WHEREAS, Article Il of Department of Bavisonment and Natural Resources (DENR)
Administrative Order No, 90, series of 2003, provides for “strengthening. the
Implementation of the Phiippine Eavionmental Impact Statement (£19) system”
‘under Presidential Deere No, 15863,
WHEREAS, DENR Memorandum Circular No, 2010-14 provides for “standardization of
sequirements in the implementation ofthe EIS system
WHEREAS, Section 2.1 and Annex 2-18 to Annex 2-Ic of the Revised Procedural
Manual fot DAO 2003-0 covered by EME Memorandum Circular No. 2007-002
provides guidelines on “Sereening for coverage and other application requirements
Under the Philppane EIS system",
WHEREAS, there is s need to amend/update the aforementioned guidelines to cover
[ctivities oF undertakings, which based on EMEVs experience need tobe included,
NOW, THEREFORE, this Olfice with the end in view of achieving the foregoing

Category A, but which are kewise deemed to sgniicantlyaflet the quality of
the envizonment by vitue of being lated in an Environmentally Critical Area

Section 2. Standardized Requirements
2A All ECC applications shall be accompanied by an Environmental Impact
[ssesament ELA) Report inthe form of an Environmental Impact Statement (E13)
{an Initial Environmental Examination (ISE) Checklist Report, an Environmental
Perormance Report and Management Pian (EPRMP), Programmatic EIS or
Programmatic EPRMP.
2.2 Certificate of Non-Coverage (CNC) applications shall be accompanied by a pro-
forma project description se prescribed in Annex Cof the attached guidelines

24 Proponents of Category D projects shal not be required to submit any document
to the EMB.. Propments of these projects may, however, sil opt to secure 8

Section 3, Repealing Clause
‘All provisions inthe MC 2007-002 or the Revised Procedural Manual of DAO 2003-30
