DEVELOPMENT CODE PERTAINING TO

RESIDENTIAL AND NON-RESIDENTIAL


PREMISES
The use, coverage, FAR set backs, open space, height, number of dwelling units, parking
standards for residential premises on plotted development, group housing, resettlement and
Jhuggi Jhoopri insitu upgradation and non-residential premises shall be as per the provisions
contained in Master Plan!onal Plan"evelopment #ode or as per simplified "evelopment
Promotion Regulations of the $rban "evelopment Plan Formulation and %mplementation
&uidelines and where these are silent on such issues or which re'uire interpretation the
norms as decided b( the Authorit(, shall appl()
The permission of uses*use activities in use premises shall permitted in accordance with
provisions of Master Plan!onal Plan+a(out Plan)
, Terminolog( and nomenclature as defined for various use premises are the same as given
in Master Plan"evelopment Plan)
3.1 CONTROL FOR BUILDING /BUILDINGS WITHIN USE PREMISES
The ob-ect of these regulations is to provide control for buildingbuildings within use
premises e.cluding the internal arrangement, which is covered and controlled b( /uilding
/(e-+aws)
General N!e"
The premises for which building regulations have not been given shall be e.amined b( the
Authorit( on the basis of actual re'uirements and other relevant factors)
0) A landscape plan shall be prepared, wherever decided b( the Authorit()

3) 4herever the building regulations are given as per different categories of plots, the
permissible area covered and the floor area need, in no case be less then the permissible

proper landscape plan, a circulation plan indicating vehicular and pedestrian movement
and parking and an urban design scheme where necessar(, shall be submitted for sanction

3.# DEVELOPMENT NORMS AND STANDARDS FOR HILL TOWNS
The basic ob-ective of suggesting various norms and standards for urban development plans
for hill areas is to provide a basis for taking decision) The suggested norms and standards are
onl( indicative and can be suitabl( modified depending upon the local conditions both
ph(sical and environmental) #omprehensive spatial standards for planning and development
of hill areas have not (et been set b( an( professional and research institution) %n hill areas,
the space standards are affected b( the following and therefore these factors should be
considered while setting norms in such areas:

Parking space shall be provided for different t(pes of development as per norms given in
concerned Master Plan"evelopment Plan or as given below:

Note:
1. For the provision of car parking spaces, the space standards shall be as under:
i) For open parking 18.0 sq.mt. per equivalent car space.
ii) For ground floor covered parking !.0 sq.mt. per equivalent car space.
iii) For basement 8.0 sq.mt. per equivalent car space.

3.2 SPECIFIC PREMISES

The residential areas are developed either as 8a9 plotted development or 8b9 group
housingflatted development) The densit( pattern i)e) 8high densit(, high medium densit(,
low medium densit( or low densit(9 are followed for working out the pattern of development
with respect the si2e of the plot to number of dwelling units on each plot, setbacks, FAR and
the number of store(sheight of the building) The municipal and social infrastructure as per
the norms and standards specified in the master plan are provided) The various sitesplots
re'uired for social and municipal infrastructure are indicated in the la(out plans) The
development norms for different useactivities and on different si2e of plots are applied for
sanctioning of the plans) These are based on development control rules applicable to the
cit(town)

The la(out plans for residential scheme are formulated keeping in view 809 that there would
be sufficient light and air in the buildings when constructed 819 that there would be protection
against noise, dust and local ha2ards 839 that there would be sufficient open space for various
famil( needs 859 that the circulation and access is eas( and is safe from accident point of
view 869 that, as far as possible, the plots are of regular shape and si2e and 879 these are
logicall( arranged in a s(stematic manner so as to give a regular pattern of development in
the form of row houses, detached and semi-detached houses and if necessar( the regular
bungalow t(pe sites)

plot si2e ma( var( depending upon the t(pe of the housing, needed for a particular cit( based

of dwelling units to be permitted on each plot) @ormall(, a plot should be built for two
dwelling units on each plot) Aowever, on bigger si2e plots, more than one dwelling unit per
