MESSAGE
Accelerated Power Development and Reforms Program (APDRP) was initiated in 2002 as
Additional Central Assistance to states, for reducing the Aggregate Technical and
Commercial (AT&C) losses in the power sector. This was a very successful program that
covered 56 urban circles in the country. This was extended to 1401 towns under 11th Five
Year Plan as Restructured-APDRP. Both these programs had tremendous technological
intervention, and it helped in reducing the AT&C losses by more than 10 per cent during
2002-2012. The new systems implemented under these schemes have helped track
power flows up to distribution transformers (DT). Next task is to extend this visibility from
DT to individual consumers and their appliances so that power flows can be monitored
and controlled in real time.
In 2002, the NDA government had also launched 'Power for All by 2010'. Although over a
hundred thousand villages have been electrified under this program during last 10 years.
However, quality of electricity supplied has a lot to be desired. Besides, there are about
56 million households which are not connected to the grid. This Government's topmost
priority, therefore, is to electrify all the homes to ensure quality supply of power.
We are convinced that the above two objectives lifeline supply to every household and
extending the visibility of power flows to individual consumers can be achieved only by
leveraging smart grid technologies. Further, the digital assets created for smart grids can
be leveraged by other infrastructure domains as well to build smarter cities in India. We
also hope that the extensive capabilities and information that the new technologies offer
will help consumers adopt energy efficient practices, choose appliances that save power
and adopt building standards that save energy. Smart homes with smart appliances and
smart cities then will no longer be concepts, but realities intrinsically woven into our daily
lives.
I appreciate the pivotal role being played by India Smart Grid Forum in this smart grid
movement in India and I wish them the best in their endeavors!

ISGF hosted a luncheon for Honable Deputy Secretary Mr. Daniel Ponemon and the Delegation
from US Department of Energy that came for India-US Strategic dialogue on 30 July 2014 at
New Delhi. The event was attended by Senior Officials from Ministry of Power, Ministry of New
and Renewable Energy and Planning Commission in India etc.
US, China sign MoU for EV
A Memorandum of Understanding (MoU) was signed between US and China for cooperation on electric vehicles and industrial
energy efficiency. This will not only help the field of electric vehicles and related technologies, but also improve energy

China mandates 30% state vehicles to be EV
China has mandated 30 per cent of its State Government vehicles to be EVs by 2016. This recent measure intends to fight
pollution and reduce energy consumption. It is believed that the ratio of 30 per cent is likely to be further increased beyond

Net Metering in Nepal
Nepal Electricity Authority (NEA) plans to pay for the excess energy generated by an individual consumer or an institution from
installation of a solar energy system. For the first time in the country, the government has provisioned a separate net metering
system which would allow an individual or an institution to bank on ones own energy generated from the installation of rooftop
solar PV system for later use or share for credits from NEA through the connection to the national grid system.

Odisha to Strengthen Power System
The Odisha government has estimated an investment of Rs 54,000 crore for improving the power sector in the state over the
next five years. Currently, Odisha faces the challenge of providing quality and stable power supply on a 24-hour basis, both in
urban as well as rural areas. Therefore, the state government has envisaged building disaster resilient power structures along
the coastal regions, ensuring round-the-clock quality power supply for Bhubaneswar, the capital city, and a smart grid system.

GETCO, USTDA sign agreement for Integration of RE
The US Trade and Development Agency (USTDA) and state-run Gujarat Energy Transmission Corporation Limited (GETCO)
signed an agreement for integration of renewable energy sources into the latters power transmission system. This agreement
aims at supporting GETCO as its supply of solar and wind power grows. Also, the technical assistance will enable GETCO to
analyze its power system through modeling and statistical techniques, apart from helping develop strategies to ensure

ETSI releases global KPI on energy-efficiency in ICT
ETSI recently published the Data Centre Energy Management (DCEM) indicator standard to measure energy efficiency and
compare energy management efficiency in data centres. This indicator, the DCEM Global KPI, has been developed by ETSIs
Operational Energy efficiency for Users (OEU) Industry Specification Group and is defined in ETSI GS OEU 001. This group
comprises ICT companies from various sectors which include banking, telecommunications, the automotive and aeronautical

CPUC settlement recognizes value of demand response


The doors for Demand Response will open in California owing to a new settlement agreement filed with the California Public
Utilities Commission (CPUC) and is likely to accelerate the state's transition to a clean energy economy. Furthermore, the
settlement recognizes the increased value of demand response and supports a cost-effective transition toward more renewable
energy. California IOUs will collaborate with various organizations to push forward the viability of demand response. Also, a
working group will be formed to guide the modernization of demand response and provide recommendations for preparation of

Kerala Finalized its Policy for Solar Rooftop Systems
Kerala State Electricity Regulatory Commission (KSERC) finalised its Solar Rooftop policy named as Grid Interactive Distributed
Solar Energy Systems. Rated capacity of the system to be installed as per this policy should not be less than 1 kWp and shall
not exceed I MWp. Net meters will be installed for the rooftop solar systems and solar energy systems installed under this
regulation are also eligible for banking facility.

Haryana Releases Draft Policy on Rooftop Solar Grid Interactive System based on Net Metering
Haryana Electricity Regulatory Commission (HERC) released draft solar net metering Policy and is open for the public
comments till Aug 11, 2014. As per the policy, maximum solar system capacity to be installed at any eligible consumer premise
shall not exceed his connected load in case of LT connection and contact demand in case of HT consumer and maximum

GSGF releases report on large-scale rollout of EVs
The Global Smart Grid Federation (GSGF) recently released a
state-of-the-art overview of the international developments
in electric vehicles. Highlighting business opportunities, key
trends, developments and policy initiatives, it provides an
overall global view on the large-scale rollout of electric
vehicles. The report concludes with a series of
recommendations designed to overcome the obstacles and

Grid20/20 collaborates with Itron and Landis+Gyr
ISGF Member Grid20/20, Inc., a leading Distribution
Transformer Monitoring (DTM) sensor provider, will integrate
its devices with smart grid communication networks from
Itron and Landis+Gyr. The objective will be to provide realtime data access and historical information gathered from
the heart of the grid. Recent testing has satisfactorily proven
that Grid20/20 devices can seamlessly integrate with
Landis+Gyrs and Itrons networks.

Trend Micro and Broadcom to offer cybersecurity for home


gateways
Trend Micro Incorporated, a global pioneer in security software,
will collaborate with Broadcom Corporation for developing a
solution for home gateways. Protection of home security
networks from cyber-attacks and improving network visibility
without compromising performance will be the key objectives
of this collaboration. Broadcoms leading technology platforms
will provide the high performance needed to seamlessly run
Trend Micros advanced security solution.

C3 Energy, an enterprise application software firm, recently


announced the release of its latest smart grid analytics
software C3 Grid Cybersecurity Analytics. The software
will provide utilities with advanced diagnostics and predictive
tools to identify, monitor and reduce risks of grid
cybersecurity vulnerabilities. Intelligent alerts, IT team
diagnosis and response, and advanced analytics are
essential parts of this software.

EPRI reports key findings from its seven-year smart grid


demonstration
The Electric Power Research Institute (EPRI), USA, recently
released a six-minute video which provides key findings from its
seven-year (2008-2015) smart grid demonstration project. The
video depicts several demonstrations that were focussed on
making DER more consistent and reliable. It also showed that
buildings with independent power generation can function as
end node of the grid. Moreover, losses were controlled within
an acceptable range and the peak demand was reduced

NICTA and LANL to R&D smart power/gas systems
The National Information Communications Technology
Association (NICTA), Australias largest organisation dedicated
to ICT research, will collaborate with Los Alamos National
Laboratory (LANL) on R&D to create systems for connecting
and managing power and natural gas supplies on a shared
platform. The tight coupling between the gas and power sectors
in Australia increases the possibility of coupled failures. This

Energy-Hubs BYOT program for DR grew 400-500% in a
year
EnergyHub, a backend DR service provider, launched its
Bring Your Own Thermostat (BYOT) program last year for
consumers who wanted to engage themselves in DR.
Within one year, the number of consumers involved in this
program grew around four to five times. In this unique
program, the utility involves only those consumers which
have a thermostat installed and requests permission to
control it operation. As an incentive, the customers receive
either money or something for free, which otherwise, would
normally cost them something.

Wi-SUN Alliance appoints TELEC as testing lab in Asia
Tokyo-based organisation, Wi-Sun Alliance, has appointed
the Telecom Engineering Centre (TELEC), as an authorized
test lab for providing testing and certification services in
Japan. Conformance as well as interoperability will be tested
for various functionalities in the smart grid. TELEC is the
second authorized test laboratory appointed by the Wi-Sun
Alliance. This is an indication of rapid growth and expansion
envisaged by the alliance.

IBM to contribute towards a smart city project in Spain
IBM, through its subsidiary INSA, will help the city of Madrid
in providing citizens more efficient environmental services
like communication with citizens, anticipation of issues and
coordination resources, to operate more effectively. This is
the largest environmental services management project in
Spain and will improve city life of three million citizens in
Madrid. The estimated value of the contract is 14.7 million
Euros and it will use Big Data and analytics to transform
Madrids supplier management model, allowing the city to
manage and pay each service provider based on service
levels, in an effort to improve the management of public
services such as street management, lighting, irrigation,
trees and green spaces, cleaning and garbage and waste

RFaxis, GreenPeak Technologies team up for IoT initiatives


RFaxis, a leading fabless semi-conductor maker of RF solutions,
will partner with GreenPeak Technologies, the industrys leading

Internet of Things (IoT), focussing on home automation and

DoE announces $4 billion for projects in renewable energy
The US Department of Energy (DoE) recently announced that it
has up to $4 billion in loan guarantees available for innovative
renewable energy and energy efficiency projects located in the
US. The five key technology areas include advanced grid
integration and storage, drop-in biofuels, waste-to-energy,
enhancement of existing facilities, including micro-hydro or
hydro updates to existing non-powered dams, and efficiency

Grid-scale storage system offered by UniEnergy
UniEnergyTecnhologies (UET), manufacturer of large-scale
energy storage systems, recently announced the availability of
its Uni.System grid-scale energy storage system. The system is
factory-integrated, modular and is comprised of five 20
containers that require only a concrete pad and interconnection
to provide power. Furthermore, it is rugged, versatile and built
for enhanced reliability and minimised maintenance.

Princeton Power to deploy fast EV chargers in Los Angeles
Air Force Base
Princeton Power Systems, Inc., a leader in global design and
manufacturing of technology products and embedded software
for energy management, microgrid operations, and electric
vehicle charging, will install fast EV chargers at the Los Angeles
Air Force Base (LAAFB). Thirteen charging stations will be
deployed using bi-directional multiport inverters developed by
Princeton Power. LAAFB will be the Department of Defences
first deployment of bidirectional DC fast charging.

USTDA releases RfP for appointment of Consultant
for Smart Grid Test Bed at CPRI, Bangalore, India

Smart Grid Pilot project for Indiranagar, Bangalore by


BESCOM

The U.S. Trade and Development Agency (USTDA) has provided


a grant of US$ 692,000 to the Central Power Research Institute
(CPRI) to support the preparation of a detailed planning and
procurement document for the implementation of a Smart Grid
Test Bed at the institute's main campus. The test bed, which will
consist of an integrated Interoperability Laboratory and Smart
Grid Technology Demonstration Center, will allow CPRI to
research and perform controlled evaluations of integrated Smart
Grid Technologies. Smart Grid Technologies selected for
research and demonstration are sub-station automation, load
management, smart meters (communications and data
standards such as the 'Green Button'), cyber security network
sensing, energy management, renewables integration and
applications for plug-in hybrid electric vehicles (PHEV). When
implemented, manufacturers, utilities, service providers and
academics would use the Smart Grid Test Bed and related
facilities for various testing, certification and training activities.
This assistance intends to facilitate the adoption of Smart Grid
pilot projects as well as the full-scale deployment of Smart Grid
technologies in India. Technical proposals were solicited from
interested and qualified firms in March 2014. 9 bids were
received by CPRI that are currently under evaluation. The
contract should be awarded in June/July 2014.

Bangalore Electricity Supply Company Limited (BESCOM), is


implementing a Smart Grid Pilot Project for Indiranagar,
Bangalore, with a consumer base of 63,058. It includes 3
components - Advance Metering Infrastructure; Peak Load
Management and Solar Rooftop PV Systems (RTPV). Under this
project, Smart Meters and Communication Systems will be
installed for about 20,000 consumers. IT Infrastructure
consisting of servers, MDAS, MDAM and PLM software etc. will
be installed in the control centre for data collection, storage and
analysis. Around 5,000 Rooftop Systems are planned to be
installed in Indiranagar and will be integrated with the distribution
system using Net Metering. PGCIL has been appointed as the
consultant for implementation of this project. BESCOM has
formed a 4-member Experts Committee that will be chaired by
the MD of BESCOM, Mr Pankaj Kumar Pandey. Other members
of this committee include Reji Kumar Pillai, ISGF President, Retd.
Prof. HP Khincha, IISc Bangalore and Prof. SA Khaparde from IIT
Bombay.

Odisha Smart Grid projects to be awarded soon


The Odisha Government has announced a Smart Grid power
network (Disaster Resilient Power Strengthening System), for
the cyclone prone Ganjam district in Orissa, with 60% funding

from ADB. This project involves implementation of the latest


technology in the power supply system and enables it to
withstand very high-speed cyclones, with wind speed of upto
350-kmph. Under the scheme, the power supply would be
made through underground and over ground cables and gas
insulated sub-stations with full automation and control.
Consumers would be alerted of power cuts through SMS etc.
The project is divided into 2 packages: Package-I deals with
132 kV Sub-Station works and Package-II deals with 33 kV
Sub-Station works, 11kV and LT Network works. The tender
was floated on February 28 and March 3 respectively. The
project is likely to be awarded by end of June 2014.

Chhatrapur Smart Grid Pilot Project


A Smart Grid pilot project covering 5800+ consumers is being
taken up with State Government funding at Chhatrapur in
Odisha. The DPR prepared by M/s PRDC Bangalore, is
presently under review by the Odisha Smart Grid Steering
Committee.

Roadmap underway for CESC


A Smart Grid Roadmap for the Calcutta Electric Supply
Corporation Limited (CESC) is being prepared by Tetra Tech
and ESTA International, Inc under a USTDA grant. The
consultants working closely with CESC experts have
performed a detailed review of the CESC system and made
recommendations for further reliability and power quality
improvements, SCADA/DMS/EMS enhancements,
communications infrastructure for AMI and Distribution

Automation, smart metering and AMI, Enterprise Application


Integration and a Pilot Project. The aim is to develop
requirements and specifications, to help address a range of
electrical grid improvements and smart grid investments,
including the integration of smart meters and automated meter
reading into CESC's distribution system. The CESC team
visited several US smart grid projects in May 2014.

Tata Power Delhi Distribution Limited (TPDDL)


TPDDL has successfully implemented the country's first large
scale ADR and AMI project, which has connected 165
commercial and industrial customers. 6 ADR events were
carried out in May and June 2014 with 7MVA of Demand
Response curtailment achieved This project has successfully
demonstrated Demand Response in an automated way, with
Smart Meters and AMI including integration with: the Head End
System (HES), Meter Data Management System (MDMS), SAP
etc. The integration has been done using an Enterprise Service
Bus (ESB) and Sub GHz RF and 3G Communications technology
have been deployed.

Battery Energy Storage demonstration projects


Power Grid Corporation of India Ltd has floated a tender for 3
demonstration projects on grid connected battery energy
storage. The technologies specified are: (i) Lithium Iron Batteries;
(ii) Advanced Lead Acid Batteries; and (iii) Flow Batteries or
Sodium Sulphur Batteries. The capacity envisaged is 500kW &
250 kWH. Pre-bid conference was held on July 25, 2014. Last
date of submission of bids is August 26, 2014.

Smart Grid Capacity Building Initiatives by ISGF


Workshop on Cyber Security for Power Systems
India Smart Grid Forum (ISGF), in association with National Critical Information Infrastructure Protection Centre (NCIIPC),
Central Board of Irrigation and Power (CBIP) and VJTI, Mumbai, conducted a workshop on Cyber Security for Power
Systems from August 7 to 9, 2014, in New Delhi. The faculty for this workshop included experts from the Government,
ISGF Member Organisations and leading R&D organisations in India.
This workshop, the second in a series, aimed at providing training in the field of cyber security for power system
professionals. The topics included Smart Grid Pilot Projects, Cyber Security for Critical Infrastructure, Threats and Attacks
on Smart Grids, Cyber Security Framework for Smart Grids (Design and Implementation), Smart Grid Communications,
Network and Information Security, Building Cyber Attack Resilience, Cyber Security Audit and Assessment, and ISGFNCIIPC Cyber Security Assessment Project for the Indian Power sector. Over 40 delegates from Utilities (Generation,
Transmission and Distribution), Industry, Academia and R&D organisations from India and overseas attended the
workshop.
While the inaugural workshop was held in January 2014 in Mumbai, the third workshop will be held in Bangalore in
October 2014.

Introduction: With the increasing demands for stable,


reliable and un-interrupted power supply, utilities all over
the country are adopting Smart Grid technologies.
However, the technology is just one piece of the puzzle.
Success of Smart Grid squarely depends on smart and
knowledgeable engineers who operate the new
systems. India Smart Grid Forum (ISGF) has developed a
unique and first-of-a-kind course on Smart Grids. At a
broad level the objective is to raise interest and
awareness about the inevitable advancement of today's
grids towards Smart Grids. This course not only covers
the foundations of the Smart Grids but also adds a
practical flavor by going into the details of core
challenges that need to be addressed on various
dimensions of it.

Introduction: The Smart Grid market is set to cross


$170B in 2014 globally. This represents a multi-billion
dollar opportunity which is going to require hundreds of
thousands of smart grid professionals.

The course will be self-contained with presentations and


accompanying detailed lecture notes. This initiative was
taken up by ISGF upon multiple requests from various
utility heads, concerned about knowledge gap among
the workforce in a fast changing Smart Grid industry.

Smart Grid Boot Camp is ISGFs flagship program for


student outreach and awareness. It is designed as a one
day workshop to comprehensively cover Smart Grid
technologies and industry trends. As a participant, you
will learn about the what and how of Smart Grids
and discover opportunities to ride this technological
wave in the power sector globally. This program is a panIndia initiative, starting with the city of Pune and will

What are Microgrids?
A local grid with integrated energy system that intelligently
manages interconnected loads and distributed energy
resources and is capable of operating in parallel with, or
independently, from the existing utilitys grid.
The generation and distribution of power can be operated in
island mode or grid connected mode.

SMART GRID Gyan on Microgrids


Generates Revenue: Consumers and businesses can act as
prosumers (producers + consumers) and supply to the grid in
return for payments from the utility company. Microgrids
enable peak shaving and peak load shifting by participating in
demand response and dynamic pricing programs that save
the main grid from over-loading. In the future microgrids can
also offer balancing support for variable RE sources through
voltage support, capacity support, and spinning reserve etc.
These smart microgrids also set the stage for additional
consumer revenues from distributed power generation, plugin electric vehicles and carbon credits.
Sustainability: Distributed generation based microgrids are
an ideal source of power for far flung areas where the main
grid cannot reach. In these cases the microgrid model is
sustainable and can be replicated to supply power to large
sections of people spread across various regions.

Microgrids can customize local energy demand curve for a


particular area by integrating conventional power supply with
locally installed distributed generation viz. solar, wind,
biomass, waste to energy etc. As a result, they reduce load
on main grid, encourage distributed power generation, allow
for islanding from main grid which in turn lead to grid
independence and offer a reliable and un-interrupted source
of energy to the users connected to the microgrid.
What are the driving factors for Microgrids?
Efficiency: Microgrid has the ability to operate, command
and control the system assets generation, storage, loads
etc. through a smart microgrid controller that monitors and
manages the entire system. This minimizes theft and since
power is being consumed close to where it is generated, the
system has less losses.
Reliability: Microgrids can be customized for a fixed territory,
which allows the system to be more reliable than the main
grid that is designed for large territories and a diverse
customer base. Microgrids can disconnect from the main grid
when outages occur and continue to provide un-interrupted
power to the customers.
Energy Security: Microgrids ensure supply for the must-run
critical loads using locally available generation and storage
and can meet peak demands more quickly. Even if the main
grid fails, microgrid can shut itself off from the main grid
(islanding) making it less vulnerable to outside attacks.
Economic Savings: It enables hedging against energy cost
fluctuations, reduction of cost of electricity and effective
energy management with higher control and monitoring of
connected loads.

Cyber Security: As the dependence on modern


communication technology increases (wireless, cloud
computing, etc.), power systems are vulnerable to cyberattacks and hackers. In some specific customer segments,
such as the military and research labs, there is significant
value in a secure network. Microgrids are an ideal solution for
these kinds of applications that offers the option to island
from the main grid in case of a grid threat.
What are the main components of a Microgrid?
Master Controller: It matches the load with generation in
both cases- isolated and grid connected mode. It optimizes
integration, dispatching and control of DER and loads.
Controller manages frequency and voltage to maintain the
reliability of power supply. When a fault occurs in the system,
controller can recognize it and provide real-time response to
the system.
When renewable energy power output is low (cloudy or low
wind day) or when the main grid faces a blackout/brownout,
the microgrid controller can send messages to the loads to
reduce their electricity usage. When unusually high electricity

DER: Distributed Energy Resources (DER) provide on-site


generation for electricity consumers. Microgrid not only
allow DERs to operate as dispatchable assets to provide
power to the microgrid when appropriate, but also to
aggregate several DERs and energy storage devices to
optimize their use on behalf of the electricity users. When
one DER goes down, the microgrid can reduce energy usage
in other locations and utilize other DERs to adjust for the
electricity generation capacity loss.

AMI: AMI (Advanced Metering Infrastructure) is the


collective term to describe the whole infrastructure from
Smart Meter to two way-communication network to control
center equipment and all the applications that enable the
gathering and transfer of energy usage information in near
real-time. AMI makes two-way communications with

What are the business opportunities in Microgrids?

Smart Grid Vision and Roadmap for India envisions 1000


microgrids by 2017; 10,000 microgrids by 2022 and 20,000
microgrids by 2027. A National Mission for Smart Grids is
soon to be released that would serve as the implementation
body of these projects.

Utilities are always concerned about blackouts and grid


failures. Corporates want secure and reliable power. At the
same time energy consumers have become more concerned
about the quality of their supply. Blackouts and power cuts
and costly nature of diesel sets have driven consumers,
especially industrial consumers and specific communities to
look for alternate sources of power. 79 million households in
India that have no access to electricity are willing to pay
reasonable cost of electricity as all other alternate means are
more expensive than electricity supplied from a grid. The
aspirations of the people in such inaccessible and far flung
areas has also increased. Simple need to charge a cell phone
which has become a source of income generation for many
from these areas has driven them to walk several kilometers
to the nearest village to charge their cell phones. Providing
them a source of power that utilizes locally available sources
of generation is an endeavor towards this.

The World Bank is in the process of rolling out


implementation of microgrids in 7 districts in Uttar Pradesh.
With solar energy being an abundant resource in most parts
of our country and the sharp decline in cost of solar PV
technology in recent years, community level Solar PV
microgrids can be a viable option to achieve the power for all
goal. JNNSM is also taking steps in setting up solar PV minigrids. Microgrids are the way forward towards energy
independence and security.
