Dear Sirs/Madams:
This letter touches on a subject that you have investigated recently in U.S. District Court
District of Columbia (Washington, DC), CRIMINAL DOCKET FOR CASE #: 1:14-cr-00049-
CKK-l (CKK), United States v. Jeffrey E. Thompson. Individual B in the case is Luis Vera, the
General Counsel for the League of United Latin American Citizens (LULAC). Civic
Organization A is LULAC.
According to the facts of the case, Luis Vera received hundreds of thousands dollars to run a
"shadow campaign" for a political candidate running for political office in 2008. According to
the records of the court, the case was closed in March of this year resulting in a conviction of
Jefhey E. Thompson.
Luis Vera and LULAC are doing the same thing again with the campaign of David Alameel, the
Democratic Party candidate for the office of United States Senator from Texas.
David Alameel is a former dentist out of the Ft. Worth area. He sold his practice for a sum
reported to be at $50,000,000.00. His story today is that he is a private investor in the stock
market and earns about $50,000,000.00
per year, or at least that is what he told a banquet crowd
at a Texas LULAC function on June 8,2014 at the Westin Oaks - Galleria. The banquet is one
of several events hosted by Texas LULAC during its annual convention at the Westin Oaks.
Whatever happened in the matter you were investigating related to Jeffery E. Thompson in 2008
that eventually concluded in March of this year is not a part of the organizational record of
LULAC. The organization is not aware how LULAC became the Civic Organization A that is a
part of your investigation. It would appear that Luis Vera, a political operative in the his
personal life and a political operative in LULAC, impressed upon the upper stream of the
funding that he could create the "street force" for the political venture that was to be financed.
The street force would be members of LULAC. Whether Vera used LULAC as a conduit is
unknown to most people in LULAC.
Luis Vera is at it again. Alameel is said to have provided funding for LULAC delegates to
attend LULAC Conventions in Texas for the Texas State LULAC Convention held in San
Antonio in 2013, the National LULAC Convention held in Las Vegas in20l3, the Texas
LULAC State Convention held in Houston on June 8,2014 and is heavily involved in funding of
LULAC delegates to participate in the National LULAC Convention to be held in New York
City starting Monday, July 7, 2014 and running through Saturday, July 12, 2014.
The trade off for Alameel as he provides the money to Vera ventures in LULAC, helping Vera
and his friends maintain control of National LULAC by getting delegates to attend the
conventions to vote for Vera's slate of candidates who run for LULAC National offices each
year, are "street workers" that come from the LULAC association, the trademark, the
connections that some LULAC members have in most major counties in Texas.
It costs hundreds of thousands of dollars to pay for the effort that Vera has organized to maintain
control of National LULAC. Alameel is heavily invested in the outcome of the National
LULAC elections which take place on Saturday, July 12,2014 at the Midtown Hilton.
Alameel is paying for buses to transport hundreds of delegates who are on the buses because they
are committed to vote for Vera's slated of candidates. The buses are coming from Texas as far
as is known. The trip is a torturous 35 hour trip. When they get to New York, Alameel is paying
for lodging for the visiting delegates. Alameel was bold enough to have paid for the membership
dues for the delegates and their councils.
Luis Vera uses this political wheeling and dealing as a way for major political candidates to
come to him for the street connections he has at hand and political connections he can expand on
for the right price, which will surely get us to 2016 with more of the "shadow campaign" that
was a feature of your Thompson case.
The leaders of LULAC that work in Luis Vera's political circle would include Margaret Moran,
the National President of LULAC (tenured out on July 12,2014, after serving 4 one year terms),
Oscar Moran, a past National President of LULAC and husband to Margaret Moran, Rosa
Rosales, the National LULAC President for 2006-2010, a referenced to "lndividual" in the
Thompson case, Manuel Escobar, the National Legal Advisor of LULAC, Miguel Ortiz, the
Texas LULAC Legal Advisor, and Roger Rocha, the person who is running for the office of
National LULAC at the National LLAC Convention when the National Assembly, the house of
delegates of the organization, convenes in New York City on Saturday, July 12,2014.
Another person that is reputedly said to be involved in financing the transportation and lodging
of delegates to the New York convention is Walter Martinez. Walter Martinez is a businessman
involved in the public sector housing market. He was involved to securing the management of
the Kingsville LULAC Manor Apartment complex (Kingsville, Texas) and the purchase of the
LULAC Hacienda Apartment complex in Corpus Christi, Texas. The conveyance of title of the
Hacienda property was done without board discussion before the fact. Walter Martinez
purchased the Hacienda for 1.8 million dollars and turned it into a 10.4 million dollar funded
project within days of the conveyance in late 2012.
LULAC operates as an organizationthat has federal tax exempt status. Allowing it to be used as
a political football by Luis Vera, Margaret Moran, Oscar Moran, Rosa Rosales, Manuel Escobar,
Miguel Ortiz and, now, Roger Rocha will in due course create problems for the organization.
I have included a recent request for a legal opinion from Enrique "Rick" Dovalina, the National
LULAC President for LULAC from 1998 to 2002, to Manuel Escobar, the National LULAC
Legal Advisor, regarding the Alameel involvement in LULAC and, obviously, the LULAC
involvement ion Alameel. The "cc to's" are members of the National LULAC Board of
Directors.

You might want to follow up on LULAC, Luis Vera" Margaret Moran, Oscar Moran, Rosa
Rosales, Manuel Escobar, Miguel Ortiz and Roger Rocha in New York City. Vera, Moran,
Rosales. Escobar and Ortiz are out ofSan Antonio. Rocha is out of Laredo. LULAC has
national offices in Washington, D.C.
Believe it or not, there are good folks in LULAC. Challenging the Vera machine is an almost
impossible task, given the money sources that Vera is now finding in major political campaigns.
