PREFACE
The Regional Statistical Office of Sofia submits to the attention of national and foreign users of
statistical information the latest edition 'Sofia in Figures 2009'.
This publication contains information about the demographic, social and economic development
of the district Sofia (capital). The main part of data refers to the 2003 2008 period.
The publication is designed thematically by chapters and each chapter contains brief
methodological notes. More information about the methodology of statistical surveys, which results are
included in this publication can be found in the Statistical Yearbook of the Republic of Bulgaria issued
by the National Statistical Institute and on the NSI website (www.nsi.bg).
Information is present by district according to the administrative territorial division of Bulgaria
and level 3 of the Statistical Classification of the Territorial Units (NUTS).
Data about which do not specified source of information, contain statistical data based on NSI
surveys` results.
The Published are also data obtained from the Regional Employment Office, the National Institute
of Meteorology and Hydrology at the Bulgarian Academy of Science, the Ministry of Interior and other
institutions.
The statistical units are classified by economic activity groupings according to the National
Classification of Economic Activities (NACE.BG - 2003) based on Statistical Classification of the Economic
Activities of EU (NACE, Rev. 1.1).
The economic activity of the enterprises is determined on the base of the prevailing share of the
net receipts from sales of the corresponding activitys output to the annual value of realization.
The data in value are presented at current prices. The structures (shares) are calculated from
corresponding data in value at current prices (corresponding year prices).
The public sector includes information about the state and municipal enterprises, and the private
one about the enterprises with private ownership (private ownership of residents, private ownership of
cooperation, private ownership under foreign control and private ownership of nonprofit organization).
The publication is dedicated to 130-th anniversary of the announcement of Sofia for a capital of
Bulgaria.

Historical notes

HISTORICAL NOTES

Sofia is the capital city of Bulgaria. It is beautifully situated in the south part of the field of Sofia
at the foot of the mountain Vitosha and Lulin Mountain on the area of 1310 square kilometres. The
district of Sofia (capital) includes the towns Sofia, Bankya, Buhovo and Novi Iskar, and 34 villages.
There are a lot of historical monuments from the past: from the Roman times, monuments of the
Middle Ages and Ottoman empire`s monuments.
The city has an extremely favourable geographical situation. This is the shortest route between
Europe and Asia. This fact together with the excellent climatic conditions and the availability of the
mineral springs explains the high concentration of people within the confines of the present capital city
ever since the high antiquity. Sofia is one of the oldest cities in Europe. The first reports of its formation
are from VI century B.C. during the epoch of neolith.
The city is conquered by Philip of Macedonia in 339 B.C.
In 46 A.C. the city Sofia called at this time Serdica was included in the Roman province Internal
Thrace.
In 110 A.C. the Roman Emperor Trajan established an autonomous administrative city system
with a city council and functionaries. The city was renamed as Ulpia Serdica.
In 272 A.C. Serdica became a main city in the new-established province Lower Dakia.
In the V century the tribe of the Huns with Atilla at the head conquered and plundered the city.
The city was rebuilt and was surrounded with towers and fortification walls during the Justinian`s rule.
In 809 Khan Krum conquered Serdica which the Bulgarians were called Sredets. The city was
rebuilt and became on of the most important cities of the First Bulgarian country.
The city is called Sofia in 1376. Six years later it was seized by the Turks.
Upon proposal of Prof. Marin Drinov Sofia was elected as Bulgarian capital on the 3rd of April
1879 by the Constituent Assembly in the town of Veliko Tarnovo.
The City council approved the creation of Sofia`s coat of arms in 1900.
Sofia coat of arms is made by the Bulgarian artist Haralamby Tachev. It is a coloured shield
which is divided into four fields. The elements which are depicted on it talk us about the past, the
present and the future of the town.
The bust of the goodness-patron of the cities is depicted in the top left field. The picture is taken
from an ancient coin struck in the most important city centres in Thrace during the Roman times.
One of the most considerable monuments of Sofia the church St. Sofia is represented on the top
right field. The city was named on this ancient building which is built on the highest point in the city.
The name Sofia comes from Greek and means wisdom. It represents the age-old and wisdom of
the Bulgarian capital.
The figure of Appolon in the middle of the small temple is depicted under it. This ancient Greek
God honouring also as god of medicine personifies the mineral springs of Sofia. The first settlement was
built around them.
The mountain Vitosha is depicted in the left bottom corner. This awesome mountain was
mentioned a lot in the different descriptions of the city since ancient times. Always connected with citys
name it also takes place among the elements of Sofia`s coat of arms.
The lion in the middle of it is a connecting element of the two coat of arms: the capital one and
the country`s one.

The power and the storm-proof of Sofia is depicted by the stronghold crown above the shield
which is a part of all European coat of arms.
In 1911 Haralamby Tachev adds to it the motto Grows but does not grow old.

In 1992 the Government of Bulgaria chooses the 17th September for a day of Sofia. It is chosen
in honour of St. Martyr Sofia.
The flag of the capital municipality is dedicated on this day. This flag is a distinctive feature of
the democratic principles of the self - government of the capital city.

This chapter contains information on basic indicators about demographic, social and economic development
of the capital for the 1995 - 2007 period. Comparison is made with the other districts and the capitals of EU
member states.
As a deflator to estimate the real change of household income and expenditure, wages and salaries and
monthly pension paid out per one pensioner is used average annual consumer price index.
Data in able 3 refer to 2004.

The distribution of personnel employed under a labour contract according to the Labour Code and under a

The expenditure on protection and restoration of the environment does not include sums paid out for the
environmental fines and sanctions. The expenditure on acquisition of tangible fixed assets with ecological use does
not include the expenditure on acquisition of tangible fixed assets for preserving air purity, and noise and vibration
reduction in working premises.
Date about emissions refer only to industrial combustible and production processes.
Waste water discharged is quantity waste water, measured in m3 per year, dropped in water body.
Domestic waste is the waste resulting from the activities of people in homes, in administrative, social and
public buildings; from commercial outlets, crafts, resort and entertainment facilities, which are non-hazardous.
The collected domestic waste is calculated per person served by municipal services in kg per year.
Waste disposal is the storage of waste for more than 6 months in a manner which does not represent a
danger to the human health and the environment and no further treatment of the waste is envisaged. The landfill
site in Sofia was closed in October 2005 but it is open again in December 2007. In 2006 and 2007 the municipal
waste from the capital city has been transported in as organized manner to sites for temporary storages.
The National Center of Public Health Protection supplies data on noise pollution.
The admissible hygienic norms are 55 - 60 decibels.

V. Population
The data on the annual number of the population are a result of the regular censuses and of the respective
calculations by means of the natural and migration increase, received fm the current demographic statistics for the
years between censuses.
Sources of data on vital statistics are the forms of the National Civil Registration System: certificate of birth,
certificate of death, certificate of civil marriage, certificate of divorce and present address card. The `present
address` replaces the citizens` address registration in force until 1.01.2000 and corresponds to a person`s
residence.
Since 2005 data on causes of deaths are based on the International Statistical Classification of Diseases and
Related Health Problems X Revision. Source of data are death certificates.
Age dependency rate is the ratio between the number of dependents (according to the UN methodology the persons aged 0 15 and 65 and over) and the number of the independent population (15 64 years) at the
end of the year.
Rate of demographic ageing is the rate of increase of the relative share of the population of over working
age (according to the age limit defined for men and women) compared with the share of this population for the
previous year. It is calculated by the population at the end of the year.
The total rates of natural movement of the population (crude birth rate, crude death rate, crude marriage
and divorce rates) indicate respectively the number of live-born children, the number of deceased persons, the
number of marriages and the number of divorces per 1000 persons of the population. They are calculated as a
ratio (per thousand) of the respective number of each event during the year and the average annual population for
the same year.
The natural increase represents the difference between the number of live births and deaths.

The natural increase rate shows the number of increase (decrease) of the population per 1000 persons. It
is calculated as a ratio (per thousand) of the difference between the live births and deaths during the year and the
average annual number of the population for the same year.
The indicator life expectancy at birth shows the life expectancy of the new-borns under the hypothesis the
constant intensity of the age specific mortality observed in the respective year will remain the same.
Migration increase (decrease) in territorial aspect represents the difference between the number of
immigrants and emigrants to (from) the given administrative region.

VI. Labour market


The average annual number of the employees is an average value of the monthly average number of
employees. The monthly average number of employees is an average value of the number of employees in each
calendar day of the month.
The occupational classification used (National Occupational Classification 2006) is in compliance with ISCO
`88 (COM).
The information on work accidents is obtained by administrative way from the National Social Security
Institute.
An accident at work is each discrete occurrence in the course of work or in connection with it, or caused by
work done in the interest of the enterprises, which leads to physical or mental harm.
The sample used for the Labour Force Survey is a two-stage stratified cluster sample. It is designed by
regions, separately for the urban and rural population. The clusters on the firs stage are the enumeration districts,
and on the second households.
For weighting and adjustment of the results from Labour force survey used the current demographic data.

VII. Household income, expenditure and consumption


The average annual earnings of the employees under labour contract are formed on the base of the annual
wages and salaries comprising from the basic wages and salaries and remuneration and extra payments
according to different systems of labour payment, additional remuneration based on Labour Code, other law,
collective or individual labour contract (such s remuneration for statutory, contractual or voluntarily granted leave
or other paid days not worked, remuneration paid for over-time work and other additional payments) before the
deduction of any taxes, fees, etc. paid by the employee.
Data about the total income and total expenditure of the households are based on a regular monthly
sample survey of the households budgets. The annual data are obtained as arithmetic weighted values of the
respective monthly data on households incomes, expenditures and consumption.
The total income of the households includes all money income and the imputed income in kind irrespective
of their sources.
The total expenditure of the households includes all money and in kind expenditure made during the year
on food and non-food goods and services.

VIII. Regional accounts


Gross Domestic Product (GDP) and Gross Value Added (GVA) calculation at a regional level follows the
general concepts and definitions applied at the elaboration of countrys system of national accounts.
The computation procedures follow the methodological consistency of the production approach. It shows
the contribution of the economys activities and sectors in GDP measured by gross value added generated by them.
GDP at regional level is estimated at market prices. GVA calculated at regional level at basic prices is
adjusted in respect of net taxes on products (taxes on products less subsidies on products) and financial
intermediation services indirectly measured (FISIM).

Expenditure on acquisition of tangible fixed assets is the actual expenditure spent on: purchase of land;
construction activity; delivery and installation of tangible fixed assets; acquisition of machinery, equipment and
means of transport for buildings and other structures under construction; the sums paid for prospecting, drilling
and hydrologic prospects; projection and designing related to the construction; fruitful permanent crops till they
reach fruit-producing age; productive and draught animals; and other expenditure on acquisition of tangible fixed
assets.
The expenditure on purchase of second-hand tangible fixed assets (excluding those from imports) is
included in the expenditure on acquisition of tangible fixed assets.
The acquired tangible fixed assets include the value of all acquired tangible fixed assets irrespective of the
way of their acquisition (construction or purchase).
The foreign direct investments are reported on cumulative basis as of 31 December of the corresponding
year as a sum of foreign direct investments in all non-financial enterprises.

Data in this chapter cover the reported non-financial enterprises with less than 249 persons employed in
the 2003 2007 period. The 17 activity groupings are aggregated on the basis of the National Classification of
Economic Activities (NACE.BG 2003).
Private farms that do not have statute of enterprises are not included in the activity grouping Agriculture,
hunting and forestry.
Variation groupings by size of enterprises in terms of employed are in compliance with the particularities of
the national legislation, according to which small- and medium-sized enterprises are those with less than 249
employed.

XIII. Industry
The chapter Industry comprises the activity of the industrial enterprises in mining and quarrying,
manufacturing and electricity, gas and water supply.
Indicator Total output of industrial enterprises refers to the overall activity of the industrial enterprises i.e.
including the receipts from their non-industrial enterprises are excluded.
The industrial output comprises: receipts from sales of industrial production and services; expenditure on
acquisition and liquidation of tangible fixed assets on own account, other receipts, change in stocks of finished
goods and changes in stocks of work-in-progress.
Operating expenditure of industrial enterprises comprises the expenditure for their overall activity by
following economic elements: raw materials, external services, depreciation, wages and salaries, social security
costs and others.
Data on industrial products in kind comprise production of industrial and non-industrial enterprises in
accordance with the national Nomenclature of Industrial Production (PRODCOM.BG).

XIV. Dwelling stock


Data about dwelling stock are based on the results of the censuses of the dwellings as of 1.03.2001 adding
data about completed dwellings and extracting those on demolished dwellings.
Residential buildings are these which by initial building or after reconstruction are suitable for living by one
or several households.
Dwellings should be separate and detached according to the construction, the place which by initial building
or after reconstruction is suitable for living, has one or several rooms(housing or service) and has one or several
separate exits to a generally accessible part ( stairs, yard or straight to the street), irrespective of whether a
kitchen has been built.
Living floor space is the floor area of the bedrooms, living rooms, cabinets, child rooms, halls (directly or
indirectly lighted).
Service floor space is the floor area of bathrooms entrances, kitchens with less than 4 square meters floor
area and other offices.
The useful floor space is the sum of living floor space and the service floor space.

XV. Transport
The chapter contains information characterizing the situation and changes, which have occurred in the
activity of the different modes of transport and the transport infrastructure. Included data have been collected by
conducting specific statistical surveys or by using other information sources.
Source of the information on road accidents, dead and injured, as well that on registered automobiles is the
Ministry of Interior. Data about road accidents refer to a road accident with at least one motor vehicle involved that
has led to dead or injured traffic participants.

XVI. Domestic trade


Information in this chapter refers to all economic subjects in the country dealing with trade irrespective of
their belonging to particular economic activity or kind of ownership.
The indicator Wholesale sales comprise the value of the purchased and sold out ready goods, as well as
materials at prices of realization (incl. VAT and excises) sold to other merchant wholesalers for coming resale or to
enterprises for production needs, carried out as principal or secondary activity of the units on their own account.
The indicator Retail sales includes the value of the purchased and sold out goods, as well as materials and
own production at prices of realization (incl. VAT and excises) to the population and other institutions and
departments to satisfy their individual needs.
The value of the maintenance and repair of motor vehicles, and of personal, household goods and
appliances is excluded from the retail sales value.
The number of retail trade premises comprises shops and pavilions of stationary trade network with show
room for serving customers.
The number of petrol stations and gas stations is published on a separate line and is not included in the
number of shops. The goods specialization of the retail trade premises is made in compliance with the prevailing
assortment of sales.
Retail sales are presented by commodity groups, which are in accordance with the COICOP classification
(Classification of Individual Consumption by Purpose) adopted by Eurostat.

XVII. Tourism
In 2007 the statistical survey of accommodation establishments (in accordance with the Directive 95/57 EC)
included all accommodation establishments with more than 10 bed-places hotels, mountain chalets, camping
sites and other type of accommodations. In indicator Other accommodations establishments up to 2006 are
included accommodation agencies, private flats, holiday settlements, bungalows, and other establishments for
short-time accommodation. Private flats and rest houses are added since 2006.
Up to 2006 accommodation establishments with more than 30 bed-places were observed.
The number of Nights spent represents the sum of the number of the occupied permanent and temporary
beds for each day (twenty four-hour period) of the reference year.
The data for the item Available bed capacity are obtained through accumulation of the number of bedplaces for each of the days of the reference period, when they are put into utilization, irrespective if they are
occupied or not.
Data on nights spent by foreigners by countries are classified according to foreigners citizenship.

XVIII. Health
Objects of survey are the health establishments: in-patient and outpatient establishments and the
practicing medical personnel those working in health care establishments. The date is not including health
establishments attached to other offices.
Unit of observation is each separate health establishment and each separate medical specialist.
The chapter contains information about activities to specialized institution for social assistance.
Social services, provided in the community included day centers for old age persons, day centers for
children and youth, day centers for mentally retarde adults and others.
Social services, provided in specialized institutions included homes for the elderly, hommes for mentally
retarded children and youth, homes for mentally retarded adults and others.
The health network is worked out according to the Law for Health Establishments and the changes in the
sphere of outpatient care.

XIX. Education and science


An educational institution is defined as a centre taking independent decisions, which performs educational
services for persons and organizations and is created according to the rules of the law. This means that the
institution has a manager (director, rector or another manager) i.e. that this is an independent educational
institution. Dependent educational institutions are branches or units known under other names and are typically
subordinate to an independent institution.
The number of the educational institutions includes only those having self-dependent administrative
management.
Day and evening schools are referred to the group of general schools. The special schools comprise
convalescent schools, correctional boarding schools, social-pedagogic schools, schools for speech impaired
children, schools for hard hearing children and schools for visually handicapped children.
A pupil/student is every person enrolled in an educational program of formal education according to ISCED
irrespective of the mode of attendance. Formal education includes the educational programmes implement in the
legitimate educational institutions created according to the existing legal order.
The number of students does not include students on advanced research Doctor degree program and
pupils in convalescent schools.
Graduates are those pupils/students who have received a document for a completed level from a legitimate
education institution, containing all the necessary records and stamps according to the law.
The teachers (academic staff) are official persons who directly conduct the training sessions according to
curriculum irrespective of whether they are full or part time employees.
Scientists holders of scientific degrees are persons who have obtained a diploma from the
High - Testimonial Commission of the Republic of Bulgaria or an equivalent certificate from abroad.

XX. Culture and art


Statistical surveys in the field of culture cover the activities of the following cultural institutions (libraries,
community clubs, museums, cinemas, theatres, radio, TV), film production and issued periodicals and nonperiodicals.
The indicator Collection includes books, periodicals and other library materials.
Publications for advertising purposes and publications of no more then 4 pages and with circulation less
than 100 copies are excluded from the total number of books and pamphlets. Printed publications in multiple
volumes are shown as one title.
Annual circulation of periodicals is the total number of copies of all editions of given title over the year.

XXI. Criminality and justice


Data on convicted persons are obtained through processing the information about the courts activity.
The number of convicted persons referring to certain reporting year covers those cases in which the
sentence has come into force in the same year.
The indicator Convicted persons covers all persons convicted for commitment a crime, including those with
probationary sentence.
The age of the convicted persons is shown in completed years at the moment of committment a crime.
Data on convicted persons aged 14 - 17 years refer to convicted minors at the age from 14 to 17 years, 11 months
and 29 days.
The chapter presents data of anti-social acts of minor and juvenile. Source of information is local
commission for prevention of the minor and juvenile delinquency.
Anti-social act is an act which is publicly dangerous and against the Juvenile Delinquency Law or contradicts
the morality and the good manners.
