A BILL TO BE ENTITLED

Langones Law
13PURPOSE SECTION
14 FOR the purpose of illegalizing every single form of gambling on sports, and
15fixing every loophole that makes certain cites like FanDuel still legal.
16PREAMBLE
17WHEREAS, approximately 6 and a half million Americans have a gambling problem;
18and,
19WHEREAS, 15 million American citizens are at risk of becoming addicted; and,
20WHEREAS, 15% of American citizens gamble at least once a week; and,
21WHEREAS, 6% of American college students have a gambling problem; and,
22WHEREAS, the average debt of a addicted gambler is between fifty five thousand dollars
23and ninety thousand dollars; and,
24WHEREAS, around 1 in 5 addicted gamblers attempt suicide; and,
25WHEREAS, more than 40% of addicted gamblers file for bankruptcy; and,
26WHEREAS, FanDuel makes roughly 2 million dollars per week; and,
27THEREFORE BE IT ENACTED BY THE CONGRESS of THE UNITED STATES OF
28AMERICA that fantasy sports gambling websites will not be able to keep the gambling
29portion of their sites.

31Section 1 - ENACTMENT CLAUSE
321a. Fantasy sports gambling websites such as FanDuel will be outlawed and games of
33skill online will no longer be able to be bet on. It is currently illegal to bet on the outcome
34of sports games in forty-six states, and New Jersey and Illinois are currently trying to
35make it legal in their states. But, websites like FanDuel have found a loophole in the law.

36It is currently legal to bet on games of skill in the United States, and FanDuel says that
37their fantasy sports qualify as games of skill. It is therefor now illegal to bet on games of
38skill in the United States.

401b. Games of skill: physical games or videogames that take physical skill and talent to
41play and be good at. This will mean that this bill is outlawing betting on videogames as
42well.

441c. Realizing that outlawing betting on games of skill destroys many businesses; these
45websites will not be completely shut down. This law only makes it illegal to bet on games
46of skill and it doesnt specifically outlaw just FanDuel and other sites like it such as
47StarStreet and DraftKings. As long as these sites abolish the gambling portion of these
48websites, they will be allowed to keep their sites up and running on the Internet. For other
49websites that have gambling aspects of their site where they provide games of skill, they
50will be allowed to keep them as well, as long as they get rid of the gambling portion. This
51is how this law will not destroy the business that is games of skill.

531d. The reason that this law is important is because these sites are a gateway into a dark,
54downhill spiral that is gambling addiction. As you can see from the preamble, gambling
55addiction can cause many problems and has many consequences. As the nations
56government, one of our jobs is to keep our citizens safe. What these sites do is give an
57uneducated person a fun start and something that they have fun with. But then, as they get
58more competitive, they move on to more casino games such as poker and blackjack. After
59a while, the rush of winning and the adrenaline starts pumping and all of a sudden, you

60lost fifty thousand dollars and are filing for bankruptcy. This is what this law can prevent
61if it goes through.
62Section 2 - ENFORCEMENT
63The group responsible for enforcing this law and will oversee the law is the Gaming
64Control Board or GCB for short. The Gaming Control Board is a government ran
65organization that controls all types of gambling in the United States. Langones law will
66not need any type of funding. As penalty, any website that violates this law and keeps the
67gambling portion of their website online, their site will be permanently shut down. Also,
68the CEO or founder of the website will be faced with a substantial amount of jail time in
69a federal prison.

71Section 3 - CLOSING SECTION
72If passed, Langones law will take effect the first day of January the following year.

74SECTION 4. All laws in conflict with this legislation are hereby declared null and void.
