The vessel shall be a multi-purpose vessel for the Swedish Coast Guard. The main mission will be environmental protection but it shall also have capabilities for patrol activities, lifesaving missions, emergency towing and fire fighting at sea. Capabilities: - Recover spill of oil from the sea with flashpoint below 60ºC - Pump oil with flashpoint above 60ºC from one ship to own ship and pump oil with flashpoint below 60ºC from one ship to another ship - Minimum Bollard pull 15 tons for emergency towing - Speed at draft 2.9m minimum 16 knots - A Fast Rescue Boat able to launch and recover in wind strength 15-18m/s and wave heights ≤ 2.8m The vessel shall be delivered fully equipped.

SMA (Swedish Maritime Administration) with statutory certificates for unrestricted service.

Operation profile
The vessel shall be designed and constructed for a service life-time of 30 years with an annual time of sailing is 2000 hours. The vessel is to operate in the Baltic Sea, the Gulf of Bothnia, Skagerak and Kategatt as well as in the archipelago, lake Mälaren, lake Vänern and EUcoastal areas all-the-year-round with below operation profile: Speed Manoeuvre 5 knots 12 knots 16 knots Percent of time 10 20 60 10

In excess, the vessel will annually be operated at anchor or in harbour without propulsion power for additional 200 hours. The rest of the year the vessel will be connected to shore power. Version 6, 2006-06-16 Page 2(14)

The vessel shall be fully operable during winter conditions down to –15ºC air temperature and in summertime up to +25ºC air temperature and +20ºC water temperature. Further, the vessel shall be technical operable (with allowance for deviations in the comfort class requirements) during winter conditions down to –25ºC air temperature and in summertime up to +30ºC air temperature and +25ºC water temperature.

The components for the ship shall be chosen from well known suppliers with a good reputation and with good service organization in the Scandinavian countries or in their vicinity. Major components in the propulsion system shall be chosen from proven designs. Reference installations from ships in operation shall be presented. The reference ships shall be of similar design, configuration and class notations as the ship described in this specification.

The vessel shall be an all steel welded construction designed and built in accordance with DNV Classifications Society Rules for Ships.

All painting and pre-treatment of surfaces shall be executed in a workmanlike manner according and to the paint manufacturers recommendations. All Steel surfaces shall be sandblasted to a smoothness of Sa 2.5 and immediately after cleaning primer should be applied. The ship shall be painted with a long lasting high resistant paint program and the bottom shall be painted with an antifouling underwater paint, suitable for icebreakers.

Cargo oil tanks / Oil recovery tanks
Two (2) collecting tanks (7m3 each) shall be arranged and also three (3) large tanks (approx. 2x65m3 and 1x125m3) for storage of oil with flash point above 60○C or recovered oil with flash point below 60○C. The collecting tanks shall be equipped with flush mounted and hydraulically operated hatches for use when loading by belt skimmers or by bucket. The large cargo tank shall be equipped with flush mounted and hydraulically operated hatch for storage of equipment such as booms etc. The belt skimmers recess tanks shall be free from internals facing the recess. The cargo tanks/oil recovery tanks shall be free from internals on the forward and aft bulkheads. Two pipe tunnels with sufficient size shall be provided through cargo tanks. The pipe tunnels are intended carrying cables and pipes.

Water ballast tanks
Dedicated ballast water tanks shall be arranged aft in the steering gear room and in a peak tank.

Hull equipment and accommodations
The vessel is normally to be operated with 6 crew members. Accommodations and equipment shall be designed for 16 crew members. For such occasions cabins can be used as double cabins.

Deck Equipment
One (1) solid rubber bow fender. One (1) solid rubber side fender along the vessel on each side. 16 Lashing and Foundations points for two 20´ foot Containers for oil and chemical recovery equipment and storage. Two (2) advancing systems with sweeping arms with built in belt skimmers for recovery of oil with a minimum capacity of 2x40m3/h with viscosity between 300 and 1 000 000 cSt. Three (3) navigation searchlights, two are to be installed on the forward edge of the navigation bridge top and 1 on the aft. The searchlights to be for general purpose, also suitable in fog, snow and ice conditions. A dual-type searchlight with ultraviolet and HMI light sources, primarily for detection of oil spill and objects in rain, fog and snow, also to be fitted. Mooring Two (2) mooring winches on aft deck. One (1) capstan and two (2) mooring winches on forecastle deck. One (1) diving platform at SB aft. The platform shall be able to fold against the stern. Towing One (1) towing winch, minimum 15T, with cable spreader and 400m of towing cable on the aft deck. The Towing winch shall also be able to use as anchor winch. A towing rail with hydraulic “pin-set” shall be installed around the aft deck Anchor installations Two (2) bow anchors placed in a recess on the forecastle deck. Two (2) anchor windlasses, in conformity with class requirements shall be provided on the forecastle deck. One (1) stern anchor with 5 m of chain. The anchor with the chain shall be capable of being attached to the towing cable.

One (1) RIB type Alusafe 770 FRB or similar, speed 42 knots with system for external communication (VHF-DSC and Rakel-Tetra radio) and for internal communication. The RIB shall also be fitted with transponder, radar and plotter. The RIB shall be placed in a stern ramp. One (1) small Workboat (aluminium) approx. length 7m for oil recovery operations.

One (1) deck crane on forward deck. Capacity 3.5 T/10m and 2.0T/15 m (total capacity 35 Tm). The crane shall be fitted with a 3 T winch and a wire length of 40m. One (1) deck crane on forward deck. Capacity 3.0 T/10m (total capacity 30 Tm). The crane shall be fitted with a 2 T winch and a wire length of 15m Both cranes shall be equipped to handle buckets with rotators (see oil recovery equipment). Both cranes shall also be able to lift personnel. Remote control shall be provided. The cranes shall be used at sea. One (1) deck crane on deck 1 aft. Capacity 1.0 T/8m (total capacity 8 Tm). The crane shall be fitted with a 1 T winch and a wire length of 15m.

Safety equipment
The ship shall have rescue and safety equipment for 24 persons.

Roll reduction system
The vessel shall be equipped with bilge keels and passive stabilizing system similar to flume tank system.

Machinery Systems
Main Power and Propulsion system
The vessel shall be equipped with a diesel-electric propulsion system with an automatic power management system, designed to be energy efficient for the operation profile described above. The propulsion system shall be designed for minimum Life Support Cost where the costs for fuel oil, lubrication oil, urea, service and maintenance shall be included. The vessel shall be equipped with two (2) propellers and regular straight shafts. The shaft power is approximately 2 x 1425 kW. Fixed pitch propellers and variable-speed drive shall be used. Propulsion motors. Two (2) triple-phase, reversible, asynchronous electrical motors with stepless speed control. Rated power output for continuous operation approx. 1425 kW each (shaft power). Propulsion motors and gearboxes shall be elastically mounted to the hull. Gensets shall be double-elastically mounted to the hull. The engines shall take combustion from the outside via air ducts, filters and high efficient water separators. Box coolers shall be arranged for cooling of the engines. Emission reduction systems shall be fitted for all main diesel generator sets. The NOx-level after treatment shall be below 0,5 g/kWh at full load. The generation and distribution of the vessels main power shall be remotely controlled and monitored, via the machinery automation and power management system, both from the navigating bridge and the engine control room.

Bow thruster
One (1) bow thruster with fixed pitch, reversible, electrically driven with stepless speed control. Approximate power: 450 kW Propulsion units and bow thruster motors shall be supplied via converters with frequencycontrolled output, using Pulse Width Modulation (PWM) and Active Front End (AFE) technology.

Steering systems
The vessel shall be equipped with two (2) balanced spade rudders of high lift type. In manoeuvring at rest and at low speed, the rudders shall be individually steerable. Hydraulic steering of the rudders shall be installed (electrical driven hydraulic pumps). The steering gears shall be capable of turning the rudders at a speed of 6 degrees per second between +45 degrees and -45 degrees.

Ventilation, Heat and Air-condition
The accommodation ventilation system shall be totally balanced and designed for 100% fresh air. The system shall be energy efficient with heat recovery. A single duct ventilation system with hot water re-heaters shall be arranged. Two cooling compressors, each with a capacity of 50%, shall be arranged in the engine room. R410 or R304 shall be used as refrigerant. For operating in an environment with unhealthy gases, the ship’s accommodation, including navigating bridge and fan room, shall be protected by means of positive pressure ventilation in which the air that is brought into the ship is filtered through a charcoal filter. Exterior air intakes and outlets all over the ship shall be provided with closeable gas-tight covers or dampers, for sealing all compartments, also those not covered by over-pressure ventilation. Engine room fans shall be automatic speed controlled to a preset engine room temperature.

Misc. Systems
A daily bilge system shall be arranged in excess to the bilge system required by SMA. The system shall have a suction connection in each keel compartment and be connected to a bilge water holding tank and a bilge water separator of flocculation type. A working air compressor with about 500l tank shall be arranged. Air outlets shall be arranged in all technical compartments, on deck and in the cargo hold. Hydraulic power packs shall be arranged for cranes, winches, hatches, deck equipment and oil recovery equipment. Further, hydraulic power outlets of about 100 kW for loose equipment shall be arranged on the working deck. Fixed fire extinguishing system in the engine room shall be of inert gas type or of water mist type. A fresh water generator with a capacity 1700lit/24h shall be arranged.

Cargo heating
Each cargo tank shall be equipped with Mo-stabilized stainless steel coils with thermal oil or hot water used as a heating medium. In the (smaller) collecting tanks high capacity heating coils shall be arranged for heating the contents, 30m3, from 0 – 20○C in one hour, while, at the same time, heating of cargo shall be possible in the larger cargo tanks at the rate of 1○C/h from 20 -25○C. Heating of the thermal oil or hot water shall be by electric heating.

Cargo system
A cargo transfer system shall be arranged for filling, discharging and circulating oil/oily water. The main pumps shall be located in a pump room forward of the tank area. The capacity of the system shall be dimensioned for discharge of the total cargo oil tank volume at a temperature of 25○C within four hours. The pumps shall be able to transfer also very high

viscosity recovered oil at a lower temperature and a lower capacity. Lightering (of e.g. gas oil at ambient temperature) shall be possible with a capacity of minimum 50 m3/h. The system shall permit lightering from another ship to own tanks, lightering from one ship to another in both directions, transferring from any one tank to any other tank on board, discharging all tanks directly ashore including stripping of the tanks. Also circulating oil within the large tanks shall be possible. Transfer of recovered oil from the collecting tanks shall be arranged with both screw and centrifugal pumps. Deck connections shall be arranged for cargo transfer, filling from loose skimmers and pump equipment. Discharge to vessels with cargo connections complying to OCIMF shall be possible. A steam generator shall be arranged for cleaning purposes during oil recovery operations.

Electrical installations
Electrical system
The AC electric distribution system shall be triple-phase with isolated neutral. Main diesel generators sets shall be designed for continuous parallel operation with automatic synchronizing and load sharing. Electrical system frequency: For ordinary distribution network, 60Hz network frequency shall be selected. Electrical system voltage: 1. 690V alternatively 440V, 60 Hz Main voltage subject to finally selected propulsion concept with consideration to optimum performance with reference to selected system/supplier and other relevant factors such as operation economy, physical dimensions, weights etc. Design criterias: - High efficiency (low losses) - Low system weight - Mainly standard components - Low lifecycle cost. System: - Main power generators including emergency power generator - Power consumers including electric propulsion - Shore connection (see below) 2. 440V, 60Hz - For other power consumers not available for 690V (if applicable) such as large laundry and galley equipment etc. - 440V power socket outlets

3. 230V, 60Hz - Main and emergency lighting. - Remaining smaller power consumers - 230V socket outlets 400V 50Hz shore supply shall be converted to 440V 60Hz for the ship’s power network via a separate frequency converter. The same converter is to be utilized in reverse direction for power supply to other ships, having 400V 50Hz power network. A separate 230V network with UPS backup and “clean power” as regards network distorsion to be installed for especially sensitive users and systems. In order to bring about flexible installations in terms of saving cable and facilitating possible future system extension, electrical installations based on communication bus solutions shall be selected wherever suitable. In addition to OILREC rules, explosion-proof equipment shall be installed in zones and areas where an explosive gas mixture may exist in rescue operations, which mainly is at the exterior of the vessel. Equipment that can be dispensed with in this situation may instead be arranged with a common switch-off function on the navigating bridge.

Electro-Magnetic fields
Measures shall be taken generally to reduce electro-magnetic field levels originating from electrical equipment such as main switchboards, power transformers and power cables.

Electrical interference
Electrical installations shall be so arranged that no harmful interference affects their proper function, and to ensure electro-magnetic compatibility and avoidance of harmful interaction with other equipment and systems.

General and emergency lighting
All lighting installation equipment shall have a design suitable for the architectural design of compartments/spaces. Energy-saving fluorescent light sources shall be used to a large extent. The installations shall generally be designed with a high level of illumination uniformity and lighting comfort. Deck light projectors shall illuminate all mooring and working decks as well as surrounding water areas to facilitate oil recovery operations. Emergency lighting shall normally be integrated with the ship’s general lighting. In certain compartments, such as control stations, light fixtures with self-contained battery backup shall be installed provide temporary emergency lighting in case of dead ship. Guidelights shall be installed, indoors as well as outdoors, to facilitate safe access to different areas of the ship during darkness.

Fire detection
An addressable, automatic fire detection and alarm system shall be installed.

Alarm annunciation
The system shall be based on optical and acoustic alarm devices including alarm columns, air whistles and motor sirens with easily identifiable characteristics for various alarm categories.

Accumulator battery systems
Rechargeable batteries with associated rectifier charging equipment shall be installed for diesel engines, engine area general service, bridge area general service, radio installations, “clean power” system, integrated automation system, fire detection system etc. Battery distribution systems shall generally have continuous isolation monitoring with alarm. Batteries shall be of lead-acid, valve-regulated type with bound electrolyte.

Machinery alarm, monitoring and control installations
A decentralized, computer-based, integrated automation system for machinery and cargo handling systems shall be installed. The system shall embody dual independent communication bus systems with full galvanic isolation. Above mentioned system shall include a Power Management System (PMS) for electric power generation and distribution, including the main diesel generator sets. Signal interfaces shall be provided to other systems such as the propulsion management system, the hull and accommodation alarm, the conning display system, the maintenance planning system etc. The system shall in terms of hardware include: - Distributed I/O process control stations including necessary quantity of I/O. - Five(5) operating workstations with full colour graphics displays (VDUs), of which two in the engine control room, one in deck office and the remaining two in the wheelhouse. - One (1) operating terminal at the bunker station. - One (1) alarm printer - One (1) log printer. Each machinery system shall in terms of design be possible to monitor/control via all workstations. However, the system shall be structured into separate parts, each controlled via designated workstations. Simplified mimic diagrams including customized system process images of different systems shall be included, showing all valves, pumps, fans and the like. All alarm messages shall be diverted in plain text to a combined cordless pocket paging system. It shall furthermore be possible to divert all alarm messages in plain text to mobile telephones via SMS. When in unmanned mode, certain alarms shall be automatically transferred via an alarm transmitter installation to the KBV alarm coordination centre ashore.

A system shall be installed enabling reading/monitoring of system parameters, software updating and servicing from ashore.

Remote control installations
The automation system shall monitor and control main and auxiliary machinery systems such as pumps, valves, fans and other machinery. All main and auxiliary machinery systems required for maintaining normal system functions shall be controlled via the system. Parameters necessary for control of these systems shall also be monitored. Systems and functions only operated during servicing or in extraordinary conditions may be manually controlled.

Remote sounding of tank levels
All tanks on board of 1 m3 or more shall be provided with remote level sounding. For cargo oil tanks, a pneumatic sounding system shall be installed. For other tanks, pneumatic sounding or pressure sensors shall be installed. Cargo tanks shall also be equipped with a separate overflow alarm system.

Engine control console
An engine control console shall be installed in the engine control room.

Navigation equipment
Navigation equipment and bridge design to be according to DNV guidelines NAUT-OSV Navigation equipment mainly comprising: - Gyro installation - Multi beam echo sounder, equal to Kongsberg Em3002 - Speed log, measuring speed through water - X- and S-band radars fully interswitchable with ARPA functions - Electronic chart systems(IMO ECDIS) plus one extra system for Coast Guard tactical use - Conning information system - Automatic Identification System (AIS) - Heading control, track control and dynamic positioning system - DGPS and DGPS/Galileo - Totally 6 workstations, all workstations fully equipped for utilizing all available equipment and giving a flexible system including Coastguard workstations. - A radar system for medium range detection of oil-spill (Option) - IR-camera, low light and daylight camera on a pan and tilt platform for medium range survey of the sea surface and oil-spill detection. - Manoeuvre station for Remotely Operated Underwater Vehicle (ROV) - Underwater positioning system for Remotely Operated Underwater Vehicle (ROV) (Option).

Oil Recovery
Oil Recovery System (Advancing system)
Two built in belt skimmers (Starboard and Port) with sweeping arms, for recovery of oil with a viscosity of 300-1 000 000 cSt. The oil contaminated water is pumped into recesses in the ship’s sides and water is lead out after separation at the skimmers. Each side of the system shall have a capacity of recovering 40 m3 oil/h in the whole viscosity range. The sweeping width shall be 28m. The rigging of the system shall be all mechanical with a minimum of manual working moments. The system shall include a heating system, which may be connected to the heating system for the tanks (see Cargo Heating).

Gas detection and Alarm System
A gas warning system for petroleum gases shall be provided (sensors for certain chemicals should be provided). Sensors shall be located at the air intakes for the engine room and accommodation and also at the bottom of the pump room and holds.

Loose equipment
Oil bag(s) with a total volume of 100 m3 10 oil bags, 1 m3 with bag holders 150 m of “coastal oil boom”, with pallet and sling 100 m (5 m3, 150 kg) absorbent oil boom 1 anchor set for oil boom (200 kg) 1 light skimmer for low viscosity oil with mobile power pack. Capacity 20 m3/h at 5-500 cSt 1 heavier skimmer for high viscosity oil. Capacity minimum 50 m3/h at 300-500 000 cSt. 1 bucket for crane (for heavy oil recovery), 0,2 m3, with rotator

Breathing air installations
A breathing air compressor, air vessels for compressed air and a filling panel for filling four diving tubes simultaneously shall be installed, with a working pressure of 300 bar. The compressor shall have a capacity of 215 litres/min and the air bank a capacity of 4x50 litres. A diving platform for one diver for use by crane shall be provided.

Fire fighting installations
An exterior sprinkler system shall be installed for cooling the ship at fire fighting operations as well as for rinsing chemicals/radioactive fallout. A water/foam monitor, remotely controlled from the bridge, with a capacity of 5000 litres/min at 10 bar and a length of throw at 75 m shall be installed on the forecastle deck. A foam liquid tank of 3 m3 shall be arranged.
