Country: France

Committee: 6
Delegate: Sofia E. Delgado

Introduction:
It was not until 1970 when the revolutionary government of France used this term to refer to
anyone opposing them. Terrorist attacks have haunted the world from far back as 1800. Most attacks have
been carried out to eliminate a political figure that any extremist group finds dangerous to their cause.
Although most terrorist attacks have been unsuccessful because the target is not eliminated, unrelated,
innocent bystanders always form part of the death toll. September 2001, two hijacked planes crash into
the World Trade Center towers, causing fires and collapses, 2759 civilians died and 8700 were severely
harmed. March 2012, during a time period of eleven days a shooting attack was carried out in Toulouse
and Montauban, killing 5 innocent people and leaving 7 injured. January 2015, a tremendous shooting
was carried out at the Charlie Hebdo office, killing 20 civilians and injuring at least 20 more. These are
three of the many terrorist attacks which have been part of the world, our world. This is a problem
everyone should be concerned about, for if terrorist succeed in creating an ambient of fear among
civilians, the world can take a new drift of insecurity.

National Actions:
France is a target because they have sought to bring stability to North Africa and the Middle East
by defeating the radicals that have caused such confusion in those regions. Terrorism in France has gone
to the extend where Germans, Italians, British, Israelis, as well as Palestinians have walked arm-in-arm to
create peace against this issue. It has harmed the truths France has established towards freedom of speech,
as for numerous people have been injured and killed. In order to protect its country and citizens, France
has enforced its government army by recruiting more arms and weapons. The french government can
make ID checks at any moment for their civilians and have an information monitoring system. Security
has increased throughout the country and laws have been enforced for the better good of the people.

International Actions:
France has been part of the United Nations since the time it started, they were one of the founders
in 1945. They have sixteen peacekeeping operations and have established missions against terrorist
attacks. France proposed a United Nations Security Council resolution and has lead fights against
jihadism. It has contributed with more than 4,000 troops to the NATO mission in Afghanistan, in order to
maintain peace. To fight terrorism France looks for ways to manage it, rather than eliminate it completely.

Recommendations:
With an encouraged heart, we animate UN countries to support France in their fight against
terrorism. They have been open to immigration at all times, and have one of the biggest muslim and
islamic populations around Europe. Developing countries are attacked by extremist in a higher percentage
than would a first world country. The promises given to civilians by these groups become a hope for a life

changing event to come, but in the end takes away what is theirs; life and freedom. France asks for
support from other countries to end terrorism. Through a consolidation of years of tolerant intelligencegathering and police work to understand the terrorists modus oprendi, France can manage this issue. If
the french citizens are informed about this issue from a young age and are guided to the right path against
murder, France can manage terrorism. Without your help, attacks from these groups will keep going on,
civilians will be harmed, and no one will take notice.
One persons terrorist is another's freedom fighter.
