and services. The public works team operates and maintains
an approximately 22 million gallons per day water/sewer
system; a complex storm water system comprised of pump
stations, gravity well outfalls and pollution control measures;
roughly 120 miles of streets and alleys; and more than 8,000
street and landscape lights.
Prior to joining the City of Miami Beach in 2013, Carpenter
served as the public works director in Doral for seven years.
The decision to join Miami Beach was easy. It offered a
greater challenge and City Hall was six blocks away from his
home. This Maryland native obtained his bachelors degree in
civil engineering with a minor in chemistry from the University
of Maryland and was awarded the 2010 Government
Engineer of the Year Award by the Miami-Dade Branch of the
American Society of Civil Engineers.
Proudest Moment
My proudest moment personally was the birth of my son,
which was the moment when my life took on a whole new
depth that I did not understand was possible. Professionally,
it was the day that I received notification that I had passed my
professional engineering licensing exam and I realized that
I was now entrusted to protect the life, safety and welfare of
others through the performance of my duties. Specifically to
Miami Beach, I am most proud of us being able to execute
a solution to the historic flooding problem in the Sunset
Harbour neighborhood that will protect that section of the city
for decades to come. It also catapulted Miami Beach in the
national discussion on adaptation strategies to sea level rise.
Making Miami Beach a Better Place
I believe that my contribution to Miami Beach is two-fold. First
and foremost is doing my part to maintain the highest ethical
standards in order to help restore the faith in our municipal
government. Second is to organize the programming,
maintenance and improvement of the infrastructure of Miami
Beach in order to support its evolution into the next century.
Miami Beach Favorite
It would definitely be the diversity found on Miami Beach,
whether it be our population, neighborhoods, businesses
orchallenges.

I have seen how Lincoln Road has evolved and there is no doubt
that artists completely changed the environment, said Executive
Director Maria del Valle, ArtCenter/South Florida. It took a few
years, almost a decade to turn things over. But what Lincoln Road,
South Beach and Miami Beach is now I think that the ArtCenter
has been the catalyst.
Renowned artists that emerged from this Miami Beach hub include
Peruvian-native William Cordova whose work addresses the
metaphysics of space and time.
It doesnt stop there, noted del Valle. These students will get
internships or become summer camp assistants. At the end of one or
two years, some of them pursue an artistic career themselves.
With additional funding and proceeds from their recent property
sale, this leader in the South Florida contemporary cultural scene
plans to build a new state-of-the-art facility and become one of the
most prestigious residency programs in the world. Its a brushstroke
of genius.

PROPERTY TAXES
Property taxes comprise 48% of the Total General Fund for FY16. The City of Miami Beachs portion of the property tax
bill has decreased as a percentage of the total bill from 33% to 30%.
The adopted millage rate decrease of 0.114 mills meets the remaining millage goal of lowering the level to that of FY10
as property values have been increasing over time. The adopted millage rate also results in a slight property tax decrease
to median or average property owners that qualify for the homestead exemption and the Save Our Homes cap.

The adopted FY16 property tax levy is only $4 million more than it was nine years ago in FY07. Overall position count
is still 2.9% less than in FY07.
CITY BUDGET
There are two main budgets for the city each year, an operating budget and a capital budget, both of which are adopted
by the mayor and commission at a noticed public meeting each September. The Operating Budget is comprised of several
different types of funds that the city maintains according to state and federal regulations. Each year, the city receives
multiple awards for strict adherence to these guidelines.

RESORT TAX
Resort tax, collected and paid mostly by visitors who stay in
Miami Beach hotels, comprises the second largest revenue
stream. Utilization of monies collected from resort tax is
restricted to promotion of the tourism industry.

BOND RATING
The City of Miami Beach received high marks from the nations bond-rating services because
of its fiscal prudence. In 2014, the Standard & Poors (S&P) Ratings Services raised the citys
general obligation credit rating two notches from AA- to AA+. The rating reflects Miami Beachs
robust local economy and strong financial practices and management.
The City of Miami Beach closed on three bond issues in December to provide $636 million
in funds for the renovation and expansion of its convention center. The bonds priced during
the week of November 16, 2015 at interest rates near historic lows. The city benefited from
strength in the tax-exempt market in mid-November, selling the bonds as soon as possible after
the approval of the Guaranteed Maximum Price contract and enactment of the additional one
percent Resort Tax on transient rentals. The citys bond closing also came the day prior to the
December 16 Federal Reserve Open Market Committee meeting, during which the Federal
Reserve increased interest rates.
AA+
This combined financing plan was successfully executed ahead of its projected schedule
and saved over $4.4 million over the life of the financings by reducing interest rates on the
day of pricing due to investor demand. The bond closings completed the funding for the
conventioncenter.

electricidad es parte de nuestra vida cotidiana
en todas sus formas: iluminacin, refrigeracin,
aire acondicionado, modos de comunicacin
y un sinfn de otras muchas comodidades que
se pueden considerar necesidades.
Aun as, nuestra fe en el poder de la
electricidad no debe ser absoluta. La
Fundacin Internacional de Seguridad
Elctrica (Electrical Safety Foundation
International, ESFI)ha informado de que en
Estados Unidos se producen al ao ms de
51.000 incendios domsticos causados por
fallas, cerca de 500 muertes, ms de 1.400
heridas y prdidas por valor de $1.300
millones en daos a la propiedad.

contra Incendios (National Fire Protection
Association, NFPA), casi la mitad de
los incendios en instalaciones elctricas
domsticas estn relacionados con algn tipo

Ingredients:

1 clove of garlic
Glaseado de guayaba
Guava glaze
Preheat oven to 350 and season chicken with garlic salt and
pepper. Heat oil in medium-sized skillet and brown the chicken.
Set aside. Add plantains and garlic to pan until fully cooked,
then mash together and set aside mixture. Add chorizo to pan
and cook fully. Drain chorizo on a napkin and then mix into
plantain mixture. Spread plantain mixture inside the pocket
of the chicken. Place chicken in baking dish and brush with
guavaglaze.
Bake in the oven for 20 minutes or until fully cooked.
Guava Glaze
Ingredients
1/4 cup guava paste
1/4 cup chicken broth
In a small saucepan, combine ingredients and bring to a boil
over medium heat. Mash the guava paste until it completely
melts. Pour glaze over chicken.
Coconut rice
Ingredients
1 cup jasmine rice
1 cup water
1/2 cup coconut milk
1 teaspoon kosher salt
Place water, coconut milk and salt in a saucepan. Place pot
on high heat and bring the liquid to a boil. Stir and reduce the
heat to the lowest setting. Cover the pot tightly with a lid and
continue to cook for 15 minutes. Remove the pot from the heat
and let stand 10 minutes, covered. Fluff with fork and serve.

TIPS
Whether you choose to get the vaccine or not, there are also various steps you can take to prevent serious flu and treat the virus should
you contract it:
Wash your hands often. Plain old soap and water is our best defense against germs and disease.
Replace your toothbrush often. Dentists recommend trading your toothbrush in every three months. During flu season, you may
want to increase this to every month, or when you think you or people in your household have been exposed to the flu. (If you do
get the flu, throw your toothbrush away once your symptoms start to improve).
Avoid co-workers and people in public places who are showing obvious signs of sickness.
Get plenty of rest. Lack of sleep stresses your natural immune system, which brings us to the next tip.
Avoid stress. Yes, really. When youre stressed, your immune system is stressed, and you are at higher risk of contracting disease.
Maintain a healthy diet. All the vitamins and nutrients in fresh quality food like fruits and vegetables help your body fight off the flu.
Home remedies can alleviate flu symptoms.
- A back rub (with or without a pungent eucalyptus cream) is a beneficial and comforting way to address the symptoms.
- Eat chicken soup. Warm, nearly bland liquids help your stomach address the chills and can help reduce fever.
Stay home from work or school if you are sick. You are not helping anyone by exposing others to the virus.

SAFETY FIRST

RECORD

here are two sides to every story. And now, there is a recording.
In an effort to more accurately document police interactions with
the public, departments across the nation are employing the use
of body cameras.
At a time where there is increased friction between cops and the
communities they serve, this technology will increase the level of trust,
said Miami Beach Police Chief Daniel J. Oates.
Last year, the Miami Beach Police Department (MBPD) launched its
own pilot program, outfitting 62 of their men and women in blue
including motormen, patrol and detectives with cameras able to
capture a 130 degree vantage point.
Placed on the front of police officer chests, these cameras
capture both sound and video.
Our officers were apprehensive of the technology at
first, but now that weve had them on the street for
eight months, most are embracing them.
With a projected price tag of $3 million over five
years, MBPD is already seeing results.
We recently showed body camera footage to
the parents of dozens of adolescents who became
belligerent with our officers, said Sergeant Alex
Bello, MBPD. Undoubtedly, a teachable moment for the kids
andparents.
MBPD is one of only three departments nationwide to be a recipient
of a U.S. Department of Justice grant for $635,435 to fund body
camera related equipment, and to analyze citizen feedback and
costeffectiveness.
Leading as the first city in the nation to employ body cameras for all
regulatory departments, Miami Beach parking, code enforcement,
building and fire inspectors have also been donning these devices.
We expect body cameras to add another layer of accountability for
both our enforcement officers and the citizens they interact with, said
Miami Beach Parking Director Saul Frances.
As parking enforcement officers can have a pretty thankless job,
frustrations are often vented. Frances hopes these cameras will set a
platform for a more cordial interaction between parking enforcement
officers and the public they ticket.

The result is more than six months of broad and comprehensive public
outreach and participation.
The city did an incredible job with its choice in urban designer firms.
I was impressed with their expertise and willingness to listen to my
perspective, noted Peter Saliamonas, General Manager of Lincoln
Roads oldest restaurant, Rosinella. A revamped Lincoln Road District
will undoubtedly elevate this global attraction and foster community,
connectivity and social exchange. We believe it will be good for
business, and are excited to be a part of it.
The plan aims to enhance the pedestrian aesthetic and social experience
of Lincoln Road by addressing its physical and operational challenges
through an updated new design, taking the mall to a district.
That same pedestrian priority over the automobile logic prevails in this
plan, along with a permeable and active street faade, spatial variety,
high-quality materials, and vegetation and shade, explained Morales.
The City Commission and Historic Preservation Board approved the
Lincoln Road District Master Plan last fall, and next steps involve further
design development and building implementation that will be phased
over years.

AN INTEGRATED DISTRICT
To expand and enhance Lincoln Roads economic
and social vibrancy, the Lincoln Road District
Master Plan calls for creating an integrated district
and transforming what is currently back-of-house
alleyways, including the Lincoln lanes to the north
and south, into an improved pedestrian-oriented
public realm that can serve as new retail and
restaurant venues.
Operational and service changes will aim to
implement more efficient services that can allow
for the removal of back-of-house infrastructure
such as dumpsters and service alleyways from the
public right-of-way. In turn, this change will allow
for the physical transformation of these streets into
distinct, commercial spaces that echo the inviting
environment of Lincoln Road itself.

CYCLIST PRIORITIES
Cyclist upgrades compliment the growing bicycle
network in Miami Beach. Recommendations include the
installation of an eight-foot wide bike loop with dedicated
lanes along the Lincoln lanes, and the relocation of
random bike parking areas to strategic gateway locations
throughout the Lincoln Road District.
Bicycle parking racks will be relocated from the
pedestrian portion of Lincoln Road and to the north/
south streets crossing the Road to further reinforce the
ordinance for no cycling on its pedestrian portion. Bicycle
parking will flank the edge of Lincoln Road adjacent to
the proposed bike loop allowing for close proximity to
retailers and clear visibility.

LANDSCAPE
The new Lincoln Road District is envisioned as a green and
lush network of streets that provide significant canopy and
shade. The plan retains as much of the mature and healthy
existing canopy on Lincoln Road as possible, introduces
new canopy trees placed to further reinforce the articulation
of zones and significantly greens the district streets with
new canopy trees on wider spaces and palm trees on
narrowerstreets.
The raised planters will include a planting palette that mixes
grasses with robust and colorful ornamental plants such as
agaves and bromeliads, creating a colorful, textural and
tropical environment distinctive to Lincoln Road.
New understory species will be carefully selected to be low in
height in an effort to retain a clear visual corridor between the
understory and the canopy of the trees, increasing visibility
to storefronts across the road and adding a sense of safety to
areas that currently feel overgrown and isolated.

OUTDOOR SEATING
Many of the existing planter walls retain the original placement
and geometry of the Lapidus plan and are considered elements of
historical significance. Their spatial arrangement and geometries
hold great potential for carving out spaces for social interaction.
The plan proposes rebuilding all white painted planter walls
using white pre-cast concrete treated with a sealer, eliminating the
need for constant painting as the material can be power washed
to remove stains. At key locations, where current geometric
arrangement of the Lapidus plan forms a room with potential to
be a social space, planter walls are recommended to be widened
to incorporate comfortable seating, along with other fixed free
standing urban furniture to further enliven the road as a social
urban environment.

technologies for the visually impaired and will be
equipped with the ability to connect with smart
phones via QR codes that can direct the user a webbased information center.

LIGHTING
Quality of lighting is essential to the success of public
spaces, especially at locations with an active and vibrant
nightlife. The lighting approach is inspired on the original
Lapidus lighting scheme. An elegant set of dual masts with
LED lights will flank the edges of the piano key spine.
The top of the mast will illuminate the central space while
acting as a beacon marking Lincoln Road from afar. A
second, lower light fixture will illuminate the adjacent cafe
and pedestrian zones.
The architectural elements of the central spine will be
carefully lit to further highlight their uniqueness as part
of the Lincoln Road environment. All follies will be up-lit,
colored LED lights will enliven water features and low
linear lights on seat-wall edges will create an intimate
environment for social spaces. The lush tropical planting
will be further highlighted by carefully placed tree
up-lights.

Although we still face a long road ahead, the assistance we received
from Miami Beach was a lifeline, said Estelita.
It is sometimes hard to plan for the unexpected. However, safety
net programs offered by the City of Miami Beach assist those who
qualify for support including emergency rent and utility assistance, a
food program, grocery delivery program, emergency shelter, and a
homeowner-occupied rehabilitation program.
The Rodriguez family is only one of 100 families assisted through these
various programs annually.
Rent assistance has been offered to Miami Beach residents for
nearly 20 years and the new food program for the last two years.
Assistance is funded through the citys Community Development Block
Grant allocation and the Emergency Food and Shelter Program. The
homeowner rehabilitation program is funded with State Housing
Initiatives Program (SHIP) monies.
The city typically receives 40 requests per year, many of whom are
not assisted because they do not provide the necessary documentation
demonstrating income or need, said Miami Beach Director of Housing
& Community Services Maria Ruiz.

YOUR SPACE
Rent & Utility Assistance One month of emergency rent and utility
assistance to residents experiencing short-term financial difficulty.
With funding from the Emergency Food and Shelter and Community
Development Block Grant programs, the city provides one-time assistance
to eligible residents who must then demonstrate that, once the assistance
is provided, are stable.
Food Program Provides Publix food vouchers to feed qualifying
residents. The assistance is provided through the Food and Shelter
Program and can only be accessed once every 120 days.
Grocery Delivery Program Once per week grocery packages,
provided by Helping Hands Ko-Op, are sent to 50 income-eligible
households in the Miami Beach community. Packaged and delivered by
Teen Job Corps youth.
Emergency Shelter For those who find themselves homeless, the city
offers emergency shelter at four local shelters: The Salvation Army,
Camillus House Lotus House and Miami Rescue Mission. In addition to
shelter and meals, the city provides care coordination services to help
individuals emerge successfully from homelessness.
Homeowner-Occupied Rehabilitation Program Through the City
of Miami Beachs State Housing Initiatives Program (SHIP), up to
$40,000 are provided for repairs, rehabilitation and systems upgrades
for low- and moderate-income homeowners. The loaned funds are
forgivable as long as the assisted homeowner continues to reside in the
assistedproperty.

mitigate the effects of memory loss which can come from aging or
Alzheimers Disease.
There have been several studies that have been done to look at
the effects of Tai Chi on brain function in general and the diseases
associated with abnormal brain function, including Alzheimers
Disease, Parkinsons Disease, depression and general overall
fitness, said Dr. Duara. Clinical trials involving Tai Chi have
shown that there is a reduced incident of depression, falls, improved
immune system and in people who have early stages of Alzheimers
Disease, it seems to delay the onset of the disease.
We have been providing Tai Chi classes for years, said Andrew
Plotkin, facility manager of North Shore Park. We do recognize its
great positive health impact and popularity in the community and
continue to find ways to offer the class.

New this year, Gym Kidz started Play Kidz, a class
for children with special needs. This program utilizes
gymnastics to help children learn through play. All
structured activities help stimulate the brain, encourage
social skills and strengthen gross and fine motor skills,
while providing children with special needs an alternative
method for learning and developing new skills.
The program welcomes high functioning children with
ADD/ADHD, Asperger, anxiety, developmental delay,
learning disabilities and/or children that need a small
structured group setting.
From Gym Babiez to the competitive level, there is a
program to meet all needs and interests.
