I apologize for making this suggestion when I was not a part of last week's conference call. Is there any
chance you all might consider moving this back a few days? The NC Bar has a special session on
October 16 that Board attorneys from all over the state will attend. Our legal counsel believes there will
be insight into the AG's clarification of this issue at that meeting. Would it make sense to hold this
webinar discussion until the legal folks have weighed in? We are happy to host with no problems here,

Edna
MeckEd is conducting research on charter schools and charter school expansion in North Carolina. They will
produce a series of white papers on various charter school topics. All superintendents should send Heath a contact from
their district to serve as a resource for the research team.
Summer Retreat
Superintendents administrative assistants are being polled to identify a date for the summer retreat.
Possible retreat agenda items include

Policy Papers
Heath will draft op-ed on Teacher Excellence and Frank will draft an op-ed on Common Core. Both will send to
Edna to edit to give a unified voice.
Other Items
Heath will draft letter to the State Superintendent, State Board of Education and Pearson Education expressing
frustration with Home Base and unwillingness to pay the $4 per student fee.
Beverly will draft a letter to the State Superintendent and State Board of Education thanking them for the approval
of alternative Read to Achieve assessments.
Heath to schedule call for the HR and legal heads from all districts to discuss 25% contracts.

NC Large District Superintendent Consortium,
Yesterday, Wake County voters approved a $810 million school bond by a 15 point margin. The bond is part of a total
$939.9 million construction program to provide for 16 new schools, major renovations at six schools and minor repairs to
79 schools. New technology projects will be supported as well.
This is a milestone for Wake County, whose voters previously rejected school bonds that included a tax increase. The
increase amounts to 5.53 cents per $100 of assessed value.

NC Large District Superintendent Consortium,
Yesterday, Wake County voters approved a $810 million school bond by a 15 point margin. The bond is part of a total
$939.9 million construction program to provide for 16 new schools, major renovations at six schools and minor repairs to
79 schools. New technology projects will be supported as well.
This is a milestone for Wake County, whose voters previously rejected school bonds that included a tax increase. The
increase amounts to 5.53 cents per $100 of assessed value.

The report was one sided with the assumption that virtual charter schools were a forgone conclusion and the report
didnt provide any options;
The pros and cons of virtual charter schools were not properly identified;
The report did not address critical issues, especially funding formulas and impact to LEAs;
The recommended student teacher ratio of 1:40 is too high; and
The committee did not properly engage constituents such as teachers, superintendents and parents.
As a result of the conversation, staff was directed to revise the report and seek additional time from the General Assembly. If the
General Assembly does not grant an extension, the Board will host a conference call to review the revised report on March 19.

Leaders in the Wake County and Charlotte-Mecklenburg school systems say that state legislators made a bad
decision when they replaced tenure with a system that will have teachers competing for a small number of four-year
contracts. The General Assembly voted this year to eliminate teacher tenure in 2018. In the meantime, school
districts across the state are being required to identify which educators will be offered a $5,000 pay raise as part of a
four-year contract if they give up their tenure. Roughly one-quarter will be offered the four-year deal. Some of the
most vocal complaints are coming from the Wake County and Charlotte-Mecklenburg school systems. Like their
counterparts across the state, the large systems are searching for a way to carry out the new state requirements. Im
hoping the General Assembly will talk with educators and look at the long-term consequences both intended and
unintended of this legislation before it does irreparable harm that will take years and years and years to fix, Wake
County school board member Kevin Hill said Tuesday at a school board meeting.
Charlotte-Mecklenburg Superintendent Heath Morrison said the four-year contract and bonus plan has raised a host
of questions, and threatens already-rocky teacher morale. But backers of the change say it provides meaningful
education reform by basing job security and pay on performance. They say the old system of giving tenure and then
basing pay on seniority rewarded ineffective teachers. Only in the warped world of education bureaucrats and
union leaders could a permanent $5,000 pay raise for top-performing teachers be branded as a bad thing, Amy
Auth, a spokeswoman for state Senate leader Phil Berger, a Rockingham County Republican, said in a written
statement. Historically, North Carolina public school teachers who have passed a four-year probationary period
have earned tenure, called career status.
Critics of the system, such as Berger, have pointed to the firing of 17 tenured teachers in the 2011-12 school year to
argue that too many bad teachers are still being employed. But supporters of tenure argue that it protects good
teachers from being fired unfairly, and that many bad teachers are encouraged to resign. Starting July 1, 2018, North
Carolina public school teachers will receive contracts of between one and four years. Teachers will work under
contracts that are renewed based on performance like nearly every other profession, Auth said. A big question
concerns how to determine which teachers will be offered the four-year contracts. Superintendents will present a list

Today I spoke to the recently convened NC General Assembly House Education Innovation Committee. The meeting included
Speaker Tillis and several key business leaders. In light of our support for the Large District Superintendent Consortium, I am
sharing a copy of these remarks. The Committee includes some key advocates for school vouchers and, as you will see, I
decided to emphasize school choice to avoid a direct criticism of vouchers. My intent here was also to point to some LEAs as
leaders for choice and innovation. It would have been counterproductive to confront vouchers in this setting. No mention was

Marriott City Center, Posta Tuscan Grille at 6:00 p.m. under Tony Habit.
There will be a set menu from which to choose from (choice of chicken, salmon or beef). If you have any specific
