Re: Controlled Demolition of northernmost building located at 3988 North Central Expressway, Dallas,
Texas formerly occupied by ACS/Xerox (the “Building’)
Dear Neighbor:
We are writing to you on behalf of Trammell Crow Company, the owner of the Building, and the
developer of the future retail center.
In accordance with federal, state, and local regulations, we have completed our preparation of the
Building for demolition, and a building implosion will take place on Sunday February 1, 2015, at
approximately 8 am (subject to weather conditions). Carroll Avenue from the Central Expressway
access road to Coles Manor Place will be closed for a period of time on Sunday morning. Both
directions of North Central Expressway and the access roads will also close for the event. We are
working with both the City of Dallas and Texas Department of Transportation to plan for this event.
‘There is no risk whatsoever to people or property; however, there will be a loud, albeit brief, series of
explosions and noise as the building collapses, as well as a temporary dust cloud in the immediate
vicinity, The implosion will take less than twenty (20) seconds, and full removal of the imploded
structure will take three to four weeks. Attached is a list of frequently asked questions about the
process for your review.
‘As an added precaution, you should close your windows and outside vents, and turn off your
heating/air conditioning for a period of thirty (30) minutes following the implosion. We also recommend
that you bring your pets indoors with you during the implosion and for a period of thirty (30) minutes
thereafter.

developing a great project that will be a benefit to the neighborhoods it will serve and the City of
Dallas.

What is an implosion?
The explosive felling or “implosion” of a structure is the elimination or modification of
vertical supports to allow gravity to bring the structure to grade in a controlled fashion.
Small quantities of explosives are used in specific locations within the structure to not
only ensure its complete collapse, but to modify the velocity of structural failure to
incline the building away from adjacent roads and properties for reasons of safety.
When will the implosion take place?
The implosion is currently scheduled for Sunday, February 1, 2015, as soon after 8 am as
security and weather conditions permit.
How loud will it be?
All explosives charges are placed within boreholes drilled into reinforced concrete
columns in the lower four (4) floors of the structure. The noise level as measured at
adjacent properties will be similar to or less than a thunderstorm overhead and well
within regulatory limits for construction-related noise thresholds.
How long will it take?
The actual implosion will take less than 20 seconds to bring the structure down to within
reach of the heavy equipment which Lindamood Demolition will use for debris removal
The post-implosion debris removal is expected to take 3-4 weeks.
What streets will close the day of the implosion?
Carroll Avenue, from the Central Expressway access road to Coles Manor Place will be
closed for a period of time on Sunday morning. Both directions of North Central
Expressway and the access roads will close. While street closures should be fairly limited
in time, the actual duration of the closures will be determined by local and state
transportation authorities based on their experience with traffic control needs in that
area on a Sunday morning. Following the implosion, streets will be cleaned and
reopened in the sequence requested by the local and state transportation authorities.
Page 1 of 3Will homes and properties be safe from damage?
Yes. The noise level and vibration created by the implosion of the structure will be well
below those thresholds recommended by local authorities and recognized national
standards. An independent, third-party engineering firm will be performing a
photographic pre-demolition survey of adjacent structures, streets and similar
improvements. That firm will monitor the implosion to record noise and vibration levels
generated to confirm compliance with regulatory requirements and will perform a post-
implosion survey of those same improvements.
Will homes shake or move during the implosion?
No. Given the relatively light construction of the structure being felled, the implosion
design (which will regulate the amount of debris arriving at ground level at any point
during the implosion) and the ground conditions beneath the structure being imploded,
the low vibration levels created by the controlled felling of the structure will have no
adverse impact on adjacent properties.
If properties experience dusting, is there any risk of asbestos or other hazardous
materials?
No. The building has been remediated in accordance with all applicable city, state, and
local laws. In other words, any asbestos and other controlled materials will have been
removed from the structure prior to the implosion.
Should | close my windows and/or vents?
Dust is an unpreventable byproduct of any type of demolition operation. One of the
reasons implosion has been selected for this particular structure is that the dust can be
anticipated, precautions can be taken to avoid problems with same
You should close your windows and turn off any fans which bring air into your structure
prior to the implosion and leave everything turned off until there is no longer any dust
suspended in the air. Following the implosion, you'll want to check to be sure dust hasn’t
collected on the louvers of any air intakes, so that when you turn the fans back on, that
dust isn’t drawn into your property. Should your property receive an exterior “dusting”
due to winds prevailing at the time of the implosion, that dust can easily be removed with
a spray from your garden hose or the by the first rainfall after the implosion.

You should bring your pets indoors with you during the implosion, just as you might if
there were a thunderstorm. Don’t take your pets back outside until the dust has settled.
Where can | go to view the implosion?
The public can view the implosion anywhere outside the Exclusion Zone - that area which
has been closed for security purposes by regulatory authorities. That Exclusion Zone will
be defined following additional meetings with local authorities.
The Developer and the Contractor are working with the City of Dallas and all involved
local, state and federal agencies to ensure the safety of the implosion operation and to
minimize the impact on the surrounding community.
