May 1, 2014 Marissa Levine, MD, MPH State Health Commissioner Virginia Department of Health 109 Governor Street-13th Floor Richmond, Virginia 23219 RE: COPN Request No. VA-8086 Winchester Surgery Center Dear Dr. Levine: I am writing in support of the COPN request No. VA-8086 for the Winchester Surgery Center. As a retired physician, I am concerned about the availability of quality, affordable healthcare for the patients in Winchester and the surrounding area. As a Delegate, I am committed to making government better serve the community, and the individual in particular. One of the very important medical assets for patients is an ambulatory surgery center that provides high quality healthcare as efficiently and economically as possible. This is why I am thankful that a number of local physicians have gathered to create a new surgery center in Winchester. Many of these physicians are well-respected leaders in their fields. They have served the community for many years, and promptly responded to a critical need when the local Winchester Medical Center closed the doors to its ambulatory surgery center several months ago. The lack of an efficient and low cost ambulatory surgery center has already had a negative impact on our community. Patients now travel to West Virginia, Reston VA, and other localities to get their surgeries in a timely manner. This is time consuming and stressful for the patients and families. In addition, it has a detrimental effect on the economy in the Winchester area. Given the nature of the medical industry, and the current financial and regulatory situation in which various medical providers find themselves, I am convinced that the best option for patients requiring outpatient surgical services is with a free standing surgery center. The physicians who are working to establish such a Winchester Surgery Center should be commended and supported in their efforts to improve our community.
