Minutes of the Committee Meeting of the Woodbury Salterton Residents Association

Meeting held at Diggers Rest Woodbury Salterton at 7.30pm on 21/07/2015

Bank Account

Stuart Honour reported that as at the 21/07/2015 the bank account had 8637.52
in total.
The breakdown was 496.11 membership account. 7884.05 held in the fighting
fund account and 257.36 held for the Village Scene Projects (Parkhayes).

Report

Nothing to report
Frank Mulholland was unavailable. The Secretary Reported that there were 177
Registered members.
Fee contributions had been received by 89 members so far this year.
A number of Standing Orders will filter in throughout the year, and it was agreed
that the Secretary would send out a gently reminder to residents when the next
email is sent out.

Report on Village
Scene Projects

Parkhayes Plantation
David Rose reported that strimming and general weeding was carried out by him
and other members the previous Sunday.
He also explained that some of the bird boxes require re-locating to encourage
birds to nest. He also advised that the Bug Hotel also required moving to
encourage bees.
Ian Hunt suggested that bird feeders should be purchased to encourage birds to
feed and encourage them to revisit the location.

Book Exchange
Pricilla Trenchard reported that the exchange was continually in use, but there
was a shortage of childrens books. The Secretary Agreed to add a note to the
next email.

Other Village Scene Projects.


Stream Clearance
The agreed date for a village stream clearance will be publicised in an email the
date will be the 19 Sept.
Play Park
The committee all agreed that the new covered seating area in the Parish play
park looked very impressive, and agreed that the secretary would write to Cllr
Pat Bricknell to thank him for all his work on the play park.
Hedging.
It had been reported that a number of hedges were now overgrown. The
Secretary reported that a new contract had been agreed with the Parish Council
to undertake the cutting of Parish Assets. This will include both sides of the
hedging on the play park, and the section of Devon Bank bordering the
Allotments.
This work will be carried out as soon as the cutting of hedges was permitted
(End of Sept)
A number of committee members noted that the Allotment hedge seems to have
been severely damaged by weed killer. The Secretary reported that it had been
also noted by Cllr Pat Bricknell and it had been discussed at the last PC meeting.
The Committee requested the secretary to ask the clerk at WPC to send a polite
note to close residents and the Allotment lease holders pointing out that the
damage has caused severe damage to an ancient hedge bank which will take
years to recover, and would the person who carried this out please not do it
again.
The Secretary reported that Woodbury Parish Council is making efforts now to
introduce a Flood Watch Scheme, or an Emergency Watch Scheme. A letter
has been received by the Parish Council from the Environment Agency
explaining how it operates.
The secretary reported that over the last few years various Parishes have
established good working procedures and practices and there are now good
systems now to follow.
The Secretary will be working closely with the Parish council and EDDC to see if
a scheme could be established within the 3 villages of the Parish.
9. Update in
Planning and
Parish Issues.

1. The Secretary reported that the East Devon Local Plan Hearings had been
held by the Planning Inspector. There are a number of issues which the inspector
has asked for.
a. The Officers at East Devon and Natural England need to get together to agree
on a number of outstanding issues
b. The projected Housing Figures need to be analysed to see how they stack up
to the Government 2012 projections that had recently been published.
This work is expected to be completed by August, and if the Planning Inspector
agrees with the outcomes it is hoped he will be able to approve the draft plan
shortly after this, which would mean it could be adopted by as early as
November.
The question of whether the District Council can demonstrate a 5 year land

supply for housing is not yet clear.


The Secretary explained that the without a local plan approved and in place,
together with the local council demonstrating that they have a 5 year land supply,
developers are liable to submit spurious planning applications which the planning
authority would have difficulty in refusing.
2. Wood Yew Waste A Planning Inspectors hearing is to be heard on the 1 st of
Dec. The Location is to be decided but most likely Farringdon Village Hall. There
are two issues to be heard, one is Devon County Council refusing permission for
chipping machinery to be worked outside and the other is the refusal to process
a third stream of product on site (Plasterboard). Any person will be able to speak
at the hearing as long as they have responded to the Planning appeal. The
Secretary reported that he had sent details out of how to respond which had to
be received by the Inspector by the 5th of August.

3. Hogsbrook Farm Enforcement 13/F077 The Secretary reported that
discussions had taken place with East Devon District Council regarding the large
Cattle Shed constructed in 2013 which should have been 3 smaller barns but the
owners had built one much larger unit. No decision has yet been taken on
whether to allow the building to remain as it is without permission. It has been
decided to await further information from the Enforcement Officer regarding other
issues outstanding at Hogsbrook Farm.
4. Sages Lea Field Enforcement 15/F0069 Breach of planning with the track still
remaining. No decision on this as East Devon Council are awaiting the
developers to submit an appeal on the 60houses (Ref 14/1821/FUL)
5. Greendale Unit 31 15/0287/FUL This unit to be leased to DHL is still awaiting
approval from East Devon District Council. There has been much controversy
regarding the bright yellow building, which is completed and being used which at
present has been built at the Greendale Investments at their own risk. A recent
Noise Survey has recommended that the facility requires a sound deadening
fence on the South and East sides to protect the noise effecting close residential
properties.
In view of the concerns the committee suggested that another request to
residents to write to the Chairman of DHL asking for the building to be less
visible in its rural location.

6. Proposed property south of Bridge Farm 15/0774/FUL This application on the
corner between Bridge Cottage and Bridge Farm has been refused.
7. Unit 2B Mill Park Enforcement 15/F0239. Enforcement notice has been
issued regarding residential occupation in an industrial unit.
8. Bedside Manor Enforcement 15/F0312 Enforcement regarding the removal of
an agricultural hedge and trees.
9. Castle Brake Caravan Park Enforcement 15/F0342 Enforcement regarding
unauthorised extension to Caravan Park
10.Hogsbrook Farm Enforcement 15/F0342 Regarding the unauthorised
conversion of agricultural barns to 20 industrial units
11. Hogsbrook Farm Enforcement 15/F0344 Regarding the unauthorised use for
a Marquee Business.

business operating from an Agricultural unit.
13. Hogsbrook Farm. 15/1061/VAR The committee last month discussed this
issue with concerns regarding the lack of clarity regarding this proposal to the
operational and design changes. A response had been sent to EDDC regarding
this proposal. This had been attached to last months Minutes.

The Secretary reported that the final date for a planning appeal will be the 5 th of
August. As yet there has not been an appeal submitted but the Developers
Greendale Investments have publicly stated they may appeal.

Stuart Honour reported he had sent letters to all the residents who had loaned
sums to the fighting fund informing them of the requirement of holding onto the
fighting fund as the sums have been held for nearly 12 months
The Chairman Norman Gordon reported that he had seen in another village
some very good Slow Down notices recently, seemingly produced by a local
school to highlight the issues of speeding close to a village school.
Although it was illegal to erect highway signs it is perfectly legal to erect signs
of your own design on ones own property.
After some discussion it was agreed to look into promoting a Slow Down Poster
Campaign Posters that could be positioned throughout the village for a period

The next meeting was arranged to be held on the 15 Sept at 7.30pm at the
Diggers Rest.
It was also agreed that there would not be a meeting in August due to holidays
