Re: Appeal No. 80-1435
QJS:PLH:MMN
You appealed on July 4, 1980, from the action of the
Federal Bureau of Investigation on certain documents pertaining
to the Kennedy assassination.
As a result of discussions between Bureau personnel and
members of my staff, a supplemental release of one page either
has been or wi ll soon be made to you directly by the F.B.I.
In light of this fact and after careful consideration of your
appeal, I have decided to affirm the action in this case.
With regard to the Los Angeles airte l of March 20, 1956 ,
regarding James Breen (item F as designated in your letter of
July 4}, the Bureau has l ocated this document and has processed
it for release to you. Certain information in this document
and in document 44-24016-613, page 3 (item A as designated in
your letter), was properly withheld from you pursuant to
5 U.S.C. 552(b} (7} (C) an d (7) (D). These provisions pertain
to investigatory records compiled for law enforcement purposes,
the release of which would , respectively, constitute an
unwarranted invaaion of the personal privacy of third parties ,
in some instances by revealing an investigative inte rest in
them on the part of the F.B.I., and disclose the identities
of confidential sources. The name of a Bureau agent was
among the items excised on the basis of 5 u.s .c. 552(b) (7} (C).
None of the information being withheld is appropriate for
discre tionary release.
You also requested certain documents pertaining to Henry
Palmer, Reeves Morgan, John Manchester, and Corri Collins
(item Has designated · in your l etter) . Bureau located
the Headquarters files corr esponding to the New Orleans Field
Office file numbers which you provided. A review of these
files and the specific documents, however, revealed that none
pertain in any way to Kennedy assassination , Jack Ruby,
the trial of Clay Shaw·or a ny related s ubj ects. Accordingly,
I assume that you· are not interested in receiving these materials.

Judicial review of my action on this appeal is available
to you in the United States District Court for t h e judicial
district in which you reside or have your princip al place of
business, or in the District of Columbia, which is also where
the documents you seek are located.
Sincerely,
John H. Shenefield
Associate Attorney General
