Purpose
The purpose of this proposal is to address the issue of the lack of parking for students and staff at
Central Ohio Technical College (COTC) The objective is to create, in collaboration with COTC,
Newark, a tool box of parking management solutions that can be used throughout the college.
Six buildings make up COTC's Newark campus, accommodating classes for nearly three
thousand students. There is not nearly enough parking spaces to accommodate each driver, which
causes issues on campus.
Students, faculty and staff should not have to spend an inordinate amount of time finding a
parking spot. This time-sink has substantial negative impacts, not to mention the energy wasted,
productivity lost, and pollution created while driving around to find a space.
Parking is a frustrating endeavor for students, faculty and support staff. Drivers face a shortage
of parking spaces or are having to park at inconvenient distances from their destinations. The
result is that they end up parking illegally or are issued citations.
An effective parking and transportation management plan will not only bring viable solutions to
the colleges parking dilemma, but also help create a safer, more livable campus.

Plan of Action
A first response would be to build more parking lots or even a parking garage. Although that
would be great, its not currently feasible due to economics and space constraints. Below are
several more feasible options.

Parking Permit Fees


Student parking at Central Ohio Technical College Newark is currently free of
charge. All students must park between the white marked lines.
Charging a fee for parking could result in less congested parking lots. These fees
could include incentives to promote desirable behavior; for example, offering
subsidized parking for car and van pools, like the free-parking program for carpoolers at the University of Washington. This program reduced purchases of
single-occupancy-vehicle parking permits by 32 percent over the past decade.

Bike Riding
Riding a bike to campus might take a bit more effort, but it is economical and
great for both the body and environment. Providing bike shelters will encourage
more students to ride their bikes to campus rather than driving their cars. Also,
offering bike rentals to students may also encourage bike riding.

A lot of students are not staying on campus all day. They may just need to run into
the book store or may only have one class. Having two or three hour parking
meters outside the buildings would allow these students to park in a remote
location for a short period of time.

Desired Outcome
The desired outcome for this proposal is to ensure students are spending as much time as they
can learning rather than searching for a place to park their car. A good outcome from this
proposal would also include the following.

Provide for All Transportation Modes:

Support a balance of all modes of access; pedestrian, bicycle, and motorized


vehicles.

Institutionalize a bike renting program:


Establish a bike rental service that will allow students that live nearby to rent
bikes for the week.

Establish Customized Tools by Need:


Use of a toolbox with a variety of programs, policies, and initiatives customized
for the unique needs.

While focusing on todays needs, develop solutions that address future growth
needs as well.

Resources Needed
Parking Permits:
Central Ohio Technical College already provides parking permits to students. Since
each student driver will need to now purchase a permit, the Department of Public
Safety will need to provide adequate assistance to these students. This may involve
hiring a new staff member to work in this department.

There will need to be an approved spending limit for the salary of additional staffing.
There will also need to be an approved spending limit for more parking permit stickers
or tags.

Bike Riding:
There will need to be an approved spending limit set up to construct a new bike
shelter so people can safely store their bikes in all weather conditions. There are
several companies that provide this service in a wide range of pricing.

An approved spending limit will need to be set up to add specific lined bikeways
on the Central Ohio Technical College roadways.

Resources Needed Continued


Rental Bikes will need to be purchase therefore, funding for this will need to be
approved.

Parking Meters
An approved spending limit for Parking meter equipment will need to be set. This
equipment will include the actual meter as well as signs posting the paid meter.
In addition, campus security staff will need to monitor these parking areas.
Additional man hours will need to be funded.

The projects detailed in this proposal will have an upfront cost. The initial funding will
come from the Project Management office at Central Ohio Technical College. These
funds will include

Salary Funds
Rental Bikes
Bike Storage Shelters
Marked Bike Routes and Metered Parking
Parking permits
Meters
Once the parking permit program is set up, the revenue from cost of parking permits will
then fund any additional future cost. This will include maintenance, security, as well as
any other miscellaneous expense.

Conclusion
In conclusion, I feel that facilitating a parking management solutions would be of tremendous
benefit to the students and staff at Central Ohio Technical College in Newark Ohio. It would put

an end to the constant frustration of students and staff never being able to find a place to park
their motor vehicle. It would stop them from losing valuable instructional time because of the
shorten length of time this parking management solution will provide.
Thank you for considering making these valuable changes to the parking and transportation
management here at Central Ohio Technical College. I know that these changes will not only
provide a less congested parking lot, but also help create a safer, more livable campus overall.
