/ and an end6o"6year presentation at the end o" the spring semester# Article VI Special Senate Debate Guidelines Section A 1) To in)o4e these special Senate debate guidelines/ a Senator must ma4e a motion to )ote to in)o4e these debate guidelines# 7" "ollo0ed by a second/ the 1ice President 0ill call a )ote to in)o4e these debate guidelines using ;Ayes< and ;@ays<# These debate guidelines are to be in)o4ed by a simple ma?ority# Section , 1) The debate begins 0ith an issue brought to the "loor by a Senator or a cabinet member# A"ter stating the issue to be debated/ the Spea4er !hair or 1ice President1 0ill open the "loor "or =uestions/ 0hich 0ill be "ollo0ed by debate# These are the point6o"6order rules "or debate engagement: a) 7" a Senator has a point he 0ants to ma4e/ he must raise his hand and 0ait to be called upon#2 b) A"ter being called upon/ the Senator must "irst state his name and 0hich side o" the issue he is ta4ing be"ore e&plaining his thoughts# c) A"ter stating his thoughts 0ithout interruption/ the Senator is to ta4e his seat# d) 'ebate can then mo)e "or0ard 0ith arguments "rom other Senators# e) Ahen the rules o" debate are in e""ect/ the elected Spea4er !hair is responsible "or ma4ing sure debate mo)es along 0ithout problems/ and is in charge o" calling on Senators to spea4# 7" more than one person has raised their hand/ and is 0aiting to spea4/ it is the ?ob o" the Spea4er !hair to choose the person 0ho has not yet participated in the debate# ") 'uring the debate/ Senators are to treat their "ello0 colleagues 0ith respect and are to address each other as ;Senator 3last name)<# @o ro0dy beha)ior/ yelling/ or "oul language o" any 4ind 0ill be tolerated during the debate# 7" a Senator is "ound )iolating beha)ioral standards/ the Spea4er !hair has the right to re=uest that the Sergeant at Arms remo)e that Senator "rom the debate and the Senate session# g) The debate 0ill conclude be"ore or a"ter the hearing o" a ma&imum o" 5 Senator opinions on each side o" the issue 312 total)# The Spea4er !hair is the only person 0ho 0ill be

Spring 2013 allo0ed to o)erride the ma&imum o" 5 spea4ers per side and allo0 more Senators to spea4 on an issue# A"ter the last Senator concludes/ the debate 0ill o""icially end 0hen the Spea4er !hair directs the "loor to the Senator 0ho originally brought the issue onto the "loor# That Senator has the option o" e&pressing a closing statement or relin=uishing the "loor# h) The 1ice President then opens the "loor to )ote on the issue# i) Senate session continues# Article VII Sergeant at Arms Section A 1) The 1ice President shall o)ersee the Sergeant6at6Arms election# !andidates 0ill be nominated by their colleagues and all candidates shall spea4 to Senate be"ore the election ta4es place# 7n the election/ i" one candidate does not recei)e the ma?ority )ote/ the candidate 0ith the least number o" )otes 0ill be dropped "rom the ballot and a )ote 0ill be ta4en "or the remaining candidates# The 1ice President shall determine the method "or resol)ing ties# 2) Should the o""ice o" Sergeant6at6arms become )acant/ the 1ice President shall hold a special election in accordance 0ith Sergeant6at6Arms election procedures 0ithin 10 days o" the )acancy# The Secretary shall in"orm all eligible candidates o" the )acancy at least 82 hours be"ore the special election# 3) The Sergeant6at6Arms shall issue "irst and second 0arnings to a Senator "or non6disrupti)e in"ractions o" the ,yla0s and rules go)erning Senate Assembly# .) +pon a third non6disrupti)e in"raction by a Senator/ the Sergeant6at6Arms shall escort the in"racting Senator out o" the Assembly or bar said Senator "rom the Assembly# 7n the case 0here the Senator is thus e&pelled "rom the Assembly/ said Senator shall be readmitted during the ne&t session# 7n the case 0here said Senator is barred "rom the Assembly/ upon remediation o" the in"raction/ said Senator shall be admitted into the Assembly# 2) The Sergeant6at6Arms shall ha)e the authority to e&pel/ "orcibly or other0ise/ any disturbances in the Assembly# The Sergeant6at6Arms shall ha)e the right to enlist other Senators to assist him or her i" it becomes e&pedient# Article VIII Dress Code Section A 1) Aomen shall 0ear business attire or Senate polo shirts consistent 0ith promoting a pro"essional atmosphere# 2) $en shall 0ear dress shirts 0ith ties or Senate polo shirts# Shirts shall be tuc4ed in and ties are re=uired 0ith dress shirts# 3) (ither 4ha4i pants or slac4s shall be 0orn# Eeans shall not be 0orn# .) The Sergeant at Arms shall ha)e the authority to en"orce and interpret dress code as necessary# 2) The 1ice President shall ha)e the authority to o)erride the dress code at any time# Article I! I"#AC$ $raining Section A 8

Spring 2013 1) Any Senator 0ho 0as elected during the Spring semester prior to the :all 7$PA!T training held be"ore the :all semester and 0ho misses said training shall not be allo0ed to be a Senator "or the term o" ser)ice "or 0hich the Senator missed the 7$PA!T training# a) Senators are allo0ed one days o" absence during the training/ pro)ided he noti"ied the 1ice6President in ad)ance in 0riting# 2) :all 7$PA!T training shall be de"ined by the ne0 1ice6President# 3) This prohibition shall be 0ai)ed on an indi)idual basis by a 2F3 ma?ority )ote by Senate# a) Those 0ho missed said training and had the prohibition 0ai)ed by a )ote o" Senate shall ha)e remedial training as prescribed by the 1ice6President# .) +ntil said remedial training is complete/ the Senator shall be under the "ollo0ing restrictions: a) The Senator shall be re=uired to attend all Senate sessions# b) @o absences or substitutes shall be allo0ed the senator# c) The Senator shall be neither able to )ote/ nor to bring "or0ard motions# d) The Senator shall only spea4 at the Student ,ody 1ice6presidentDs discretion# e) The Senator shall not be counted 0hen determining =uorum/ nor counted against =uorum#
