To temporarily allow the use of the Group Policy snap-in, use the following step
s:
1.Start Registry Editor (Regedt32.exe).
2.Locate the following registry key:
HKEY_CURRENT_USER\Software\Policies\Microsoft\MMC
3.Locate the RestrictToPermittedSnapins value and change it to 0.
4.Quit Registry Editor.
Try to start Group Policy Editor.
