oth ers d ecen trali zed . Som e system s are based on a
gen eral b o u n d ari es ap p ro ach , o th ers o n fi x ed
bou n d ari es. Som e cad astres h ave a fi scal back grou n d ,
oth ers a legal on e. H owever, i t i s also obvi ou s th at th e
sep arate i m p lem en tati on an d system s m ai n ten an ce of a
cad astral system are n ot ch eap , esp eci ally i f on e
con si d ers th e ever-ch an gi n g requ i rem en ts. Also, th e
d i fferen t i m p lem en tati on s fou n d ati on s of th e cad astral
system s d o n ot m ak e m ean i n gfu l com m u n i cati on very

T h e U N L an d Adm in istration G u idelin es U N /E C E ,
1 996) speak abou t lan d adm in istration as th e process of
determ in in g, recordin g, an d dissem in atin g in form ation
on own ersh ip, valu e an d u se of lan d wh en im plem en tin g
lan d m an agem en t policies . I f own ersh ip is u n derstood
as th e m ode in wh ich righ ts to lan d are h eld, we cou ld
also speak abou t lan d ten u re . Am ain ch aracteristic of
lan d ten u re i s th at i t reflects a soci al relati on sh i p
regardin g righ ts to lan d, wh ich m ean s th at in a certain
ju risdiction th e relation sh ip between people an d lan d is
recogn ised as a legally valid on e eith er form al or n on -
form al) . T h ese recogn ised righ ts arc in prin ciple eligible
for registration , with th e pu rpose to assign a certain legal
m ean in g to th e registered righ t e.g. a title) . T h erefore

h an d requ ires a con tin u ou s m ain ten an ce process, th e role
of in form ation tech n ology is of strategic im portan ce.
