HC directs personal appearance of Additional Commissioner Income Tax

Court Friday directed personal
appearance of Additional
C o m m i s s i o n e r , I n c o m e Ta x
Department, Range -3, Srinagar, to
explain reasons for violating court
direction in transfer case of an officer. A
bench of Justice Yaqoob Mir passed the
directions on a contempt petition
directing the Additional
Commissioner, Income Tax to appear
in person on the next date of hearing on
January 28 to explain the reasons for
violating the court order. Earlier the
same bench had passed directions on a

service writ petition on December, 26,


2012 putting the transfer order of
petitioner, Muhammad Altaf Bhat,
Administrative Officer, Income Tax
Department, in abeyance after he had
approached the court to challenge the
order.
However, the Additional
Commissioner of Income Tax issued a
relieving order on December 31, 2012,
despite having been served with the
court order dated Dec 26, 2012. The
relieving order dated Dec 31, 2012 had
forced the petitioner to file the
contempt petition against the
respondents .Passing strictures against
the respondents, the court held, Orders

of the courts are meant for


implementation not for derogation.
Any person/authority whosoever and
of whatsoever level must know that to
play against the orders of court is to
play against the fire the court directed.
It said if any person or authority dares
to violate court orders, he must be ready
to face consequences. The court said
the order issued by the concerned
authority on December, 31, 2012 is
prima facie brazen violation of the
order, which the court passed on
December, 26, 2012.The court directed
the respondents to ensure that its order
dated December, 26, 2012 is

J&K Bank holds awareness camp in Srinagar, Uri


Srinagar : With a view to make the unemployed
rural youth aware about various avenues of selfemployment besides purpose and activities of Rural
Self Employment Training Institute (RSETI), J&K
Bank organised an awareness camp at Akhoon
Mohalla Shalimar here in association with Fisheries
Department (Dal Circle). A large number of rural
youth attended the camp. Speaking on the occasion,
Director RSETI Srinagar gave a detailed overview
about the RSETIs. She informed the participants
about vision, objectives, scope, trainings, selection
of candidates and activity wise training programmes
of the Institute. Inspector Fisheries Department
informed the participants about the role and
schemes of Fisheries Department. Also present on
the occasion, Facilitator FLCC Srinagar Nazir
Ahmed educated the participants about various
products, schemes of the bank and the importance of
maintaining relationship with the banks through
opening of accounts in the present scenario.
Director RSETI presented vote of thanks in the end.

Meanwhile, speaking at the awareness camp


organised by the Department of Agriculture
at Gingle in Uri block, the Banks Facilitator
FLCC Baramulla threw light on the role and
objectives of FLCC centres. He urged
participants to cultivate the habit for savings
and take advantage of products like
agriculture loan, education loan and other
self employment schemes for eradicating
unemployment in the area. Manager Lead
Bank Office Baramulla spoke in detail about
self help groups, fish ponds, vegetable
cultivation and Kissan credit card. He said,
Banks are playing an important role in the
development of the community. For
recycling of funds timely repayment of loans
was important as it ensured availability of
funds in banks for overall development of
economy, he added. Kissan credit cards were
distributed on the occasion. The camp ended
with the vote of thanks.

Pulwama, Shopian DCs supervise snow clearance


SHOPIAN;- In view of heavy snowfall, DC Pulwama
and DC Shopian Mr. Mohammad Javid Khan today
conducted extensive tours to various areas of their
districts along with the concerned officers of the district
administration and engineers to oversee snow
clearance from the trunk and inter-district roads and
directed the concerned for clearing roads for vehicular
movement.The DCs are themselves monitoring the
arisen situations due to heavy snowfall in the twin
districts. The engineering wings informed the DCs that
adequate no. of snow clearance machines have been put
into service and all the main and inter district roads
have been cleared and opened for traffic

JAMMU :An official spokesman today


dismissed the contents of a report carried by
a Jammu based newspaper regarding the
construction of prestigious Shah Kul in
Shopian district. the report as malicious,
defamatory and concocted published with
the malafide intention of maligning the
image of the Department and Minister
concerned. Giving details, the spokesman
said, Shah Kul is a historic irrigation project
of Kashmir, conceived and constructed by
late Budshah, hence the name Shah Kul. It
used to irrigate 41 villages and the area
came to be known as the apple bowl of
Kashmir. In 1902, the spokesman added,
the irrigation canal became dysfunctional
due to a severe cloudburst. During the last
three years, the main canal has been
restored and due to non availability of
private land, people volunteered to make
distribution system on the alignment fixed
by Irrigation & Flood Control Department
through an arrangement called Hal Shiree to
avoid any disputes. This year, the
spokesman said, water has been released
partially, benefiting the villagers, who,
during a visit of the Minister concerned to
the area, came in thousands to thank him for
reviving what Budshah and Maharaja had
built for them.Once completed, the canal
would dramatically change the economic
condition of the people of these 41 villages

as it seems from the allegation, the

RFD to inculcate new work culture in Government Departments: Omar


JAMMU: Underlining the need for
objective way of assessing performance
of government departments at the yearend through Results Framework
Document (RFD) initiative, Chief
Minister, Omar Abdullah Thursday said
that this will enable the departments in
fixing priorities and targets individually
and realize outcomes in a time bound
manner. The Chief Minister said that
RFD would also inculcate a new work
culture in government departments. It
will enable them to put in place a self
monitoring and assessing system and
make realize physical targets and
outcomes benchmark of performance,

he added. Talking to the Central Task


Force on RFD who called on him here
this morning, the Chief Minister
expressed gratitude to its members for
guiding the State Departments in
formulating RFDs and setting the stage
ready to launch the new initiative in the
State to help good-governance ensuring

that under RFD the focus would shift
from assessing the performance from
financial spending to the realization of
physical targets and outcomes with

Govt. bans private practice of HoDs of GMCs, Associated Hospitals


JAMMU: The Government today
banned the private practice of all
heads of Departments in the
Government run Medical and Dental
Colleges of the State and their
Associated Hospitals. An order to
this effect was issued by
Commissioner-Secretary, Health &
Medical Education, Mr. M. K.
Dwivedi today. The decision has
been taken to further improve patient
care at these hospitals and make
senior doctors available for their
respective Departments all around.
The decision followed the first
review meeting the Minister for
Medical Education, Youth Services
& Sports, Mr. Taj Mohi ud din took
following his assuming the charge of
the said Departments.

Earlier, Mr. Dwivedi apprised


the Minister about working of
the Department. He also
brought to the notice of the
Minister various issues
concerning the Department. It
was in this meeting the decision
to ban private practice of HoDs
of all Government run Medical
and Dental Colleges was taken
to improve efficiency and
supervision at the level of HoDs
in the GMCs and associated
hospitals. Terming healthcare
as a critical sector, the Minister
asked for bringing in more
reforms in the Department to
infuse efficiency, transparency
and above all a qualitative
change in the patient care at

these tertiary care hospitals. He


said improvement of services in
terms of patient care,
medication and other facilities
at hospitals is as important as
strengthening basic
infrastructure at these health

apprised him about the
functioning of Youth Services

Economic Census commence in Pulwama, Budgam, Ganderbal


SRINAGAR: The Economic Census in district
Pulwama shall start from January 28, 2013.This
was stated by the district development
commissioner Pulwama Mr. Shafat Noor Barlas
while chairing a meeting of the officers of District
Pulwama with regard to 6th Economic Census 201213 of district Pulwama. The Assistant
Commissioner Development, General Manager,
District Industries Centre, Chief Education Officer,
Dy. S.P Headquarter, Assistant Director (Planning),
Functional Manager DIC, Statistical Officer,
DSEOs Office & others officers of the district
Pulwama attended the meeting.It was decided in the
meeting that the training to Enumerators and
Supervisors engaged for Tehsil Pampore, Tehsil
Awantipora and Tehsil Urban Pulwama shall be
imparted on January 23 and 24, 2013 in the meeting
Hall of Administrative Complex (DC, Office
Pulwama) at 11:30 A.M and training scheduled for
Tehsil Tral and Rural Pulwama shall be notified
separately.The meeting was further informed that

Department.The Economic Census is complete
count of all the establishment/units located in the
district. The data prepared by the census is required
for the planning purposes and to access the
contribution of the various sectors of the economy
through this survey.Meanwhile, a district level
meeting of Steering Cum Monitoring Committee
for conducting 6thEconomic Census shall begin
from January 19 to January 31, 2013 in district
Budgam. The meeting was convened by District
Development Commissioner Budgam, Mr.
Khursheed Ahmed Shah being the chairman of the
committee. Economic Census is held after every
five years across the country to ensure evaluation of
all economic activities by the concerned
departments. The data so generated is used for
assessing the contribution of all the sectors to
economy which in turn helps in country's future
economic planning. The meeting was attended by
included Assistant Commissioner Revenue, Chief

Education Officer, General Manager District


Industries and Commerce, District Panchayat
Officer and District Statistical and Evaluation
Officer. It was decided in the meeting that
enumerators and supervisors for smooth conduct
ofthe survey would be deputed from the
Department of Rural Development and Education
besides Village Level Workers (VLWS).The whole
activity will take four months whereas the training
of Enumerators will be held from 19 January to
31st January 2013.Meanwhile, a 2-day training
programme of Supervisors and Enumerators
regarding the Economic Census is being conducted
on January 19 and January 20, 2013 for Tehsil
Ganderbal while on January 22 and January 23,
2013 for Tehsil Lar at Physical Education College,
Ganderbal.Besides, on January 24 and January 25,
2013, the said programme shall be conducted at
Higher Secondary School, Kangan for the
Supervisors and Enumerators of Tehsil Kangan in
the district.As many as 57 Supervisors and 175
Enumerators shall be imparted the training by
master trainers in the district.

Mumbai attack group aid man given 14 years in prison


A Chicago businessman who aided an
Islamic militant group blamed for the
Mumbai attack in 2008 has been sentenced
to 14 years in prison. Tahawwur Rana was
convicted in 2011 of providing material
support for the Pakistani group, Lashkar-eTaiba (LeT). The 52-year-old was also
charged with helping plan an aborted plot to
behead staff at a Danish newspaper. But he
was cleared of a role in the Mumbai attack,
when more than 160 people were killed by
gunmen.Rana's lawyer, Patrick Blegen,
argued for a more lenient sentence than the
maximum of 30 years, saying the Pakistaniborn Canadian did not present a future

risk."Judge, he is a good man and he got


sucked into something, but there's no risk
that he's going to do it again, none," Mr
Blegen said. Prosecutor Daniel Collins
argued for a tough punishment to deter
others. "There's not much worse than
mass murder of this scale," he said of
the Danish newspaper
plot.Correspondents say the trial gave
a rare glimpse into the workings of LeT,
which India blames for the Mumbai
attacks.At the centre of the trial was
testimony by the government's star
witness, David Headley, once Rana's
close friend.US-Pakistani Headley had

previously pleaded guilty to laying the


groundwork for the Mumbai attacks
and helping plot the attack against the
Danish paper. During the trial,
prosecutors argued that Rana had
allowed Headley to open an office of his
Chicago-based immigration services
firm in Mumbai, which Headley then
used as cover to scout sites for the
attacks.The prosecutors also said that
Rana had allowed Headley to pose as a
representative of his firm in order to
gain access to newspaper offices by
feigning interest in purchasing
advertising space.
