REVISED SYSTEM SAFETY AND OPERATIONS COMMITTEE MARCH 20, 2014
RECOMMENDATION Receive and file report on Orange Line Fare Enforcement. ISSUE In response to the Motion by Directors Yaroslaysky and Krekorian to Item 6,"Orange Line Fare Enforcement dated January 15, 2014 (Attachment A)," Metro staff is reporting back on options to gate or partially gate all of the Orange Line Stations, that educational/media campaign regarding Transit Access Pass(TAP) be explored and that signage be placed informing customers of the need to TAP and the associated fines. Staff is directed to report back at the March meeting with a plan of action. Moreover, Metro staff was also reporting back on the status of gating the Exposition Line, Foothill Extension and Crenshaw Line. Recent fare evasion reports revealed as many as 22 percent of Metro Orange Line customers have evaded fares and 9 percent have misused fares when riding the service. There are many contributing factors leading to fare evasion and misuse including: lack of understanding of the Transit Access Pass(TAP)fare structure and system (e.g., misuse); the misconceptions that transferring between the Red and Orange Lines is free; and the realism that some people choose to take advantage of the system's open access. DISCUSSION The Orange Line consists of 18 stations and operates 48 articulated buses on a dedicated busway from North Hollywood to Chatsworth station. Average weekday boardings are an estimated 29,475. In response to the Motion by Director Yaroslaysky to Item 18,"Orange Line Fare Enforcement dated November 20, 2013(Attachment B)," Metro staff and the Los Angeles Sheriffs Department(LASD) performed two 100 percent fare checks on the
Orange Line. The fare check conducted on December 3, 2013 resulted in a 22 percent fare evasion rate. The fare check conducted on December 17, 2013 resulted in a 16 percent fare evasion rate. In an attempt to reduce fare evasion rates, staff is currently assessing a number of alternatives which include: 1. Educational/Media Campaign: To better educate Orange Line customers on proper use of the TAP card and encourage fare compliance. Communications is working with Operations to launch a series of new informational campaigns .specifically targeting Orange Line customers. These include the following: Metro staff will take advantage of Transit N systems onboard Metro buses by introducing a 30-second educational video featuring LASD Commander Michael Claus. The video, shot onsite at the Canoga station, demonstrates proper use of the TAP card and emphasizes the fact that fare evasion is punishable by citations and fines. This video began airing systemwide on Transit N in February 2014. The video was posted on Metro's online blogs, metro.net(The Source and EI Pasajero) and Metro Motion cable television, which airs on cable stations throughout the county. In addition, the video was distributed to the media on February 25, 2013 during a press event at Van Nuys station, where media was invited to witness fare enforcement activity. The video was produced with existing funds and can be viewed at www.metro.net/tapnow~~AA. Communications is developing new on-board printed materials aimed specifically at Orange Line customers. This will include interior posters on Orange Line buses with a message detailing how to use TAP cards properly; produced in English and Spanish with existing funds, a total of eight posters per vehicle will be in place by the end of March. Further efforts are being made to provide a clear and ongoing reminder to customers onsite at each Orange Line station. Communications is working with Operations to add new audio announcements and scrolling variable messages at each station in English and Spanish. The announcements and messages are intended to remind customers they must have valid TAP cards and tap. These messages will be repeated at least once every five minutes throughout all service hours, and will begin running in all stations by late March. Implementing these messages require no additional funding source. Communications is also developing new bright signage for the stations' stand-alone validators(SAS to increase visibility and provide a clear "tap here" instruction. This signage is visible when approaching the paid area and will complement enforcement efforts. In conjunction, a vinyl floor graphic is being developed for the platform adjacent to the SAVs. This floor graphic is intended to create a visual barrier, reinforcing the "tap here" message with a "do not cross this line without tapping" stripe across the width of the platform. are in the development phase. An estimated cost to produce and install these materials is $~A89 2 400 per platform or$889 88 800 for all Orange Line stations. Vinyl floor graphics are temporary and last approximately six months; therefore, a permanent installation using durable materials will be explored to compliment reconfiguration of SAVs and/or fare gate arrays. Communications recommends placing messages adjacent to each door on Orange Line buses, reminding customers they must have valid fare and tap their cards before boarding, and citing the penalties for failure to do so. These messages would be posted by means of a large decal. The estimated cost to produce and install these decals is approximately $~4~~ 7 920. The Educational/Media Campaigns will be modified to complement other alternatives as needed. 2. Fare Enforcement: Since performing the two 100 percent fare checks on the Orange Line during December 2013, a team leader was moved to Chatsworth to provide supervision and monitor personnel performance. Three deputies were moved to the Orange Line to fill vacancies. Six security assistants were moved to the Orange Line increasing deployment to 10. Security assistant coverage on the weekends was increased to two per shift. Fare operations will be conducted twice per shift(AM and PM)in combination with fixed post assignments. Stations for the operations will be selected based on Intelligence Led Policing (ILP) and fare evasion/crime reports provided by TAP. Fare enforcement times vary based on the data and will remain flexible to target different locations based on crime and/or complaints. Additional fare enforcement operations will be conducted with the use of overtime to educate customers on TAP requirements and reduce fare evasion. 3. Fare Gates: Metro staff is currently assessing the feasibility of implementing fare gates at Orange Line stations by conducting site surveys at stations by a group comprised of Rail Operations, Bus Operations, Safety, Customer Communications, Citation and Enforcement, Construction and TAP Operations. The Working Group is currently preparing a preliminary engineering analysis (site survey, preliminary equipment needs, conceptual drawings, and Rough Order-of- Magnitude(ROM) estimates for implementation of fare gates). Implementation of fare gates at Orange Line stations will require modification of existing fencing and new fencing. Existing station platforms have a 3.5 foot high fence along the back side, which can easily be overcome by fare evaders. The fencing must be replaced with 5 foot high fencing that is traditionally used at rail stations, with fare gates. New fencing of the same type must be installed along the curb edge of platform entrances to discourage people from evading the fare array.

Expo Phase 1, Expo Phase 2, and Foothill Gold Line Extension Phase 2A: Metro staff provided the Board with a Receive and File report during January 2014. This report was in response to a Motion by Directors Yaroslaysky, O'Connor, and Najarian Amendment to Item 35, "Gate Latching Schedule dated July 25, 2013(Attachment C)." The report explained the current status of fare gate initiatives and included preliminary estimates to advance these efforts. The report recommended the Board motion to authorize Metro to fund and perform a detailed engineering analysis for Expo Phase 1, Expo Phase 2, and Foothill Gold Line Extension Phase 2A if the Board found the preliminary estimates and payback period to be acceptable. Item 41.1 authorizing Metro was passed by the Board February 27, 2014. Expo Phase 2 4th Street Terminus Station in Downtown Santa Monica: A Board Action was submitted during the February 2014 Board cycle requesting authorization to implement fare gates at the 4th Street Terminus Station in Downtown Santa Monica. Funding.. will be authorized under a new Gate Latching Capital Project established at the February 2014 Board meeting as part of the Crenshaw Gate Latching Board Item. Crenshaw/LAX: A Board Action was submitted during the February 2014 Board cycle requesting authorization to implement fare gates at four at-grade stations. Funding will be authorized under a new Gate Latching Capital Project established at the Board meeting to include an initial cumulative Life of Project budget of $8.9M per the January 2014 Receive and File report for the Gate Latching Feasibility to fund further study, implementation and supply fare gate equipment on Crenshaw/LAX ($7.8M). DETERMINATION OF SAFETY IMPACT The Orange Line stations are not required to meet National Fire Protection Association (NFPA)130 requirements. NFPA 130 requires half of the exiting capacity at fare gate arrays to be swing type gates. Fire/Life Safety(FLS) has reviewed the subject of emergency egress for Orange Line stations if fare gates were to be implemented. Based on the expected occupancy of these stations, two means of egress should be provided at each station. The means of egress should lead to a public way or other area that affords protection for customers. The means of egress shall not require any special knowledge or tools for people to use. Signage and lighting should be provided. FMS will support any fare gate initiatives that provide adequate egress capacity at stations. A detailed engineering analysis must be performed to determine optimal fare gate quantities and safe egress capacity.

Metro staff is currently preparing ROM estimates connected to General/Civil and Electrical/Systems work. These estimates will also include the following elements: relocation of equipment (bollards, poles, map cases, etc.); installation of emergency swing gates, gate telephones, closed-circuit television, canopies (or modification to existing), lighting, and Fire Alarm Control Panel interface for each gated entrance.

A detailed engineering analysis (Physical Layout, Quantities Analysis and Queuing Analysis) needs to be performed on the 18 stations. Metro has provided a ROM estimate of $153,000 to complete the study. A prospective funding source for implementation would be Measure R 2 percent with other alternative local fund sources. Additional funding would have to be authorized to the new Gate Latching Capital Project established by Crenshaw/LAX during the February 2014 Board meeting. NEXT STEPS Metro staff will complete a preliminary engineering analysis of the Orange Line stations. Staff will provide the Board with an update on the ROM estimate for implementing fare gates and/or video analytics for fare enforcement at the Orange Line stations. Identify potential funding sources for SAV signage and floor graphics at Orange Line stations as well as exterior signage/messaging adjacent to each door on Orange Line buses. Provide Metro Board with a recommendation for the plan forward. Upon Board motion authorizing Metro to add funds to the new Fare Gate Capital Project, established by Crenshaw/LAX at the February 2014 Board meeting, implement SAV signage and floor graphics at Orange Line stations as well as exterior signage/messaging adjacent to each door on Orange Line buses. In response to the Board's directive in November, LASD conducted two 10Q% 11-hour fare check operations on the Orange Line for ali deboardings on Tuesday, December 3, 2013 and Tuesday, December 17, 2013. Each operation focused on three stations with North Hollywood being in both operations. The fare evasion rate for December 3~d was 22% and on December 17t'' it was 16%. Moreover, it was found that there are a significant number of misusers --those who have an activated TAP card and do not tap. The issue offare evasion is not new to this agency. When the gates along the Red and Purple line were first locked, it was found that there had been a significant number of fare evaders and misuers prior to the gates being locked. Unless we take this issue head on, and begin to design all our stations with gates, including those at grade,fare evasion will continue to skyrocket and become a perpetual problem with no end in sight. We can no longer afford to have "business as usual" approaches to solving the tare evasion problem sys#em-wide. WE,THEREFORE, MOVE that staff develop options to gate or partially gate all Orange Line stations and/or other actions as appropriate, that an educational/media campaign regarding TAP be explored, and that signage be placed on or adjacent to the SAVs informing pa#rons of the need to TAP and the associated fine. Staff should report back to this committee at the March meeting with a plan of action and status. WE FURTHER MOVE that staff report back to the board at the March meeting on the status of gating the Exposition Line, Foothill Extension and Crenshaw Line which are currently under construction/design.

The Orange Line is one of the most successful bus lines in our system. After the 720 along Wilshire Boulevard, it has the second highest amount of daily boardings in the entire system. Last month alone the average daily boarding was 31,780 a 19% increase over the course of two years. As a Bus Rapid Transit dine on its own guideway,it operates like a light rail line. Passengers must TAP at the station using the stand alone validators prior to boarding the bus. Fares are never collected on the bus. As a result,fare collection has been problematic,and while fare enforcement nearly tripled in September from Juty and August, it is still only 1/3 of our target. i have received numerous complaints through the years from constituents who feet that many passengers do not pay for their ride and that the location of the validators, lack of signage,fare boxes and overall design of the stations, discourages payment. It is time we look at what can be done to increase fare collection along the Orange Line, whether it be inclusion of fare boxes on the buses, installation of more validators or perhaps some type of gating. Deployment of more Sheriffs and issuing more citations alone should not 6e our only option. i, THEREFORE, MOVE that staff evaluate options for increased fare collections along the Orange Line and report back before the board in 90 days, and that a!I alternatives be studied including but not limited to: gating, installation of fare boxes, validators,increased signage. i, FURTHER MOVE that staff report back to the board at the January meeting on estimated fare evasion, using current TAP data along the Orange Line and boarding data to determine ----_. what level of evasion exists.
