Summary
Multan is an ancient city, known for its sufi heritage. It is a rich agricultural and industrial centre located connected with industrial hubs of the country. It is famous for its handicrafts (carpets & ceramics) and cottage industries. It has over 3357 industrial units, as well as being a famous cotton and mango producing district.

The data in tables (a) and (b) above highlights a very important issue regarding provision of education with respect to gender. Whilst the institutional provision at primary level (katchi to Grade 5) is almost equal in Multan district the enrolment of girls is 4% less than boys The data is however, more stark and illustrative at the middle level (Grades VI-VIII), where the provision for girls institutions is higher than boys but enrolment is much lower at 45% for girls and 55% for boys. Thus, on the one hand, gender equality in provision is available, but gender equity is not which is based on: addressing issues such as, distance and security of travel to the school, security within the school, quality of education with respect to teacher provision, conducive learning environment with adequate facilities, positive attitudes and of course poverty. Another important point to consider from the data is that there are only 24% enrolled girls in middle schools when compared to their enrolment at the primary level! This also reinforces the transition gaps from primary to middle level of education, which in turn is a disincentive for many households who do not see a future for girls education or for that matter of boys as primary graduates!

This is a critical policy and planning issue that needs to be addressed urgently Target project WSIP schools have been selected from 6 Union Council (UCs) Durana Lamgana, Jakhar Pur, Tibba Masood Pur, Binda Sindila, Khokhran, and Hamid Pur Kanora, out of 126 UCs. Nine schools in need of urgent support have been identified for Whole School Improvement Program (WSIP), and will be provided both, infrastructure and soft interventions of construction, and capacity building. There are 37 schools additionally selected in clusters for capacity building, community participation and health/hygiene support to mobilize maximum number of girls for primary enrolment.

Enrolment in 9 WSIP schools is 1519, 74% are girls. The number of teachers is 34. Enrolment in 9 target schools will be increased during the project period by 15-20% (1746 -1825) at primary level through, improvement in infrastructure, community mobilization, teachers training and learning materials. In the 37 cluster schools, there are 86% girls. Enrolment is targeted to increase by at least 10% during the project period in primary grades. Learning level baselines conducted for grades 1-5 of 9 WSIP schools for 3 toughest subjects: English, Maths and Science revealed following results:

The average results of students learning levels is 23 % which is much below 33% government pass rate Reasons are multiple: poor teaching skills, high pupil teacher ratio (PTR) & poor learning facilities.
The average PTR of 9 target schools is 1:45, above the government ratio of 1:40. Other than 3 schools where the PTR is below 1:40, in the 6 WSIP schools it is very high. For 6 grades in a primary school multigrade teaching is a reality with an average of only two to three teachers. Teachers are entitled to many official holidays as per government leave rules. Missing facilities in schools compound the quality challenge. For an ideal of 54 classrooms in 9 schools, there are only 19 rooms available and 20 classes are held in verandahs in multigrade setting. Washrooms, electricity, furniture all need urgent attention for a conducive learning environment. The School Councils are present but weak. Classrooms observations reveal on a scale of 1-5 an average of 2, in classroom environment measured across 12 indicators.

Situation Analysis of City District Multan


History (http://en.wikipedia.org/wiki/Multan#See_also) City District Multan is one of the oldest cities in the Indian subcontinent. Its modern name comes from its Sanskrit name Mlasthn. It has seen a lot of warfare because of its location on a major invasion route between South Asia and Central Asia. It is famous for its Sufi shrines. Multan was part of the Mauryan and the Gupta empires that ruled much of northern India. It is one of the oldest continuously inhabited cities in the world. In the 7th century, Multan was conquered along with Sindh by the army of Muhammad bin Qasim, Under the Mughal Empire, Multan enjoyed over 200 years of peace, and became known as Dar al-Aman (Abode of Peace). The Khakwani Nawabs of Multan gave it a lot of financial stability and growth to the local farming sector. Many buildings were constructed in this time, and agricultural production grew rapidly. Geography (http://en.wikipedia.org/wiki/Multan#See_also) Multan is a one of the major cities in Punjab and the major city of South Punjab. The district population is over 3.8 million (1998 census) and the city itself is the sixth largest in Pakistan. It is situated on the east bank of the Chenab River, more or less in the geographic centre of the country and about 966 km from Karachi. There are many canals that cut across the Multan District that provide water from nearby rivers. It is extremely hot in the summer. The climate is extreme, with up to 52 in summer, 2 in winter and dusty winds in summer. Economy (http://en.wikipedia.org/wiki/Multan#See_also) Multan is a commercial and industrial centre. Lying on the Grand Trunk (GT) road, it is well connected with the rest of the country through rail, road and air including other industrial hubs such as Lahore, Karachi, Quetta and Faisalabad. Industries include fertilizer, cosmetics, glass manufacturing, cotton production and processing, large textile units, flour mills, sugar and oil mills and large-scale power generation projects. It is famous for its handicrafts (carpets & ceramics) and cottage industries, cotton and mangoes.

Poverty estimates for Pakistan indicate today that 24% of the total population is living below the poverty line. These figures when combined with vulnerability groups escalate to 50% of poor and vulnerable. These are the groups who can only afford public sector schooling and are at risk of not going to school or dropping out. Amongst these, girls and women remain even more vulnerable particularly in the southern districts of Punjab with large landholdings belonging to landowners holding on to feudal and rigidly patriarchal mind set. The Southern Districts of Punjab are also well known for landmark cases in violence against women, sectarianism and expansion of extremist groups.

The overall results of students learning levels show variations in grades and in different subjects. Grade 1: In WSIP schools district Multan, the students of grade 1 have got the average of 22% in English and 38% in mathematics. In both areas, the result is below average. Grade 2: The average result of English is 22%, the result of mathematics is 30% and G. Science is 13%. Result shows that the students are the weakest in G. Science and the results are also hopeless in English and mathematics Grade 3: The average result of English is 12%, the result of mathematics is 27% and G. Science is 43%. Result shows that the students are the weakest in English and the result is below average in all areas/ subjects (English, Mathematics & G. Science). Grade 4 The average result of English is 13%, the result of mathematics is 15% and G. Science is 33%. Result shows that the students are the weakest in English & mathematics. The result is below average in all areas/ subjects (English, Mathematics & G. Science). Grade 5: The average result of English is 15%, the result of mathematics is 21% and G. Science is 18%. Results are pathetic and below average in all areas/ subjects. There is a dire need to focus on improving students learning levels. The average results of students learning levels at district level in the areas of Math, English and Science are as follows: English Mathematics 17 26 Science 27 Average 23

The results of Multan district are worst as compared to other three districts in the project. The students could not give encouraging results in any subject. They are particularly weak in English as well as in maths and science. Urgent focus is needed to help improve content and pedagogy of teachers and in turn learning levels of students. The annual exams have been brought forward due to a shift in the academic year in 2008-09. Grade 5 exams will be held in the first week of Feb. 2009 and for grades Katchi through 4 in March 2009. There is an urgency to address learning levels.

Analysis of Learning Environment


Evaluation Ranking: Excellent: 5, Good: 4, Satisfactory: 3, Below Standards: 2, Need more essential improvement: 1

Cleanliness of classroom: The condition of cleanliness in classrooms in all WSIP schools in Multan is not satisfactory. Especially in GGPS Chah Banaun Wala, GGPS Geray wala and GGPS Muhammad Pur Khokhran the condition regarding cleanliness was below standard and it needs more improvement. Repair and maintenance: There is an intense need of repairs (walls, furniture, blackboards, windows, whitewash etc) in classrooms in GGPS Chah Banaun Wala, GGPS Doltabad, GGPS Darkhan Wala, GGPS Geray wala, GGPS Muhammad Pur Khokhran. The condition is below standards in all WSIP schools. Classroom management: Classrooms are not well managed in terms of sitting arrangements, layout, furniture; group work etc. In GGPS Chah Banaun Wala, GGPS Jalal Abad , GGPS Geray wala and GGPS Muhammad Pur Khokhran teachers need training on classroom management for better and child friendly learning environment. Childrens display in classroom: According to classroom observation, there were no displays prepared by children in classrooms such as Charts, Models etc. Students are not aware of making useful charts connected to their relevant topics in curricula and textbooks. Lesson Plans: Lesson plans were not prepared in all schools of Multan WSIP schools. In all WSIP schools the status regarding lesson plans is not satisfactory and needs immediate improvement. Use of teaching aids: Teachers are not using teaching aids such as board, chalk, charts for different activities etc to improve their teaching style and better understanding for students. The condition is below standards in all schools and need more essential improvement. Use of interactive teaching methods: Teachers are not using interactive teaching methods. Teachers are using the traditional teaching methods chalk and talk and not trying to use different activities for making the lesson useful. There is need of training on using different interactive activities related to subjects and making the content more understandable for students. Effective use of time table: Again time tables were not displayed in all schools. Mostly teachers were not time tabling their periods and subjects. The situation regarding time table is weak and needs attention. Quality of assessment: In all WSIP school assessment is not planned in teachers lesson plans. Teachers were using the same traditional assessment methods. The learning level survey reveals that learning levels are below standard in all schools needing urgent attention. Positive attitude of teacher toward students: Teachers attitudes are positive in most WSIP schools in Multan as compared to other districts except GGPS Ali Wala and GGPS Muhammad Pur Khokhran .In these schools teachers need to have a positive and caring attitude towards their students for good rapport. Evidence of corporal punishment is marginal but this needs organized and persistent follow up in specific schools.

Use of library: It was assessed that in all WSIP schools in Multan, there is no evidence of library or reading clubs in primary schools. There is no specific library space and no library/resource books for teachers and students. The situation of literacy and reading was very poor and the learning environment needs immediate remedies to encourage reading habits. In short the condition of learning environment in district Multan WSIP schools is extremely poor. A healthy learning environment has a powerful effect on students learning. The Learning level baselines reveal a below average result in the target schools of City District Multan. Thus there is an urgency for improvement in all assessed areas of learning environment: classroom management, teaching skills, content mastery and teaching styles, effective but simple lesson plans & time table. There is also a need for repairs in classrooms, walls, whitewash etc and also blackboards for a conducive classroom environment. A library in a small cupboard for a reading club should also be arranged in schools for students and teachers training them in how to use them effectively. Geography Ali Wala is situated north of Multan City and has 1500 house holds. In this village male domination is noticeable as many females did not express their views in front of the male community and remained silent observers during the community meetings. Most of the people are laborers and some work in different offices. There are three govt. schools and four private schools in the village. Economy As regards economic condition of Ali Wala district Multan most of the members of community are poor. People are living hand to mouth. This village is surrounded by fields from three sides and one side of village is continuous. Mostly men are laborers working in factories or in brick kilns. Few of them are farmers mostly people are unemployed and some even indulge in gambling. Their women work in small factories and in the fields. Houses are made of mud and few houses are also pucca or brick homes. Broken streets are noticeable as are open drains with overflowing water in the streets. Few influential persons also reside in the village belonging to Syed/high caste families. Amidst all this often children are wandering in the streets dressed in rags and without shoes. Geography Chah Bannan wala is situated in the north of Multan City and has 700 house holds. It is inhabited by Saraikee & Punjabi speaking people. Most of the people are laborers and some of community members are working in different organizations. There is only 1 Girls primary government school and 1 private school also at the primary level. Economy Other than agriculture and farming being predominant trades, most of the community members are laborers, small business owners and retired Govt. officials. Some also work in nearby factories. Basic crops of the area are rice, wheat and fruit especially mangoes. Chah Banan Wala WSIP schools eastern and northern side is full of fertile fields especially the mango orchards which are a symbol of district Multan. On the west side of the school there are residential colonies. There are no carpeted roads in the locality, damaged brick soling in the streets is visible. Population
