Senior Superintendent Ramon Apolinario, who was still the director of the Davao City

Police Office (DCPO) in early January (he has since been transferred), said Davao City is
not considered an election hot spot.

He said the areas of Marilog and Paquibato in the city's third district are classified as
"Category 2", which means they are included in the watch list as "breeding grounds of the
New People's Army."

The chief of the 10th Infantry Division, Brigadier General Carlos Holganza, also said the
city is not an election hot spot.
