WHEREAS,
the neighborhoods in the City of Boston are experiencing the adverse effects of substance abuse and addictions which lead to an increase in crime; and, substance abuse prevention and treatment programs are important services that provide assistance to those individuals suffering from addition. THEREFORE BE IT
WHEREAS,
ORDERED,
That a petition to the General Court, accompanied by a bill for a special law relating to the City of Boston to be filed with an attested copy of this order be, and hereby is, approved under Clause 1 of Section 8 of Article II, as amended, of the Articles of Amendment to the Constitution of the Commonwealth of Massachusetts, to the end that legislation be adopted precisely as follows, except for clerical or editorial changes of form only:
PETITION FOR A SPECIAL LAW RE: AN ACT REGARDING A TAX ON CERTAIN ALCOHOLIC BEVERAGES Section 1. Notwithstanding the provisions of any general or special law to the contrary, the City of Boston may impose a local sales tax of 6.25% on the sale of alcoholic beverages sold at package and liquor stores for off-premises consumption. The revenue generated from this tax shall be used to fund prevention and treatment programs for substance abuse in the City of Boston. Section 2. The provisions of this act shall take effect upon its passage. . Filed in Council: February 5, 2013
