Thank you for your recent correspondence to the Office of the Governor in reference to
potential harassment. I, Sergeant Matt Spillman of the Utah Highway Patrol, have been asked to
respond on behalf of the Governor. I appreciate that you have taken the initiative to contact the
Governor about items of importance.
When a complaint is alleged against an officer, it is expected that department specific
procedures are in place to properly and thoroughly investigate the matter. This investigative process is
the primary responsibility of the employing police department. The proper manner to proceed is to
contact the employers of Officer Black and file a formal complaint. (The Santaquin Police Department
can be contacted at (801) 754-1070, and the Orem Police Department at (801) 229-7070.) Please
allow each department to follow the proper investigative procedures and make a determination before
seeking outside involvement.
If you feel that these investigations were not properly conducted upon their completion, the
next proper step is to contact the Utah Attorney Generals Office. This office maintains a team of
investigators that ensure proper police department procedure. The Utah Attorney Generals Office can
