INSUFFICIENT IN SUBSTANCE – The House Committee on Justice, by a
separate but identical vote of 54 - 4, on Tuesday, Sept. 2nd, declared the
three impeachments complaints against President Benigno ‘Noynoy’
Aquino III as insufficient in substance. The Justice panel chaired by Iloilo
Rep. Niel C. Tupas, Jr. last August 26th declared the same complaints as
sufficient in form. The vote effectively shields the President from further
headaches and threats of impeachment for another year as provided for in
the Constitution. Impeachment-endorsers who manifested their votes were
(upper left frame): Reps. Luzviminda Ilagan, Emmi de Jesus, Antonio Tinio,
Terry Ridon, Carlos Isagani Zarate and Neri Colmenares. On the other
hand, prominent among those who firmly argued on the futility of the
complaints included, among others (upper and lower right frames): Deputy
Speakers Giorgidi Aggabao and Sergio Apostol; Justice Vice Chairman
Rodolfo Fariñas; Majority Leader Neptali Gonzales; Rep Rufus Rodriguez;
Rep. Elpidio Barzaga; Rep. Eleandro Jesus Madrona; Rep. Miro Quimbo;
Rep. Reynaldo Umali; Rep. Rodel Batocabe; Rep. Jerry Treñas; and Rep.
