Aqueduct Entertainment Group, LLC Overview On April 17, 2009 New York Governor David A. Paterson, Senate Majority Leader Malcolm A. Smith and Assembly Speaker Sheldon Silver announced the State would solicit proposals to build a Video Lottery Terminal (VLT) facility with 4,500 machines at Aqueduct Racetrack in Queens. On May 8, 2009, Aqueduct Entertainment Group submitted its bid, which includes the best financial return for the State and the most environmentally sustainable mixed use development in the city and region. The Best for New York AEG is clearly the best choice to build and operate New York City’s first and only entertainment and gaming destination. Reasons include: Proven Development Team – Our development team has proven time and again that they are capable of delivering large-scale projects on time and on budget in Queens and the greater New York area. Having Turner Construction, GreenStar, Levine Builders, The Darman Group and Empowerment Development Corporation, PS&S, Siemens and Clean Power, ensures that we know the community, and they know our work. No one comes close. Proven Gaming Operator – With over 100 projects under its belt, The Navegante Group, AEG’s casino operator is considered best in class. The ability to open both a temporary and permanent facility with a team poised for success is key. The Navegante Group maintains a database of over 4,000 gaming personnel throughout the world. First to Open – The AEG team encompasses every major trade and construction service necessary to complete a project of this magnitude. Having all of each of these entities involved from the beginning means AEG can eliminate months of planning, RFPs and bid evaluation, resulting in a significantly shorter time to opening. Everyday without gaming at Aqueduct costs the State $1 million. Exemplary Community Relations – AEG envisions an Aqueduct that will serve as a world class gaming destination for tourists and be an asset to the local community. The Team AEG has assembled the best possible partners to maximize revenue for the State. Each partner was selected for their respective capabilities in casino operations, design, and construction, their local reputations, integrity, and their ability to ensure that the project is completed in a timely manner, within budget, and to the highest quality standards. Navegante Group - gaming developer and operator The Navegante Group is comprised of seasoned gaming industry professionals, led by Larry J. Woolf the former Chairman, CEO and President of MGM Grand Hotels in Las Vegas. The core leadership team is made up of personnel who have held top level positions with most of the leading industry operators. Navegante has been involved in numerous ground-up projects and countless gaming facility openings and the firm specialized in the hiring and training of local community members to staff its projects. They also implement state of the art problem gambling programs in conjunction with their casino developments. While Navegante possesses extensive experience in gaming operations, they also bring an owner’s perspective to decision making as owners and coinvestors in some of their projects. The Navegante Group currently operates five casinos in the United States and three casinos internationally. The Navegante Group brings a wealth of experience to Aqueduct, having undertaken a similar project in Niagara Falls, Ontario, widely regarded as an unmitigated success for the local area. Casino Niagara consists of a total of 95,000 square feet of gaming space, including over 1,700 slot machines and 60 table games

Clairvest Group— Lead Investor Clairvest Group Inc. was founded in 1987 as a Canadian-based merchant bank that invests its own capital in entrepreneurial corporations. Clairvest combines the capital and considerable experience of its board, consisting of entrepreneurs who have successfully built many companies. Clairvest is a publicly listed company (TSX: CVG) that continues to manage its own capital as well as capital from third-parties. Today, Clairvest has in excess of $600 million of capital under its management. Clairvest made its first investment in the gaming sector in 2000 as the largest shareholder of Gateway Casinos. In 2006, Clairvest invested in a greenfield casino project that would become the Grey Eagle Casino which opened in December 2007, and is now the #1 casino in Calgary, Alberta. In 2008, a group backed by Clairvest won a RFP to construct a casino under a 20 year monopoly for Moncton, New Brunswick. Clairvest has also partnered to build three casinos in Chile that are now fully operational. Clairvest continues to seek out local market gaming opportunities where these properties will complement the local landscape and augment entertainment choices in the region.

GreenStar Services Corporation – plumbing and electrical GreenStar Services Corporation is the only full service self perform contractor in New York City. The company’s New York City based operating companies, WDF Inc. and Five Star Electric Corp., have each been leaders in the New York construction market for more than 50 years. Both companies have significant experience in public and private construction. WDF’s capabilities include general construction, plumbing and HVAC, while Five Star specializes in electrical construction. This unique combination of capabilities enables the Company to guarantee substantial completion dates and deliver the highest quality project. Together, WDF Inc. and Five Star have completed some of the most important and impressive projects in New York City including the Time Warner Center, 15 Central Park West, Citi Field, the renovation of Yankee Stadium and the new Goldman Sachs World Headquarters. Recently they were selected to perform approximately $350 million of electrical and plumbing work at the Freedom Tower.

Turner Construction Company – general contractor Turner Construction Company, incorporated in the State of New York, was established in 1902 by Henry C. Turner who continued his active direction of the company as President and Chairman of the Board until his retirement in 1946. Turner Construction Company is a subsidiary of The Turner Corporation and is currently under the direction of Peter J. Davoren, President and CEO, with a staff of 5,750 personnel. The firm has shown remarkable growth over the past 107 years. From the start, Turner exerted considerable influence on the construction industry by pioneering the practical use of what was then the newly developed reinforced concrete design concept. Turner demonstrated the capabilities of this construction method by building the station stairs for the New York City Subway system in 1904 and the Robert Gair Building in New York in 1905. Today, Turner builds some of the most challenging projects in the United States and around the World. Turner operates out of 46 offices nationwide and abroad in 24 countries. Turner provides construction management services for commercial, residential, retail, transportation, justice, cultural, sports, industrial, pharmaceutical, healthcare, K-12 and higher education projects.

Levine Builders - master contractor Founded in 1979, this Queens-based company, has built, renovated and rehabilitated thousands of residential units and millions of square feet of commercial space, including hotels, office buildings, retail centers, religious, educational and healthcare facilities. Today, Levine Builders, and its affiliates, Douglaston Development and Clinton Management, are going strong. The diversity and range of work includes everything from luxury high-rise residential housing, hotels, affordable housing, assisted living facilities, as well as retail, mixeduse developments including the largest development built in Harlem in the last 20 years, and the restoration of an architectural landmark, 90 West Street, to its pre-9/11 glory. Levine Builders has evolved into a full service company, with a full array of experienced personnel providing expertise in all facets of the construction industry and related issues. In addition to skilled management and field personnel, the Firm has an in-house risk management department, a knowledgeable IT department maintains pace with the latest technologies available, as well as an expediting department, which is led by our Building Codes Consultant, a registered Expeditor with the Department of Buildings.

The Darman Group and Empowerment Development Corporation – local development coordination The Darman Group (TDG) is a 33 year old wholly minority owned firm includes a consulting division and real estate development division which undertakes projects for its own portfolio. TDG is renowned for its work with public agencies and is generally recognized in the New York City construction industry as one of the premier sources of expertise in the area of regulatory compliance requirements and diversity management initiatives. TDG is working in joint venture with Empowerment Development Corporation as codeveloper of the project. Empowerment Development Corporation was created by Rev. Floyd H. Flake to pursue private community development initiatives. Rev. Flake has pastored The Greater Allen Cathedral for more than 30 years. During that time he has participated in the development of over 1300 units of housing as well as commercial and institutional projects in the borough of Queens. In total his projects amount to more than $150 million dollars of completed developments.

PS&S - lead architect Paulus, Sokolowski and Sartor (PS&S) will provide architectural, engineering, and environmental consulting services to the Aqueduct Project. The firm and its affiliates, with offices in Westbury and Yonkers NY, is ranked among the Top National Design Firms by Engineering News Record and is listed in the top 15 engineering firms by Building Design and Construction. PS&S has provided total building and site design and environmental permitting services for a large number of world-class gaming and hotel facilities. PS&S understands the gaming industry. Representative clients and projects include: Atlantic City Hilton, Bally’s Park Place Hotel/Casino, Caesars Atlantic City, Red Bull Soccer Stadium and the Borgata Hotel Casino and Spa, to name but a few.
