Last November 8, 2013 typhoon Yolanda brought unprecedented devastation to the
central part of the Philippines. One hundred seventy-two municipalities and cities in four
regions bore the main brunt of destruction in what is now called the Yolanda highway.
The toll of human suffering triggered an outpouring of support from all corners of the
world. Relief operations were instantly organized by national and local government
disaster offces, international aid agencies and, private organizations.
As relief operations began to taper off, the rehabilitation and recovery stage begins to be
set into motion. Already, the national government, local government units, the private
sector, and foreign donors are initiating and implementing various rehabilitation projects
in some areas.
On the government side, the rehabilitation efforts will be guided by several framework
and operational plans issued by the national government. Most notable among these
plans are the Rehabilitation Assistance for Yolanda issued by the National Economic
Development Association (NEDA), the Post-Disaster Needs Analysis issued by the Offce
of Civil Defense. However, the rehabilitation masterplan is yet to be completed.
The lack of synchronicity and coordination, incomplete data of damage assessment,
and delay in the submission of needs analyses and master plan by regional offces of
national agencies created bottlenecks in the approval and release of funds for various
rehabilitation projects.
The initial reports, assessments and rehabilitation plans submitted by affected local
governments at the municipal, city and provincial level also hampered the implementation
and release of funds. There are a number of local government units which have yet to
submit their own damage assessment and rehabilitation plans to the national government
.
To date, the submitted reports and plans by local government units were observed to
contain the following shortcomings:
Damage assessments and project description are worded in general terms.
Proposals are unclear and lack of specifc description such as location
of the projects.
Redundancy

Unrealistic estimates of costs.
PARR's MANDATE
The Presidential Assistant for Rehabilitation and Recovery (PARR) was created "to
unify the efforts of the government and other agencies involved in the rehabilitation and
recovery efforts."
n recognition of the front line role of the local government in the rehabilitation efforts,
PARR initiated the Yolanda Rehabilitation Bottom-up Strategy. The Yolanda Rehabilitation
Bottom-up Strategy is the synchronization of the proposals of local government units with
the appropriate programs and projects of the national government. t is also the fast-track
process of assessment and validation of proposals of local government units by regional
offces of national government agencies.
THE ROLE OF THE LEAGUE OF MUNICIPALITIES OF THE PHILIPPINES
The League of Municipalities of the Philippines (LMP) under the leadership of Hon. Mayor
Sandy Javier has preeminent role of empowering in the preparation and submission of
important and critical programs and projects for funding by the national government.
n this regard, the LMP in partnership with PARR and in coordination with the respective
Offce of the Provincial Governor can help in two distinct ways.
One, submission of status reports on the actual relief and rehabilitation efforts.
Form 1-A Status Report on the Municipal Funded Projects Damaged by Yolanda
Form 1-B Status Report on the Provincial Funded Projects Damaged by Yolanda
Form 1-C Status Report on the National Government Funded Projects Damaged
by Yolanda
Form 1-D Status Report on the Local Private Funded Projects Damaged by
Yolanda
Form 1-E Status Report on the Foreign Funded Projects Damaged by Yolanda
The submission of the status report will eliminate duplication and redundancy of projects,
facilitate rapid validation and approval of request for funding.
Two, preparation of proposals for funding of programs, activities and projects by national
government agencies.
To assist in the preparation of the rehabilitation masterplan, expedite release of funds
under the 2014 GAA and in the preparation of the national budget for 2015, it is important
to submit the following documents:

Form 2-B Assessed Damage of Government Buildings and Other Structures and
Corresponding Funding Request
Form 2-C Assessed Damage of Hospitals and Other Structures and Corresponding
