US company First Solar has emerged as the lowest bidder in the 500 MW solar tender of Andhra
Pradesh, quoting Rs. 5.25 a kWhr for 40 MW and Rs. 5.35 a kWhr for another 40 MW.
First Solar is mainly a module manufacturer it is the worlds largest Cadmium Telluride based
thin-film modules producer. The company also owns solar power plants all over the world, but
mostly in the US. It is0 also among the leading module suppliers to solar project developers in
India, catering from its plant in Malaysia.
In India, First Solar recently announced the setting up of a 45 MW solar plant in Andhra Pradesh.
And now, it has emerged the lowest bidder in the state government tender.
The second highest bidder in the auctions was Acme Power, a company financially backed by
Electricite de France. Acme quoted Rs. 5.63 a unit. Acme is the largest solar power plant owner in
India, with a capacity of 422 MW.
Andhra Pradesh has emerged as the most happening place for solar in India, with the government
announcing 1,000 MW of projects, as part of its 15,000 MW by 2019 ambition. Part of the 1,000
MW will be put up by the public sector power major, NTPC Ltd.

Procedure for Applying REC accredition
PROCEDURE FOR APPLYING FOR REC ACCREDITATION:
Procedure to be followed by RE generators while applying for Accreditation from APSLDC :
A) Log on to www.recregistryindia.in and enter the details of RE generator including the land
registration / lease details, etc as per the CERC guidelines dated 09-11- 2010.
B) Take print out of Acknowledgement; sign on each paper and submit along with application.
C) Sign the declaration form & strike-off the non-applicable paragraphs for claiming eligibility and also fill
the details of possession of land.
D) Submit the Application (hard copy) along with following documents to the Chief Engineer, APSLDC,
Vidyutsoudha, Hyderabad.

i) Undertaking of availability of land in possession for setting up generating station or Certified copy of
the Registered lease/Sale Deed.
ii)

Power Evacuation Arrangement permission letter from the host state Transmission utility or the

concerned Distribution Licensee.


iii) Confirmation of Metering Arrangement and Metering location with single line diagram.
iv) Enclose ABT Meter Type, Manufacturer, Model, Serial Number, class and Accuracy etc. for Gross
Energy Consumption, Auxiliary consumption and self- consumption (for CPPs).
v) Documentary evidence for Date of Commissioning of RE project for existing eligible RE project or
proposed date of Commissioning for new RE project for accreditation.
vi) Undertaking regarding Off-take/Power Purchase Agreement. Documentary evidence in case the
generator is a Captive Power Plant.

vii)

Proposed Model and Make for critical equipment (say WTG, STG, PVModule) for the RE project.

Confirmation of compliance of critical equipment with relevant applicable IEC or CEA standards.
viii)

Undertaking for compliance with the usage of fossil fuel criteria as specified by MNRE.

ix) Demand Draft towards application processing fees.


x)

Demonstrate Compliance with the Eligibility conditions as prescribed by MNRE/Competent Authority.

xi) Enclose connectivity Diagram/Single Line Diagram of the station clearly identifying the units to be
considered for Accreditation and showing the Metering Arrangement.
xii) Attach the copy of clearances/Approvals.

b) Environment Clearance Certificate from AP pollution control board, Hyderabad(if applicable).

Boiler Certificate from AP boiler inspection department, Hyderabad (if applicable).

d)

Contract labour license from AP labour department.

e)

Fire safety certificate from AP fire department(if applicable).

f)

Latest tax receipt from the Municipal/Gram panchayat for the factory land(if applicable).

Auditor compliance certificate regarding fossil fuel utilization.

Clearance from forest department(if applicable).

Enclose Memorandum of Association & Articles of Association of a company and Certificate of

Incorporation, in case of Pvt Ltd company/ Certificate of incorporation & certificate of Business
commencement, in case of public Ltd company.
xiv) Appointment of Statutory Auditor.
xv) Details of pending court cases, if any, with Honble APERC, Honble Supreme Court of India, Honble
High Court of A.P. or any other Court.
xvi) Any other related documents as requested by APSLDC.

E) Fee particulars for processing of Accreditation:


i)

The application for accreditation of RE Generation Projects shall be accompanied by a non-

refundable one-time Accreditation Processing Fees at the rate of Rs.5618 /- per application (including
service tax
at 12.36 %).

Other Information:
First and Foremost the Following works have to be completed as detailed in steps

1) Open/ Form a Registered firm / Private limited company in Andhra Pradesham . Example Say King
Varun Energy & Power Group Pvt. Ltd.
2) Open a current account with the company details in State Bank of India - Industrial Finance Branch
3) Register for Small Scale Industry Registration certificate and get SSI - This takes 1-7 Days
4) Register with NSIC after getting SSI
5) Apply for Partnership with MNRE and get the Partnership Letter.www.mnre.gov.in/
6) Apply with APEDA - nedcap.gov.in

Draft a detailed project report and submit the same 1) copy to Bank 2) one copy to MNRE 3) one copy to
APEDA

A letter has to be sent to APEDA showing land on which Power Project has to be developed. If the Power
project is going to export electricity to Grid - On Grid Based system then it has to be near the 230 Volts/
440 Volts - to 11,000 KV, 33,000 KV sub station.

Keeping the project far away from Transmission station makes for Transmission loss and hence
consequent loss of revenue.

You will need to submit a project report to the AP state electricity transmission company and your
company has to sign a Power Purchase/ Sale Agreement ( PPA ) with them. So that you can sell power to
them and get the money - cost of electricity generated.

In India now PPA for Solar and Solar Thermal on going rate is 10 Rupees

for Wind Energy it is Rupees 5 /for Bio Mass it is Rupees 5.50/More details is there on MNRE website.

Now say you want to set up 100 - 500 Kilowatt station and your Budget is less than the following needs to
be done.

Apply with Margin Money of 15 Lakhs Rupees in your current account and with your project report in
bank. Bank under CGTMSE scheme can give a Collateral free Loan of up to 70 Lakhs as Term Loan and
20 Lakhs as Working Capital.

In stage 2 You can show this money as Equity and IREDA can give you 70% Loan - This IREDA loan
need to be applied and obtained in case you are wanting to go for a Bigger Project. - this is for a project of
Rs. 3 - 5 Crores or more.

Once Money is obtained then Machinery selection and Implementation begins.

If you are not very careful with Machinery selection and implementation you can ruin your project UTMOST care is required at this stage. Expert Guidance is advised.
