INTRODUCTION
TheSTATECHARTBOOKONWAGESFORPERSONALCAREAIDES,20032013,preparedbyPHI,providesinformationonthewagesreceived
byPersonalCareAides(PCAs)inall50states,theDistrictofColumbiaandthenationoveradecadelongperiod.
ThisupdatedresourceprovidesastatebystatelookattrendsinwagesforPCAs,thesecondfastestgrowingoccupationinthecountry,
andakeyjobtitlewithinthedirectcareworkforce.Preparedasaresourceguideonwagesforadvocatesandpolicymakersconcernedwith
thedirectcareworkforce,thedataunderscoretheproblemoflowwagesforPCAs,factorswhichcontributetoworkforceinstabilityand
nearpovertyincomesforthishighdemandworkforce.
OrganizationofChartBook.The50statepages(plustheDistrictofColumbia)presentbothnominalandrealmedianwages(in2013dollars)
forPCAsovertheperiod2003to2013.Atimeseriesgraphanalysisofwagesineachstateisprovided,allowingforcomparisons oftrendsin
nominalandrealwages.TwotablescomparingstatewagesareprovidedatthebeginningoftheChartBook,followedbyanational summary
page.Technicalnotescanbefoundattheendofthepublication.
DataSources.ThenominalwagedataisfromtheBureauofLaborStatistics(BLS)attheUSDepartmentofLabor;theBLSsregionalCPIs
(CurrentPriceIndex)areusedtoadjustnominalwagesforinflationusing2013dollars.Cautionshouldbeusedininterpretingstatewage
datathatshowsignificantyeartoyearvariationsincetheunderlyingwageestimatesmayshowhighmeansquareerrors.Federalpoverty
levelmeanwagesforvariouspercentagemultiplesofthefederalpovertyguidelinesforasinglepersonhouseholdandathreeperson
householdwerecalculatedfromtheguidelinesissuedbytheU.S.DepartmentofHealthandHumanServices.Formoreinformation,seethe
TechnicalNotesattheendoftheChartBook.

HIGHLIGHTS
In2013,thenationalmedianwageforPersonalCareAides(PCAs)was$9.67,essentiallyunchangedfromtheprioryear.PCAwages
declinedin15statesandtheDistrictofColumbia.
Overtheperiod2003to2013,nationalmedianwagesforPCAsincreasedby22%oranaverageof2.2%peryear,from$7.91to$9.67.
However,afteradjustingforinflation,realwagesfortheseaidesdecreasedbynearly5%.
In2013,nominalmedianwageswithinthecontinentalU.S.rangedfrom$8.44inMississippito$13.42inNorthDakota.
Overthe10yearperiod,37statesandtheDistrictofColumbiashowedadeclineinrealmedianwagesforPCAs.Ninestatessawreal
wagesfallby10%ormore.RhodeIslandsawrealwagesfallby26.7%.
Only13statesshowedanincreaseinrealmedianwagesreceivedbyPCAsovertheperiod,indicatingthatthesewageskept up with
inflation.Onlysevenstatesreportedanincreaseof5%ormoresuggestingtheslowprogressthatstatesgenerallyhavemadeinimprovingthe
competitivenessofPCAwagesinlowwagelabormarkets.Thisisadramaticchangefortheworseinthetenyearsbetween1999and2009
PCAwagesin34stateswerekeepingupwithinflation.
In2013,nostatereportedaPCAwageabove250%oftheFederalPovertyLevelwageforasingleindividual($14.03),alevel thatinmany
statesapproximatesaneconomicallyselfsufficientwageforasingleindividualbutonethatlikelyisinsufficientforanadultwithdependent
children.
Inmorethan90%ofstates(46),medianhourlywagesforPCAswerebelow200%oftheFederalPovertyLinewageforindividualsinone
personhouseholdsworkingfulltime.Sincethe200%povertylevelislowenoughtoqualifyhouseholdsformanystateandfederal assistance
programs,thismeansthatinthesestatesmostPCAs,certainlythosewhoworkparttimeandhavechildren,areearningnearpovertylevel
wages.Infact,18statesreportedwagesbelow100%oftheFPLwageforathreepersonhousehold.

dividedby2,080hours,thestandardannualnumberoffulltimeworkhours,toarriveatthemeanhourlywagesyieldingthevariousfederal
povertywagethresholds.Thesamewasdoneforthepercentagemultiplesoftheguidelinesforathreepersonhousehold.
PersonalCareAidesrefertoBLSStandardOccupationalCode(SOC):399021.ThisoccupationisdefinedasthosewhoAssistelderlyor
disabledadultswithdailylivingactivitiesattheperson'shomeorinadaytimenonresidentialfacility.Dutiesperformedataplaceof
residencemayincludekeepinghouse(makingbeds,doinglaundry,washingdishes)andpreparingmeals.Mayprovidemealsandsupervised
activitiesatnonresidentialcarefacilities.Mayadvisefamilies,theelderly,anddisabledonsuchthingsasnutrition,cleanliness,and
householdutilities.
TheOESsurvey,fromwhichthemedianhourlywagesaretaken,isasemiannualmailsurveyofemployers,selectedfromthelistofnonfarm
establishmentsmaintainedbyStateWorkforceAgencies(SWAs)forunemploymentinsurancepurposes.TheOESsurveycoversallfulltime
andparttimewageandsalaryworkersinnonfarmindustries.Thesurveydoesnotcovertheselfemployed,householdworkers,or unpaid
familyworkers,whichleadstotheexclusionofmanyindividualswhoparticipateintheworkforceasPersonalCareAides.
TheOESsurveymethodologyisdesignedtocreatedetailedcrosssectionalemploymentandwageestimates,andingeneral,theBLS doesnot
useorencouragetheuseofOESdatafortimeseriesanalysisduetoperiodicchangesintheoccupationalclassifications,changesintheway
dataarecollected,changesinthesurveyreferenceperiod,andchangesinwageestimationmethods.However,thelimitationsdescribeddo
notsignificantlyaffecttheoccupationsunderconsiderationforthisanalysis,andthereforeatimeseriesanalysisofwages is provided.
TheOESestimatedhourlywagedataisbasedonapoolingofsixsemiannualpanelsforthreeconsecutiveyears.Thus,theresultingestimates
constituteaconservativemovingaveragecalculatedfromapooledsample,ratherthanonewagereportedataspecifictimeof theyear.
However,inspiteofestimatingwagesfrommorethanoneyear'sdatatoreducesamplingerror,somestatedatashowsignificantvariation
whichmaybeattributabletohighmeansquareerrors.Therefore,cautionshouldbeused,sincetheseestimatesmaybeatvariancewith
