2. Los Angeles Housing and Community Development Department (HCID) Rent Stabilization
Ordinance (RSO) (9:20am/30 minutes)
A. Overview of the RSO, which covers the majority of the apartments in ECWA Areas 1, 2, & 3.
B. Allowable rent increases, legal reasons for evictions, causes for evictions requiring relocation assistance
3. HCID Habitability (9:50am/20 minutes)
A. Review of the Primary Renovation and Tenant Habitability Programs. The Tenant Habitability Program
enacts safeguards to protect tenants from unsafe living conditions while renovation work is being done. The
Primary Renovation Program protects tenants from extreme rent increases following the completion of such
renovation work.
B. Upcoming requirement to retrofit apartments for earthquakes
4. Los Angeles City Attorneys Office Dispute Resolution Program (10:10am/20 minutes)

A. Mediation is a confidential, voluntary process in which a neutral third party facilitates communication
between people to resolve their disputes.
B. Review of how the free Dispute Resolution Program can be of assistance to Renters
5. HCID RSO (10:30am/10 minutes)
A. The Ellis Act establishes the right of landlords to withdraw existing housing accommodations, other than
guestrooms or efficiency units within a residential hotel, from rent or lease. Regulations mandate the
recording of restrictions on the future use of the property, notice to tenants, relocation assistance and the
right of tenants to return if the units are put back on the rental market.
