WHERE WAS THE NEW DEAL?


All documents and text associated with this activity are printed below, followed
by a worksheet for student responses.

Introduction
You will see photographs of Americans at work during the Great Depression.
Three New Deal programs are represented: the Civilian Conservation Corps (CCC),
the Tennessee Valley Authority (TVA), and the Works Progress Administration
(WPA).
Examine each photograph to determine the New Deal program that this job was
part of; then move the document pin to the state or region where you think the
picture was taken. The first four have been done for you.

This is from a series of photographs taken by Lewis Hine for the National Research Project. The
National Research Project on Reemployment Opportunities and Recent Changes in Industrial
Techniques was organized in December 1935 as part of the National Research Program of the
Works Progress Administration. Its purpose was to investigate recent changes in industrial
techniques and evaluate their effects on employment. Between 1937 and 1941 the NRP published
more than 700 reports on a broad variety of agricultural, manufacturing and mining activities. In late
1936 the distinguished documentary photographer Lewis Hine was hired as chief photographer. Hine
made photo studies in 14 industrial communities from December 1936 to July 1937. General views
of the community, working conditions in factories, machinery, and workers, are pictured for each
photo study.

The Photographic Section of the WPA Information Division in Washington, D.C. was responsible for
obtaining and supplying photographs to the WPA and the public for use in progress reports,
magazines, newspapers, other publications, exhibits, and in general to give information on WPA
activities as graphically as possible. The camera was to be used as one of the most helpful aids in
the work of the Information Division. It was a continuing responsibility to have good photographs to
show improvements resulting from the work of the WPA. Pictures were useful both for record
purposes and for public relations. Photos were sent to the Photographic Section from the states
and the central office also had their own photographers who were sent out to take pictures across
the country.
