Sub:- Messing facilities in the Centralised Training Institutes
‘on the Railways - General Guidelines.
The question regarding issue of fresh guidelines on messing
facilities in the Centralised Training Institutes on the Railways has been
under consideration of the Ministry of Railways. A Committee was also
constituted by the Board to make recommendations in this behalf. After
considering the recommendations of the Committee, Board have taken
the following decisions:
4} The system of fixation of ceiling on expenditure and recovery
of messing charges from the probationers and in service
officers under-going training in the CTIs should be
discontinued.
5) The mess in the CTIs should function as a private
establishment, self-managed and self-financing. The plant &
machinery and equipment required by the mess in the CTIs
should be provided by the Adrainistration. While petty
repairs and contingencies costing upto Rs. 500/- per item
should be met from the mess fund, expenditure on repairs
and contingencies costing above Rs. 500/- per item should
be undertaken by the Administration. No charges towards

water, cess, rent and overheads should be recovered. These
may be considered as part of the infrastructure.
A subsidy of Rs. 200/- p.m. per probationer under-going
training shall be granted uniformally in all CTls,.inchiding
RSC, Vadodra towards establishment overheads. In the case
of in service officers, such a subsidy is not permissible since
they are in receipt of T.A. The element of establishment
overheads should be collected at the same rate from the in-
service officers.on proportionate basis for the duration of
their stay.in the CTIs.
All officers should pay the messing charges directly to the
mess before being relieved from the training courses. In the
case of in-service officers, 100% T.A. claim may be allowed.
‘The entire set up of staff should be engaged and managed by
contractor. No departmental staff such as Cooks, Bearers,
Cleaners etc. should be made available to the mess. IRICEN,
Pune and IRIEEN, Nasik in which a large and major
compiiment of staff, and IRIMEE, in which a portion of the
staff in the mess are departmental should review the present
systet and resort to contract leasing as in the case of other
CTs.
‘The departmental staff wherever engaged in the mess in the
CTis should be suitably re-deployed.
‘The management of the mess should be the responsibility of
the Mess Committee, which should consist of duly elected
probationers to the extent of 2/3" and the balance 1/3"
should be from the Faculty. The Head of the CTIs should
nominate the Faculty representatives.
Guest, charges should be fixed by each CTI on cost plus
basis.
A six-monthly Audit of the mess accounts should be ensured
through Associate Finance of the CTIs concerned and

suitable honorarium paid. The rates of the honorarium
should be worked out by RSC/Vadodara in consultation with
their associate Finance and applied uniformally in all CTls.
The mess should function on no-profit-no loss basis taken
on annual basis and profits, if any, left over should be
transferred to Railway earnings.
