Solon wants devolved health & social services given back to national government
A lawmaker wants the responsibility of discharging health and social welfare services given back to the national government as many local government units (LGUs) cannot cope with the rising cost of health care and social services to the detriment of local residents. Rep. agnolia Rosa Antonino!"adres (#th $istrict% "ueva &ci'a)% through (ouse )ill *+,-% sought the re!nationali.ation of health and social services% which have been devolved to LGUs by virtue of Republic Act +/01% otherwise known as the Local Government 2ode of /--/. 34he sorry state of health and social welfare services in many LGUs throughout the country has endangered the lives of countless 5ilipinos particularly those in the far! flung areas%6 said Antonino!"adres. 7he said the promotion of health has always been an urgent business of society not only because it is the very foundation of an active and useful life but is also the right of every 5ilipino. 3(owever% the inability of many LGUs to give sufficient funding to devolved hospitals has caused untoward sufferings to our poor patients%6 said Antonino!"adres% a vice chairperson of the (ouse committees on poverty alleviation% agrarian reform% basic education and culture% and inter!parliamentary relations and diplomacy. ore than two decades after the passage of RA +/01% the lawmaker said many LGUs have been persistently clamoring for the reversion of their devolved functions and responsibilities% specifically health care and social welfare services% to the national government. 7he said many e8perts in local governance share the view that for the decentrali.ation policy to succeed% the devolution of powers to LGUs must be accompanied by financial support from the national government. 39t is therefore apparent that the #1 percent share of LGUs from national internal revenue ta8es are not sufficient enough to shoulder the cost of devolved functions and responsibilities% particularly those LGUs which belong to lower income classifications%6 said Antonino!"adres. 4o revert to the national government the discharge of health and social welfare

services% Antonino!"adres filed (ouse )ill *+,-% which seeks to repeal the following parts of RA +/01: 7ubparagraph (ii) of 7ection /+ (b) (/); 7ubparagraphs (iii) and (iv) of 7ection /+ (b) (<); 7ubparagraph (viii) of 7ection /+ (b) (<); 7ubparagraphs (iv) and (v) of 7ection /+ (b) (*); 4itle 5ive of )ook /% which includes 7ections /1< to /1,; and Article &ight of 4itle 5ive% )ook 999% which includes 7ection #+=. 4he bill also seeks the amendment of 7ubparagraph (viii) of 7ection /+ (b) (<) to read as follows 39nfrastructure facilities intended primarily to service the needs of the residents of the municipality and which are funded out of municipal funds including but not limited to% municipal roads and bridges; school buildings and other facilities for public elementary and secondary schools; communal irrigation% small water impounding pro'ects and other similar pro'ects; fish ports; artesian wells% spring development% rainwater collectors and water supply systems; seawalls% dikes% drainage and sewerage% and flood control; traffic signals and road signs; and similar facilities.6 oreover% the bill% now pending at the (ouse 2ommittee on Local Government chaired by Rep. >edro Acharon (/st $istrict% 7outh 2otabato)% provides that all references in the other provisions of RA +/01 to 3local health board6 shall be changed to 3local sanggunian.6 9t also provides that the 7ecretary of the $epartment of (ealth ($?()% in coordination with the 7ecretary of the $epartment of 9nterior and Local Government ($9LG) and the 7ecretary of the $epartment of )udget and anagement ($) )% shall promulgate the necessary rules and regulations to implement the proposal once it becomes a law.
