Draft Environmental Assessment

Redevelopment of the DalFort Site, Dallas Love Field


The City of Dallas Department of Aviation (DOA) and the U.S. Department of Transportation, Federal
Aviation Administration (FAA) announced they have prepared a Draft Environmental Assessment (EA)
for the proposed redevelopment of the DalFort site at Dallas Love Field (Proposed Action). The Draft EA
evaluates the potential environmental impacts associated with the redevelopment of the DalFort site. The
Draft EA was prepared by the DOA and the FAA pursuant to the requirements of Section 102(2)(c) of the
National Environmental Policy Act of 1969 (NEPA), and Section 509(b)(5) of the Airport and Airway
Improvement Act of 1982, as amended. The FAA is the lead federal agency to ensure compliance with
NEPA for airport development actions. The Draft EA has also been prepared in accordance with FAA
Order 1050.1E, Environmental Impacts: Policies and Procedures; and FAA Order 5050.4B, National
Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions.

The purpose of the Proposed Action is to fulfill the DOA’s goals of: 1) better using Airport property
currently not in use or underused; 2) remediating outstanding environmental issues; 3) increasing
nonaeronautical revenues; 4) removing hazards associated with deteriorating buildings; and 5) preserving
the seven aspects of integrity associated with the eligibility of the Operations and Maintenance Building
(OMB) for listing in the National Register of Historic Places.

The Operations and Maintenance Building, located on the DalFort site, has been identified as eligible for
listing on the National Register of Historic Places (NRHP). As a result, consultation under Section 106 of
the National Historic Preservation Act (NHPA) is required for the Proposed Action and has been initiated.
FAA has elected to integrate the review requirements of NEPA with those of the NHPA and is seeking
public input on FAA’s finding of no adverse effect.

Beginning on July 11, 2014, the Draft EA will be available for public review through DOA’s website at
http://www.dallas-lovefield.com/ and the City of Dallas’s website at: http://dallascityhall.com, as well as
in the following locations during normal business hours:

A Public Workshop on the Draft EA will be held on Monday, August 11, 2014, from 6:00 p.m. to 9:00
p.m. Central Daylight Time, at the Frontiers of Flight Museum, 6911 Lemmon Avenue, Dallas, Texas
75209. Free parking will be provided and a Spanish language interpreter will be available at the

Oral and written comments will be accepted at the Public Workshop.

Comments on the Draft EA must be postmarked by Monday, August 25, 2014. Please ensure adequate
time for mailing.

Comments can only be accepted with the full name and address of the individual commenting. Before
including your address, phone number, e-mail address, or other personal identifying information in your
comment, be advised that your entire comment – including your personal identifying information – may
be made publicly available at any time. While you can ask the FAA in your comment to withhold from
public review your personal identifying information, the FAA cannot guarantee that it will be able to do
so. Comments received on the Draft EA and the responses to those comments will be disclosed in the
Final EA.

Written comments on the adequacy of the information disclosed in the Draft EA and FAA’s finding of no
adverse effects on historic properties may be submitted by mail to:
